WHEREAS,the City of Grand Island,Nebraska,a municipal corporation and city of the first
class, has determined it be desirable to undertake and carry out urban redevelopment projects in
areas of the City which are determined to be substandard and blighted and in need of redevelopment;
and
WHEREAS,the Community Redevelopment Authority of the city of Grand Island,Nebraska
(the"Authority"),pursuant to Section 12 of Article VIII of the Nebraska Constitution,Sections 18-
2101 through 18-2157,Reissue Revised Statutes of Nebraska,as amended(the"Act"),has adopted,
after approval by the Mayor and Council of the City, that redevelopment plan entitled
"Redevelopment Plan, Grand Island CRA Area 28 Conestoga Marketplace, October 2022" as
amended on November 21,2023(the"Amended Redevelopment Plan")a copy of which is on file in
the office of the City Clerk and is incorporated herein by this reference;
WHEREAS, the City, Authority and Redeveloper entered into a Redevelopment Contract
(the"Original Contract")dated February 28,2023 and Amendment 1 to that contract on March 12,
2024, a copy of which is on file in the office of the City Clerk, and is incorporated herein by this
reference;
WHEREAS,the Authority is preparing to issue the approve bond documents associate with
the Amended Redevelopment Contract and desires to further clarify details regarding payments
applied to those bonds as issued;
WHEREAS, the Authority, has prepared a second Amended Redevelopment Contract to be
presented to the members of the of the Authority and the City Council, a copy of which is attached
hereto;
WHEREAS, the Authority will consider approval the second Amended Redevelopment
Contract at their meeting on August 10,2025;
WHEREAS,the second Amended Redevelopment Contract is subject to approval by the City of
Grand Island;
NOW, THEREFORE, be it resolved by the City Council of the City of Grand Island,
Nebraska:
BE IT FURTHER RESOLVED,that the Mayor is hereby authorized and directed to execute
a contract with such contractor for such project on behalf of the City of Grand Island and that the
City Clerk shall store, retain, and make available for access all related and herein referenced
documents in the same manner as contracts and agreements are retained.
