The Council met as provided by law for organization,His
Honor ,Ma~ror Schu:Cf, presiding: The Mayor approved the Bond of'
Mayor elect,Charles G.Ryan,and administered the Oath of Office
to him. ~w.Broadwell,on behalf of the Council who had served
the previous year, then addressed the out-going Mayor and pre-
sented him with a group picture of the Mayor and Council of
the past year,Mayor SchUff accepted the same in a few words
thanking the members of the Council for their expression of
good will and remembrance.
Mr. Thomas Robinson then came forward and addressed the
incoming and out going MayorS and in a neat speech presented
each of them with a gavel made from the last Plank of the
last sidewalk condemned bY the Council and the same were ac-
eepted by each of the recipients with a few remarks.
1rr.R~ran then tOOk his seat as Mayor of the City and ad-
ministered the oath of Office to the Members elect of the coun-
eil and they tOOk their seats and the 1'011 was called,present,
Broadwell,Hanna,HeYde,Knickrehm,Miner,Rasmussen,RourKe & Vieregg.
A ballot was then taken on the election of a president of the
Council for the coming year and Broadwell receiving a majority
of all the votes cast was deClared dUlU elected president .

same was received and the recommendations concurred in as far
as possible. Said Message is as follows;

To the city Council of Grand Island:
The lfunicipal arfa1rs of this city having been entrustetl to our

care,I take this occasion to address you,brietly,relative to cer-
tain administrative pOlicies which I shall attempt to practice and
enforce during my term of office,together with some suggestions
connected wi th the business and f'iscal management Of' our public
aff'airs,all of which,I think,are of' cownon concern to our peoPle.
The large expenditure of money required to furnish public
utilities for new residence districts of our city, and meet the
demands of our increased pOPulation in manit'old ways ,has been
met by a similar increase 1n taxible property values and I
think,with carefUl management,we shOUld be able to keep the tax
levies from exceeding the present rate,and possiblY reduce them
substantiall~r,without impairing the pUblic service.
TO dO this it Will be necessary to resist many demands made
upon you bY the people and localities whose sole aim 1s to secure
a local or permanent advantage wi thout regard to the welfare of
the city as a whOle.
No member of this council shoUld localize his efforts or his
zeal in the discharge of his duties as a pUblic of'ficer.Grani

Island is a unit and we must remember that our success,growth and
development depends,in no small degree, upon harmonious action and
in Wiping out all sectional lines and divisions.
The commission form of city government ,which has been so
successfUllY tried in many Places,and about which I shall have
more to say in the ruturetowes much or its success to the f'act
tl:!at therebY ward and sectional lines are obli terated,gOvermment
centralized and systematized and pUblic business transacted on the
same principles that successfUl business men applY to their pri-
vate affairs.
The Bonded indebtedness of this city i~ ,...$170.000.00.
That of the Grand Island SchoOl District( whose territory prac-

ticallY coincides with the city limits) is,... $85.000.00. This
maKes a total bonded debt of the two corporations of ,$255.000.
While this is not excessive,when compared with our present
property valuations ,an earnest effort should be made to reduce
same as much as possible and stop interest charges thereon.
During prosperous times,such as we are now enjoying,when our in-
cmnes and earning powers are largetthe burden of taxation is easi-
lY carried, but when the "seven lean years are come" these debts
will be serious charges upon the small property owners and labor-
ers of our citY,who,in the final analysis,always pay the greater
part of the cost of government.
Instances are not wanting in this state,where overbonded
are
communities stagnating under the weight of excessive taxation
and bonded debt. Investors always heed this feature of a city's
condition When Seeking new locations 'and engaging in new enter-
prises.
I am aware that this does not accord with the spirit of these
times,yet economy in public expenditures is a duty we owe,not
alone to throse whom we now serve,but to f'Uture generations for
whom we hOld our property in trust ,anel to Whom we shoUld not pass
it heavilY Obligated,for they in turn will have their problems to
meet and their conditions to provide for. It might also serve as
a curative for the too prevalent fault of tax-dOdging which af-
flicts many persons unwilling to bear their fair share of public
burdens.

I will not,at this time,attempt to advise you relative to the
much needed extension of our water works ,including services in
outlying districts. Such utilities make for health,comfort and
civiJ.d!zation and we shOUld attempt to supplY same,if' possible,
without a large increase of our bonded indebtedness. This ,however
shOUld be taKen as an expression of' opinion onlY,as to ways and
lfieans,as I approach this question with an open mind and am not,
at present ,sufficientlY well acquainted with conditions to war-
rant me in defining a pOlicy.
I have long been a believer in the merit system in public
service and I shall endeavor to Place and keep in orrice onlY
eff'icient and fai thfUl public servants, who will give value :for
their salaries. This will be done without regard to POlitical

or personal affiliations.
I will,where the law makes it necessarY,ask your concurrence
in removing from office any person appointed by me who does not

meet these requirements. There are no sinecures in Grand ISland,
nor can we pension favorites on the pay-roll. This is written SO
that all persons holding appointments under this administration
may know that their tenure of office depends upon faithfUl and
honest discharge of their several duties.
The illegal sale of liquors in Grand ISland and its iwnedlate
vicinity has for years been the source of much trouble,and it is
my purpose to stop same ,so far as I am able, Unlicensed persons
who assume to vehd liquors ,contrary to the laws of the state and
citY,are notified that prosecutions will follOW if the traffic is
persevered in. our approved POliCY of high license and police
supervision in,to a degree,nullified when disreputable and irres-
ponsible charactors are permitted to sell liquors indiscriminatelY,
to all apPlicants at all times.
Legitimate dealers can aid in this reform bY refUsing to sell,
in quantitiestto these violaters of the law.
The peace officers of the city will be instructed to close and
keep Closed ,all public gambling places. Of' all human foibles there
is none so foolish as gambling,and when it is permitted to become
a business,with open gambling Places,where the vicious prey upon
the weak and unsophisticated,it becomes a public menace,a viOla-
tion of all moral and wri t ten laws and will not be tOlera ted. In
the building of a city charactor is more important than briCk and

mortar,and while I do not intend to read a discourse on ethics,or
inaugerate a great moral crusade, I feel that we owe some protec-
tion to the peoPle,and especiallY to the youth of the community,
as well as to the good name of our city. It iS,bY statute,made
penal to lease buildings for the purpose of operating gambling
rooms tl1erein ,and property owners will not be h01([ immune, if
they knowinglY permit gambling in their premises.
In conclusion,ge~tlemen,and addressing through you the people
of Grand ISland, I invi te the confidence of the PUblic during this
administration. It will be my aim to heed all just comPlaints and
complY,as far as same is compatible with good government,w1th all
reasonable requests.

City Engineer KibbeY reported on the elevations in the Alley

The Chairman at' the street Oommi t t'ee reported having repair-
ed a bridge along the sewer road.
KnicKrehm called attention to need o~ having the wall at
the south side o:f the Water & Light Plant cut so the boiler Uues
COuld be taken out;on motion of Broadwell the matter was referred
to the engineers.
On motion of Broadwell the Olerk was instructed to advertise
for bids for painting all buildings at the Oemetery ,outside.
The Oommittee on BondS reported on the Bonds Of Henry E.
Olif:f'ord, Oi ty ClerIC elect, wi th the Massachusetts Bonding and
Insurance oompany as suretY,Ernest G.Kroger,policy JUdge elect,
with the National Fidelity & casualty Oompany as surety and of'

finding that the bonds were in proper form and that the sureties
thereon were suf'1~icient. On motion of Rasmussen the report was

The Sewer committee reported that proper instructions had
been given the Sewer Inspection::'to enable :M:r.L1Iienthal to make
sewer connect10ns as requested.

the American Beet Sugar Oompany that for want of proper infor-

The oouncil met as a Board of Equalization at 10 O'clock A.M.
at the Oouncil Ohamber in said Oity ~or the purpose of Equalizing
and assessing the benefits accrue1ng t,o the respective tracts
of land in Sewer Districts NOS.22,23 & 24 by reason of the con-
struction of sewers in said several Districts and levying a
tax to pay the expense of said Construction.
Proof of pUblication of notice of time set by the Oouncil

The minutes of the meetings ot' June 7" & 8" 1911 were read
and approved.
A communication !'rom the Secretary ot' the Nebraska League
of MUnicipalities was read and on motion of Rourke a warrant was or-
Homes Addition,on motion of HeYde the same was referred to the Com-
mittee of the Council as a whole to go and view the land and to report
back to the council to-morrml evening at an adjoUrned meeting.
Mr.Kenneday addressed the Council in reference to CUlverts.
The City Attorney asked for fUrther instructions before preparing
an Ordinance providing far the erection of a monument and on motion
of Rourke he was instructed to prepare an Ordinance limiting the
cost of same to the city to the sum of #4500.00.
KniCkrehm presented the following ReSOlutions and Rourke moved

on the North side of Phenix Avenue to the East side of oalifornia
Avenue in said addition and thence South on the East side of Oali-
fornia ~~enue to Anderson Avenue in said addlt1on,w1th a hYdrant
a t the intersection of said Phenix and Oalif'ornia Avenues and a
hYdrant at the end of said mains,a total distance of about 925
feet,and I hereby propose to your Honorable BOdY to pay the whole
cost of said above extension,provided you will extend your water
mains South on Locust street, from the alley between CJ:larles and
John streets in Grand ISland,being the end of your main on said
street,to said Phenix Avenue,connecting with said extension f'irst
above proposed,a distance of about 1575 f'eet,making a total connec-
ted line of about 2500 feet,said extension to be made without un-
necessary delay. The extension of' said mains and hYdrants, through

The lVtayor suggested tha tin view of the recent rains the
resolution recentlY adopted restricting the use of water might
be somewhat modified and presented a resolution to that end as
follows:
Be it resolved bY the city Council of Grand Island , Nebraska ,
that the provisions of the reSOlution passed by the Council on JUlY
5" 1911,restricting the use of water from tbe water works system
of said City for the sprin~ling of lawns ,yardS and gardens be
changed and modified in the fOllowing respects: tha t the hours w11en
said wa~r can be so used for said purposes be fixed at fron 5
O'clock P.M. to 8 O'ClOCk A.M. of every day and prohibited from
8 o'clOCk A.M. to 5 O'ClOCk P.M. and that water be taken for street
sprinKling between 9 O'ClOCk A.M. and 5 o'clOck P.M. onlY and that
in all other respects said resolution of July 5" 1911 remain in
force as passed.
