NATIONAL BANK OF GRAND ISLAND" NEBRASKA" ONE HUNDRED (lOO)BONDS"TO

OF THE CITY OF GRAND ISLAND"NEBRASKA"PROVIDING FOR THE CONDITIONS"
FORM AND AMOUNT OF SAME"AND PROVIDING FOR THE DISPOSITION OF THE
PROCEEDS DERIVED FROM THE SALE OF THE SAME.
WHEREAS" on the 28th day of June"l9l6 there was presented
to the Mayor and City Council of the City of Grand Island"Nebraska"
a petition in due form" signed by C.H.G.Heidkamp and others"for the
creation of a paving district in the City of Grand Island"Nebraska"
and for the paving of the same"and
WHEREAS"on the 28th day of June" 1916" the Mayor and City
council of said City"having examined said petition" found the same
to be in due form"and signed by persons owning lots and lands
having a frontage upon said paving district of more than one-half
of the feet of frontage thereon"and
WHEREAS"on the 28th day of June"l9l6" an ordinance was
duly passed by the Mayor and city Council of said City oreating
said paving distriot Numbered Twenty of the City of Grand Island"
Nebraska"and ordering the streets in said distriot to be duly
paved"and
WHEREAS"the oontraot for paving said streets was duly
entered into and said streets are now being paved"and
WHEREAS"it is necessary to issue bonds to defray the cost
of said pavement"and
WHEREAS"the Mayor and City Council of said City have oaused
due advertisement to be made asking for bids on said bonds"and the
bid of The First National Bank of Grand Island"Nebraska"being the
best bid reoeived"offering faoe value and aoorued interest on the
,same to date of delivery and $1.05 per bond premium"

NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND THE CITY
COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA,
section No.1.
That the Mayor and City Clerk of the city of Grand Island,
Nebraska,are hereb~_authorized to sign, execute and deliver unto
THE FIRST NATIONAL BANK OF GRAND ISLAND,NEBRASKA,one hundred (100)
negotiable bonds,or so many thereof as may be necessary to meet
said cost of pavement, and to be known as "District Paving Bonds
of District Numbered f*!hty! of the City of Grand Island,Nebraska.
Said boaas are to be dated June lst,19l7,payable to bearer at the
office of the State Treasurer.Each of said bonds shall be in the
prinCipal sum of $500.00,payable on the first day of June,l927,
and may be redeemed by the City of Grand Island as rapidly as taxes
are oolleoted for the payment of the same. Said bonds shall be
numbered and shall bear interest at the rate of five(5) per oentum
per annum, payable annually on the 1st day of June of eaoh year.
Eaoh of said bonds shall have attaohed thereto ten interest coupons
eaoh in the amount of $ 25.00.
Section No.2.
The Mayor and City Clerk are hereby authorized to deliver
said bonds unto The First National Bank of Grand Island,Nebraska,
and reoeive payment for the same at the faoe value with aoorued
interest and $1.05 per bond premium,whioh said money shall
immediately be paid to the Cit.y Treasurer of the City of Grand
Island,Nebraska,who shall keep same in a special fund known as
"District Paving Fund of District Numbered Twenty" of the City
of Grand Island~Nebraska.Provided,however,that the said Mayor and
city Clerk are prohibited from delivering any more bonds than
are necessary to pay the warrants drawn against said fund, and
only upon being further duly authorized by resolution of the
City council.

That all speoial taxes and assessments levied and collected
to pay for the paving of said paving distriot No.SO shall oonetitute
a sinking fund for the payment of said bonds.This ordinanoe shall

the lots and parcels of land in said paving district and abutting
upon said street to designate and determine the material they desire
used in said paving within ten days after the opening of bids for
paving and to file with the City Clerk within the time provided by
law a petition for the use of any particular material.

used in said paving, in the manner and within the time provided by law,
the Mayor and Council shall determine upon the materia.l to be used.

Fourteen and Blocks Thirteen and Twelve in Bonnie Brae Addition to
the City of Grand Ieland~Nebraska,commencing at the east side of
. Lincoln streetand conneoting up with the sewer at that place and
running westerly through said premises to the east side of Madison

Section No.2. That a sewer shall be laid along the

acoordanoe with the general sewer plane and speoifioations

personal and mixed,of every kind and character within the corporate
limits of the City of Grand Island, Nebraska, for the fiscal year
commencing August 13th,1917 and ending the second Monday in August
19l~,on each dollar of the assessed valuation of said property,
taxes as follows and for the following purposes, namely:
The sum of three and 1/4 Mills for the purpose of paying

Be it ordained by the Mayor and City Counoil of the City of
Grand IslandlNebraska:
Seotion No.1. There is hereby levied and assessed against
the several lots1paroels and tracts of land hereinafter speoifiedl
the said ' several sums hereinafter speoified for the purpose of
paying the cost and expense of paving and ourbing of Pavi~ District
No.~of the City of Grand IslandlHall CountY1Nebraskal in acoordance
with the benefits found and assessed to each of the several lots,
traots and parcels of land,by the Mayor and Council of the City of

Section No.2. The tax so levied shall become payable,delinquent
and draw interest as by law provided,namely :One-tenth shall become
delinquent in fifty days from the date of this levYjone-tenth in
one yearjone tenth in two years;one-tanth in tkree yearsjone-tenth
in four years; one-tenth in five years; one-tenth in six yearsj
one-tenth in seven years; one-tenth in eight yearsj one-tenth in
nine years fron the date of this levy.Each of said installments,
save the first one,shal1 draw interest from date of this levy at
the rate of ~% per annum until the same becomes delinquent,and
each of said installments shall draw interest iRtare~ at the rate
of 10% per annum from and after the date said installment becomes
delinquent.
provided,however,that the entire amount eo levied and
assessed against any of the aforesaid lots may be paid at any time
within fifty days from the date of such levy,without interest,and
such lot, in that event,shall be exempt from any lien or charge for
interest.
Section No.3. The City Clerk of the City of Grand leland,
Nebraeka,is hereby directed to forthwith certify this ordinance
to the City Treasurer of Grand Island,Nebraska,who shall proceed
to collect said taxes as required by law.
Section No.4. This ordinance shall be in force and take
effect from and after its passage,approval and publication as
provided by law.

NO.237 OF THE COMPILED AND REVISED ORDINANCES OF THE CITY OF GRAND
ISLAND,NEBRASKA,OF 1901.
Be it ordained by the Mayor and Council of the city of Grand
rsland~Nebraska:
for the construction, widening or repairing of said sidewalks,as provided
by law~immediately after the report of said committee on streets and
Alleys haa been received and acted upon be the Mayor and City Council.
Said aidwwalk to be laid to the established grade, when newly
constructed to be laid in accordance with the provisions of ordinance
No.237 of the Compiled Ordinances of said City, entitled "Sidewalksu

or any other Ordinance amendatory thereof,of the material prescribed in
said ordinance or in any amendment thereof,all work to be done under the
supervision of the Committee on Streets and Alleys.
Section No.2. That Section No. :3 of said ordinance be amended
to read as follows:
Section No.3. The city Clerk shall cause a copy of said
resolution to be published in the official paper of said City for a
period of five successive days,and the publisher of said paper or his
foreman shall file with the city Clerk an affidavit of the publication
of said resolution as soon as the publication herein required is complete,
which affidavit shall be made a part of the records of said Cityjprovided,
however,that a personal service upon the owners of any of the property
adjacent to which said sidewalks are ordered shall be as efefctual as the
publication of said resolution.Said personal service may be made by the
City Clerk,or by any policeman of said City and the same may be proven
by the certificate of the City Clerk,or the affidavit of any polioeman
serving the same.

that before the City Clerk advertise forbids for the construction of the
proposed sidewalks,the City Engineer first submit general specifications
for the constructions of the sidewalks ordered and an estimate of the
expenee of the conatructing,widening ox repairing sidewalks along, upon
ox abutting any lots,parcels or tracts of ground mentioned in the afore-
. said resolution. said estimate shall give the cost and expense of the
sidewalk opposite each lot separately.upon the filing of the said
estimates and specifications with the City Clerk,said city Clerk shall
cause a not ice to '>~be published asking for bids fox the const ruct ion,
widening or repairing of said sidewalks,to be substantially in the
following form:

or repairing of sidewalks, in acoordance with the provisions of

and with the specifications and estimates on file in the office of the
City Clerk, in front of or adjacent to the following described premises,

possible.Upon the completion of the work the contractor shall at once
notify the chairman of the committee on streets and alleys and said
chairman with at least one other member of said committee shall make
a personal examination of said work within five days after notice of
its completion.said committee shall file a report in writing,either
accepting or rejecting said work, and at the first meeting of the City
Council after said report has been filed with the Clerk,the same shall
be presented to the City Council and it shall approve or disapprove of
said report,Provided should the chairman of the said committee for any
reason be unable to examine said work and report thereon, then any t'NO

by the City Council~the contract~r shall file a duly verified claim
for the amount due him for the construction,widening or repairing of
sidewalks in front of or adjacent to each lot or tract of land where
the same has been done, specifying the expense of the same opposite
each tract or lot and a warrant shall be drawn on the general fund
of said City for the payment thereof.
Section 6. That section No. 10 of said Ordinance be amended
to read a~ follows:-
section 7. In case of corner lots such lots shall be charged
with the cost of so much additional walk as is required to extend the
said walk to the curb line as fixed and determined by the City Council.
Wnenever any sidewalks have been constructed,widened or
repaired and the expense thereof reported to the City Council and the
same has been paid out of the general fund of the City,it shall be the
duty of the Mayor and City Council to assess the benefits received by
each lot or parcel of land,by the construction,widening or repairing
of said sidewalk,and to levy a tax against each lot or parcel of land
sufficient to pay the same.Said assessment and levy shall be made at
any meeting of the City Council.Notice of the time of holding such
meeting and the purpose for whioh it is to be held shall be published
in some newspaper published and of general circulation in the gm~xJ
City at least ten days before the same shall be held,or in lieu thereof
personal service may be had upon persons owning the property so assesse~
Said assessments shall be made in the fGllowing manner: First:
Such assessments shall be made by the Council at such meeting by a
resolution fixing the cost of construction or repair of such work
along the lot adjacent thereto and the amount of benefits accruing
to said lot or parcel of land by the same,which amount shall be made
a special assessment thereon and the amount Charged against the samel
which by the vote thereon by yeas and nays shall be spread at length
upon the minutes.
Second: All such assessments shall be knovm as "Special
Assessments for improvements"the levy thereof shall be by ordinance,
and with the cost of notice shall be levied and collected as a special
tax in addition to the taxes for general revenue purposes; subject to
the eame penalties and collected in like manner as other city taxes,

but such special assessment shall draw interest at the I'a.te of one

per centum per month, and shall be a lien upon the property upon which
levied from the date of the levy, shall be dua and payable at the offiae
of the City Treasurer thirty days after such levy;and at the time of
the next certification for general revenue purposes to the County Olerk,
if not previously paid, the same shall be certified to the County clerk
and by him placed upon the tax list and be collected as other real estate
taxes are collected and be paid over to the Oity Treasurer.Upon the
payment into the City Treasury of any money received upon said levy or
special assessment for improvements the same shall be placed to the
credi t of the fund from which said improvement.~ were paid, and the amount
so paid into the treasury shall be so credited by the Oity Clerk as
to leave the appropriatlion for street and alley purposes of said city
in the sa~e condition as though no warrant had been drawn thereon to

be and the same is hereby repealed.

section No.2. The tax so levied shall become payable;delinquent
and draw interest as by law provided,namely : one tenth shall become
delinquent in fifty days from the date of this levy;one tenth in one
~ year;one tenth in two years; one tenth in three years; one tenth in
four years; one tenth in five years; one tenth in six years; one tenth
in seven years; one tenth in eight yearsjone tenth in nine years from
the date of this levy.Each of said installments ,save the first one,
shall draw interest from date of this levy at the rate of 6% per annum
until the same becomes delinquent,and each of said installments shall
draw interest at the rate of 10% per annUUl from and after the date
said installment becomes delinquent.

Provided,howevex,that the entire amount so levied and assessed
against any of the aforesaid lots may be paid at any time within
fifty days from the date of such levy without interest, and suoh lot,
in that event, shall be exempt from any lien or charge for interest.
Section No.3. The City Clerk of the City of Grand Island,
Nebraska,ls hereby directed to forthwith certify this ordinance to the
city Treasurer of Grand Island,Nebraska..who shall proceed to collect
said taxes as required by law.

An Ordinance creating sewer District No.~in the City of
Grand IslandJNebraska~defining the boundaries thereof~providing for
the construction of a sewer therein and assessing the costs against
the abutting property.
WHEREAS,there has been presented to the Mayor and City Council
of the City of orand Island~Nebraska~a petition in writing signed by
Hannah E.Buck and others petitioning that a sewer be constructed in the
alley between Third and second streets from the easterly side of Jackson
street to the easterly side of Tilden street~and
WHEREAS,the Mayor and City Council of Grand Island~Nebraska~
find that a sewer running through said district is a public necessity
and conducive to the health and welfare of the residents within said

NOW THEREFORE~BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF GRAND ISLAND,NEBRASKA:
Section No.1. That sewer Bistrict No.54 is hereby creat ed
bounded as follows~to-wit:cornmencing at the easterly side of Jackson
street in the alley between Third and Second streets and running
westerly in said alley through block 13 and fractional block 14 of
Kernohan and Decker's AdditionJfractional blocks 51 and 52 in Packer
& Barr's Addition and fractional block 13 of Baker's Addition xm all
to and in the City of Grand Island, Nebraska, to the easterly line of
Tilden street.
Section No.2. That a sewer be laid along the course above
described and running through the said blocks in accordance with the

general sewer plans and specifications heretofore established~in so far
as said plans and specifications can be carried into effect.
section No.3. The entire cost of constructing said sewer shall
be assessed against the abutting property and the same shall be levied
as soon as the costs can be ascertained. The said sewer tax shall become
delinquent and draw interest as provided by law.
Section No.4. The City Engineer is hereby authorized to draw
plans and specifications for said sewer and to make an estimate of the
