Nebraska., Said bonds are to bear ct ate May ~ 19191 and made

Section No.1. Tha t the sum of Twenty Thousand Eight
Hundred sixty-seven Dollars is hereby appropriated for the purpose of
paying the interest on the bonded indebtedness of the City of Grand
Island, Nebraska, and to create a sinking fund to pay the principal
thereof when it becmnes due.
Section No.2. That the SQm of Fifty Two Hundred Dollars,
or so much thereof as may be necessary, is hereby appropriated out
of the general fund of the City for the purpose of paying the salaries
of the City officers for the ensuing year.

for the laying of a sewer in said district; describing the manner in

Whereas, the Mayor and City Oouncil of the Oity of Grand
Island, Nebraska, find that the steps heretofore taken for the creation
of Sewer District No.59 are regular and lawful, and that a Sewer to be
constructed in said district hereinafter defined isa public necessity:
Now, therefore, be it ordained by the .Mayor and City Council

of the City of Grand Island:
Section No. L. That Sewer District No. 59 is hereby
created, the same to consist of Blocks 12, 13, 14, 15, 16, and 17,
WallicHs Addition, and Blocks 3 and 4 in Rollin's Addition to the City.
of Grand Island, l\Iebraska. Said sewer is to be laid in the alley
rurrrling through said blocks, beginning at Clark street, and running to
Broadwell Avenue, between Sixth and Seventh streets in the said City.
Section No.2. That a sewer shall be laid along the
courSe above described, and rUlllling through said blooks in accordanoe
with the plans and specifications governing sewers heretofore

esta.blished for the laying of sewers insofar as said plans and
specifications oan be oarried out.
Section No.3. The m1tire cost of constructing said
sewer shall be assessed against the abutting property in said district,
and a tax shall be levied as soon as the cost can be ascertained; said
tax to become delinquent and draw interest as provided by law.
Section No.4 The City Engineer is hereby authorized to
draw plans and specifications for said sewer and make an estimate of
the cost thereof and submit the same to the Oity Council, and, when
adopted, the City Clerk shall at once advertise for bids for the

peddlers in the City of Grand Ieland~Nebraeka;defining who is
a hawker or peddler, and .providing for a penalty ,and repealing
Ordinances Numbered 606 and 624 of the City of Grand Island.
Be it ordained by the Mayor and City Council of the City of
Grand Island,Nebraska:
SectQon No.1. There is hereby levied upon each and every person
carrying on the business of hawking and peddling in the City of
Grand Island, Nebraska., an occupa.tion tax i:n the sum of ;Flve Dolla.rs
($ 5.00 ) for ea.ch and every day that such person is engaged in
the business of hawking or peddling in said city,by retail,by
sample,by taking orders or otherwise;and for the purpose of this
ordinance,any person travelling from house to house in said city
exposing or offering for sale, lease, barter or exchange,at retail,
any goods,wa,ree,merchandise,or articles of any kind, shall be
deemed and taken to be a peddlerjprovided that this ordinance
shall not apply to persona selling their own household goods,
nor to any judicial sale, nor to retail vendors of fruit, potatoes,
vegetables or other articles of food;nor to travelling agents
for wholesale houses selling ~ dealers onlYinor to merchants
and tra.ders selling their own goods in their fixed places of
business in the regular, common or usual course of businessinor
to any person selling hie own works or productions manufactured
in this citYjnor to any person selling educational or literary
.publioationsjnor to judicial sales om sales of foreclosures
of mortgages, nor to persona engaged in inter-state commerce at
the time when suoh goods, wares or merchandise are offered for
sale.
Seeton No.2. Any person desiring to engage in the business of
ha.wking or peddling as defined in t Ilis ordinance shall first p$.y
to the City Treasurer the occupation tax. herein provided for, and
he sha.ll thereupon issue to such person a receipt for such
occupation tax so paid.
Section No.3. Any person following the business of hawking or
peddling within the corporate limits of Grand Island,Nebraaka,

stated in such occupation tax receipt, shall be deemed guilty of
a misdemeanor and upon conviction thereof sha.ll be fined in a.ny

for ea.ch day,and shall stand committed until said fine and coste
are paid;a.nd if any hawker or peddler refuses to exhibit hie
occupation tax receipt to any person requiring a view thereof, he
shall be presumed to have none, and if he thereafter produces an
occupation tax receipt upon tria.l,he ahall pay a.ll coste of
prosecution.
Section No.4. Ordinances Numbered 606 and 624 of the Compiled

Be it ordained by the Mayor and City Council of the City
of Grand Island, Nebraska:
Section No.1. That section No.4 of ordinance No.64l of
the City of Grand Island, Nebraska, be and the same is hereby
amended to read as follows:

Section No.4. Every person so provided with a permit to
operate any motor driven vehicle,as provided in this ordinance,
shall at all times while acting as operator,wear a metal badge
no less than two inches square on an outer garment and in a
position clearly open to view.Said badge shall be furnished by
the oity free of charge and shall contain the number of said
application and also the words,"Taxi No.---".The rate or fare
to be demamded by the operator,or by the person in charge or
control of any auto,auto car,or other similar vehicle,licensed
hereunder,and operating for the conveyanoe of passengers for
hire or reward within the City shall be as follows:
For a drive of 12 blocks,or a corresponding distanoe,or
lesa,not over $ .25 per passenger.
For a drive of 12 to 32 blocks or two miles, not over $ .50
for one passenger,and $ .25 for eaoh additional passenger.
For a drive of 32 to 48 blooks or three miles,not over
~ $ .70 for one passenger, and not over $ .25 for each additional
passenger.
For a drive of 48 to 64 blocks,or four miles,not over
$1.00 for one paseenger,and not over $ .25 for eaoh additional
passenger.
For a drive of 64 to 80 b1ocks,or five m11es,not over

ORDINANOE NO. 717
An ordinance creating a paving district within the corporate
limits of the City of Grand Island; defining the boundaries thereof;
providing for the paving of' the same; and providing for the
asseSSment of the costs of paving.
Be it ordained by the Mayor and Oity Oouncil of the Oity of
Grand Island, Nebraska: ,"
Section No. L. That there is hereby created a paving
district in the City of Grand Island, Nebraska, to be known and
dewignated as paving district No.39 of the City of Grand IsJand,
Nebraska.
Section No.2.
Said paving district shall consist of
the block.
Section No.3.
Said street in said paving district is
hereby ordered paved as provided by law, said pavement to be 60
feet in width, measuring from curb to curb, between Fourth and Fifth
streets, and 36 feet in width, measuring from curb to curb, between
Tenth .

Section No.4. That authority is hereby granted to the
owners of the record title representiI~ a majority of the abutting

district, as provided by law, written objections to the paving of
said district.

Seotion No.5. That the Mayor and City Clerk are hereby
authorized and direoted to publish, after the passage, approval and
publication of this ordinance, in the Grand Island Daily Independent,
~ a notice of the creation of said district, one time each week for
not less than 20 days.
Section No.6. That authority is hereby given to the
owners of the record title representing the majority of the
abutting property owners, to file with the City Clerk, within the
time provided by law, a petition for the use of a particular kind
of material to be used in said district. If such ovmers fail to
designate the material they desire used in said paving district,
wi thin the time and in the manner provided by law, the Mayor and
City Council shall determine upon the material to be used.
Section No.7. The cost of paving said district, exclusive
of street intersections, shall be assessed against the lots, tracts,
and parcels of land especially benefitted in proportion to such
~ benefits to be determined by the Mayor and. City Oouncil as by
statute provided.
Section No.8. The Cost of paving the street intersections
in said district contained, shall be paid by the City of Grand Island.
Section No.9. This ordinance shall be in force and take
effect from and after its passage, approval and publication, as
provided by law.

An ordinance prohibiting the manufacture,sale,giving
away,barter,carriage,posaession and use of malt, spirituous, vinous
. alcoholic and intoxicating liquors within the corpo1~a.te limite of
the City of Grand ISland,Hebraska,except as authorized by House
Roll 793 of the 1917 Session Lawa of the State of Nebraskajproviding
for a penalty and repealing all ordinances or parts of ordinances
in conflict herewith.
Be it enacted by the Mayor and City Council of the City
of Grand Isle..nd:
Section No.1. It shall be unlawful for any person to
manufacture, sell, keep for sale or barter,give away, barter, exchange,
tranSl)Ort,purchaae,or to sell'~e:;r; or barter under any pretext,any
malt, vinous, spirituous and intoxicating liquors, except only certain
liquore,for medicinal,raechanical, scientific or sacramental purposes
by persons especially authorized in the manner and to the ext ent
. as provided by House Roll 793 of the 1917 Session Laws of the st ate
of Nebraska~within the corporate limits of the City of Grand Island,
Nebraskajproviding,however,that it shall be lawful for any person
to makeJkeep or sell sweet cidex,unfermented wineJwood alcohol, and
denatured alcoholJand nothing herein contained shall be construed to
prevent the bona fide manufacture and sale of vinegar.
Section No.2. It shall be unlawful for any person
to,in any manner~knowingly carrYJtranaport or deliver any intoxicating
liquor to be used as a beverage to or for any person to be kwpt,storedJ
sold,furnishedJgiveuJtraded or otherwise disposed of in violation of
law.
Section No.3. If any person shall be found in a state
of intoxlcation,he shall be deemed guilty of a misdemeanorJand any
pe~oe officer shall without a warrant take such person into custody
4It and detain him until a oomplaint oan be filed before a magistrate
and a warrant be issued for his arrest.Upon conviotionJhe shall be
fined in any an~unt not less than Ten Dollars nor more than One
Hundred Dollars and shall stand corrillJitted until auch fine and coats
are paid.
Section No.4. Any person who shall publicly drink

any passenger waiting room or waiting place of any carrier of passengers
1 shall be guilty of a misdemeanor~puniahable by a fine of not less than
Ten Dollars and not more than One Hundred Dollars.
Sect ion No. j:- It shall be unlav;fu1 for any person to
have possess or permit any intoxicating liquor to be in~upon or about
any room~office,bui1ding or in any other place except in such person's
private dwelling house~and except when and where and in the manner
especially authorized by the statutes of the state of Nebraskajand
no person shall keep or possess intoxicating liquor in his private
dwelling house in an wnount more than is reasonable sufficient for
his personal use and needs.The posse8sion~in and of itaelf~of any
intoxicating liquor in a private dwelling house by the person charged
with a violation of this ordinance, shall constitute prima facie
evidence that such liquor was kept by such person with the purpose
of unlawful sale, use or disposition in violation of law.Any person
may purchase and keep in his possession ethyl alcohol treJted as
required by law so as to be unfit for use as a beaverage.
Section No.~. Nothing in this ordinance contained shall
be construed to prohibit the manufacture,poBs8ssion,sale,transportation
or use of ma.lt~spirituous or vinous liquors by any person or peraons
complying with the provisions of House Roll No.79~ of the 1917 Session
Laws of the State of Nebraska,commonly called and known a.s the
"Prohibition Law".
Section No.l. For the purpose of this ordinance, all
malt~spirituous or vinous liquors,wine,porter~beer,ale or any
intoxicating drink,Ttlixture or preparation of like nature~and all malt
or brew'ed drinks, and all mixtures and preparat ions, which will produce
intoxication,and in addition thereto, such liquors of a. different
character and not hereinbefore enumerated capable of use as a beverage
containing over one half of one percentum of alcohol, shall be construed
to be intoxioating liquors.
Section No.~. Any person who shall violate any of the
prOVisions of this ordinance, shall except where another penalty is
expressly provided,be deemed guilty of a misdemeanor and upon con-
viction thereof shall be fined in the sum of $100.00 and costa of suit
and shall stand committed until such fine and costs are paid.

.
An ordinance c.,'eating Water Main District No.4 in the City of
Gra.nd Island,Nebraska..;defining the boundaries thereof;providing for
the laying of a water main in said district, and providing for the
payment of the cost of conotruction thereof.
Be it ordained .by the Mayor and City Council of the City of
Grand Island, Nebraska:
Section NO.1. That there is hereby created a water main
district in the City of Grand Island, Nebraska, to be known and des-
ignated as Water Main District No.4 of the City of Grand Island.
Section No.2. Said Water Main District shall consist of that
part of Pine street lying between 14th and 15th streets and that part
of 15th street lying between Pine and Locust Streets in the City of
Grand Island,Nebraska,and shall include all lots, tracts and parcels
of land fronting on said Pine and 15th streets, bounded as aforesaid,
and within said district.

Section No.3. Said water main is hereby ordered laid as
provided by law and in accordance with the plans and specifications
governing water mains, heretofore established by the City.
Section No.4. That authority is hereby granted to the recDrd
owners of a majority of the foot frontage of taxable property within
such water main district,to file a written protest with the City Clerk
within 30 days from and after the publication of the notice creating
said district.

Section No.5. The City Clerk is hereby authorized and directed
to publish after the pasaage,approval and publication of this ordinance
a notice in the Grand Island Daily Independent,addressed generally to
the owners of the real estate in said Water Main Diatrict,notifying
them of the creation of said district and the time allowed for the
filing of a written protest against the extension herein ordered.
Section No.6. The cost of extending water mains in said
distriot shall be assessed against the real estate in said district
to the extent of fifty cents per foot frontage, and the costs of any
such extension in excess of fifty cents per front foot shall be paid by
the City of Grand Island as provid,ed by law.

Seotion No.2. The tax so levied shall beoome payable,
delinquent, and draw interest as by law provided, namely: one tenth
shall beoome delinquent in fifty days fr om dat e of this levy; one
tenth in one year; one tentl;r in two years; one tenth in three yea.rs;
one tenth in four years; one tenth in five years; one tenth in six
years; one ten th in seven years; one tenth in eight yea.rs; and one
ten th in nine y sa. rs from da te of this levy. Each of sai d
installments, save the first one, shall draw interest from date of
this levy at the rate of 7 per cent. per annum until the same
beoomes delinquent, and 6l!oh of the delinquen t installments shall
draw interest at the rate of 10 per cent. per annum from and after

Seotion No. 2 The tax so levied shall becoma payable, delinquent,
and draw interest as by law provided, namely: One tenth shall
become delinquent in fifty days from date of this levy; one tenth
in one year; one tenth in two years; one tenth in three years; one
tenth in i'our years; one tenth in five years; one tenth in six
years; one tenth in seven years; one tenth in eight years; and one
tenth in nine years from date of this levy. Eaoh of said
installments, save the first one, shall draw interest from date of
this levy at the rate of per cent. per annum until the same
becomes delinquent, and each of the delinquent installments shall
draw interest at the rate of 10 pe r oent. per annum from and after
the date such installment becomes delinquent until paid.
Provided, however, that the entire amount so levied and
assessed against any of the aforesaid lots may be paid at any

Section No.3. The City Clerk of the City of Grand

An ordinance authorizing the Mayor and City Clerk of the
City Of Grand Island, Nebraska, to sign,K>><< execute and record
Two Hundred (ZOO) Negotiable Bonds,to be known and designated
as Sewer Bonds of the City of Grand Island,Nebraska;providing
for the conditions, form and amount of same and providing for
the diaposition of the proceeds derived from the sale of the
same.
Be it ordained by the Mayor and City Council of the City
of Grand Island:
Section No.1. That the Mayor and City Clerk of the
City of Grand Island are hereby authorized to sign, execute and
cause to be recorded Two Hundred (ZOO) negotiable bonda,or so
many thereof as ma.y be necessary, to be known as Sewer Bonds
of the City of Grand Island,Nebraska.Said bonds are to bear date
September lst,1919 and made payable to bearer at the office of
. the County Treasurer of Hall CO'l.l.nty, Nebraska, in the Oi ty of
Grand Island.Each of said bonds shall be in the principal sum
of One Thousand ($1000.00) Dollars,payable on the 1st day of
.
September,I939, and shall be redeemable a.t the option of the City
of Grand Island at any time after the expiration of five years
from the date thereof.Said bonds shall be consecutively numbered
commencing with number I.Said bonds shall draw interest at the
rate of 5 per centum per annum,payable semi....annually,to-wit,
on the first day of September and March of each year.Each of
said bonds shall have attached thereto 40 interest coupons#each
in the sum of $25.00, representing the semi-annual interest
accruing thereon.
Section No.2. The Mayor and city Clerk are hereby
authorized to deliver said bonds unto the purchaser after said
bonds have been executed in the manner provided in Section No.
I of this ordinance,receive payment for the same and pa.y said
money to the City Treasurer of the City of Grand Island;provided
however, that the Mayor and City Clerk are prohibited from de-
livering any more mm~BJ bonds than are necessary to pay the
warrants drawn against said fund, and only upon being further
duly authorized by resolution of the City Council.

Be it ord$.ined by the Mayor and Oity Council of the 01 ty
of Grand Island, Nebraska;
Section No.1. That there is hereby levied and assessed
against the several lots, tracts, and parcels of land hereinafter
speoified, fo r the purpose of paying the aosts and expenses of
paving and curbing paving District No. 29 of the City of Grand ISland,
Nebraska, in accordance with the benefits found and assesaed against
each of the several lots, traets, and parcels of land by the Mayor
and Oity Couneil of the City of Grand Island, Nebraska, sitting as a
Board of Equalization, after due notice given as provided by law,

. ourbing of paving District No. 3Z of the Oi ty of Grand Island,
Nebraska.
Be it ordained by the Mayor and City Counoil of the City
of Gr811d Island, lie bresks :
Section No. 1. That there is hereby levied and. assessed
a.gainst the several lots, tracts, a.nd. parcels of land hereinafter
speoified, for the pUl1>ose of paying the costs and expenses of
paving and curbing paving Distriot No. 33 of the City of Grand Island,
Nebraska., in aocordanoe with the benefits found and. assessed. a.gainst
each of the several lots, tracts, and pa.reels of land by the Mayor
and OityOonncil of the Oity of Grand Island, .Nebraska, Sitting as a

Seotion No.2.
The tax so levied shall beoome p~able,
delinquent and draw interest as by law provided. ne.mely; one tenth
shall beoome delinquent in fifty days from date of this levy; one
tenth in one year; one tenth in two years; one tenth in three years;
one tenth in four years; one tenth in five years; one tenth in six
years\; one tenth in seven yea.rs; one tenth in eight years; and one
tenth in nine years from date of this levy. Eaoh of said installments
save the first one t shall draw interest from date of this levy at the
rate of
per cent. per annum until the same beoomes delinquent,
and each of the delinquent installments shall draw interest at the
ra te of 10 per cent. per ennum from and after the date such installment
becomes delinquent until paid.
provided, however, that the entire amount so levied and
assessed against any of the aforesaid lots may be paid at any time
wi thin fifty days from the ds. te of such levy, wi thout interest, and
suoh lot, in ths. t event, shall be exempt from any lien or charge for
in teres t.
Section No.3.
The Oi ty Olerk of the Oi ty of Grand
Island. Nebraska, is hereby direoted to forthwith certify this

ordinanoe to the C1ty Treasurer of Grand Islsnd. Nebraska. who shall
proceed. to oollect said ta.xes as required by 18.w.
Section No.4.
This ordinance shall be in force and take
effect fran and after its pa.ssage, a.pproval and publioation as
provided by law.
