ORDINANCE NO 1521
An ordinance levying special taxes to pay for the cost of' con-
struction of the Graveling of Graveling District NO.1, of the City of
Grand Island, Nebraska, and providing for the collection thereof.
BElT ORDAINED BY THE hlAYOR AND CI'l'Y COUNCIL of the City of Grand
Island, Nebraska.
Section No.1. trha t there is hereby levied and assessed against
the several lots, tl"acts and parcels of land hereinafter set forth, for the
PU1'pose of paying the cost of Graveling of Graveling District No.1, of the
City of Grand Island, Nebraska, in accordance with the benefits found and
assessed against each of the several lots, tracts and parcels of land in
said district by the Mayor and City Council of the City of Grand Island,
Nebraska, sitting as a ~oard of Equalization, after due notice given thereof

Section No.2. The taxes so levied shall become payable, delinquent,
and draw interest as by law provided as follows: one-tenth shall become
in
delinquent fifty days from the date of this levy; one-tenth/one year; one-
tenth in two years; one-tenth in three years; one-tenth in four year's; one-
tenth in five years; one-tenth in six years; one-tenth in seven years; one-
tenth in eight years and one-tenth in nine years from the date of this
levy; each of said installments, except the first, shall bear interest at
the rate of seven per cent per annum until the same becomes delinquent,
and each of the delinquent installments shall draw interest at the l'ate of
nine per cent per annum from and after each such installment becomes de-
linquent, until paid, provided however, that the entire amount so levied
and assessed against any of the aforesaid lots, tracts and parcels of land
may be paid at any time within fifty days from the date of this levy, "with-
lout interest, and in that event, such lots, tracts or parcels of land shall
be exempt from any lien or charge for interest.

BE IT OEDAINED BY 'eHE MAYOR AND OITY COUNCIL of the City of Grand
Island, Nebraska.
Section No.1. rrhat there is hereb~f created a special water main
district in the City of Grand Island, l\febraska, to be known and designatec
as water' main district No. 77, of the City of Grand Island, J\]ebr'aska.
Section No.2. Said vvatel" main district shall consist of that part
of Seventeenth street, from Elm Street to the Viestel"ly side of the right-
of-way of the Chicago-Burlington &. Quincy Railroad Company, in the City
of Grand Island, Nebraska.
Section No.3. said water main district is hereby ordered laid as
provided. by law, and. in accordance with the plans and specifications
governing water mains, as heretofore established by the City.
Section No.4. 'l'hat the entire assessable cost of construction of
said water rnain district shall be assessed against the abutting property
in said distri ct and a tax shall be levied to pay 1'01'" the assessable cost

and the person, firm, association or corporation, tapping or connecting
with said main, without first having obtained a permit therefor and with,
out having paid the tax to be levied and assessed, shall im.mediately be-
come liable to said city to pay the same and the special tax shall im-
mediately become a lien upon the property served and shall draw interest
at the rate of seven per cent per annum and shall be collected and en-
forced by the city treasurer of said city as in case of other special
taxes.
Section No.5. 'l"'his ordinance shall be in :force and take effect
from and after its passage, approval and publication as provided by law.

ORDINANCE NO. 1523
An ordinance known and designated as the bicycle
ordinance; providing 1'01' the registration of all bicycles used and
operated in the City of Grand Island, Nebraska; providing for the pay-
ment of registration fees; the keeping of registration records thereof;
providing for the reports of all bicycle sales, trades and transfers,
and providing penalties for the violation of the provisions thereof.
1. From and after the taking effect of this ordinance it
shall be unlawful for any person to operate or use a bicycle propelled
by muscular power upon any of the streets, alleys or publiC highways
of the city of Grand Island, Nebraska, without first having said
bicycle registered with the Police Department of the City of Grand
Island, Nebraska, and paying a registration fee therefor.
2. The Department of police is hereby authorized and
directed to register all bicycles and to collect the registration fee
therefor, which registration period shall begin with the 1st day of
January of each calendar year and shall extend and be good only for the
current year, ending December 31st, of the year issued, which registra-
tion .when issued shall entitle the owner thereof to operate the bicycle
which is registered upon all the streets (exclusive of sidewalks),
alleys and public highways of the City of Grand Island, Nebraska.
3. The department of police shall provide each year a
metallic plate and seal for each bicycle registered, which shall be
attached to the frame and which shall bear registration numbers stamped
thereon in numerical order, beginning with number one and which shall
indicate the year for which the same is issued and shall also have the
words "Grand Island" and the words f'Bicycle Registration," and it shall
be the duty of said Police Department to attach said metallic plate
and seal upon each bicycle registered and said metallic registration
plate shall remain as attached during the existence of such registration
The said Department shall also keep a record of the date of registration
to whom registered and the number of said registration, together with a
complete discription of each bicycle.
4. The annual bicycle registration fee to be paid shall
be fifty cents and shall be paid in advance to the Department of Police.
Such registration shall not be transferrable from person to person, but
may be transferred from one bicycle to another upon application of the
person to whom the registration was issued. A fee of twenty-five cents
shall be charged for such transfer. All fees collected under this

Shall be paid by said police department to the treasurer of the City
of Grand Island, Nebraska, and said. pollee department 13hB.11 nrake an ac-
counting to the said City Treasurer on the first day of each month.
5. The department of police of the City of Grand Island,
Nebraska, is h.eI'eby authorized and empowered to administer the provisions
of this ordinance and all patrolmen are hereby charged with the duty of
seeing thut all bicycles operated or used in the City of Grand Island,
Nebraska, are registered as required by this ordinance. Any regist~ation
issued by said Police Department may be suspended or revoked by the Polic::
Judge of the City of Grand Island, Nebraska, upon conviction, for the
violation of any of the providions of this ordinance.
6. All persons, firms or corporations engaged in the business
of buying and 13 elling bicycles in the City of Grand Island, Nebraska, are
hereby required to make a report to the department of police of all
bicycles sold or purchased by them and shall make a l'eport of the name
and address of the persons from whom the bicycles are purchased and
describe the bicycle so purchased and shall also make a report to said
department of all bicycles sold by them describing the bicycle so sold.
7. Any person, firm or corporation violating any of the pro-
visions of this ordinance shall upon conviction, be fined in any sum of
not less than $1.00 nor more than $10.00.
8. This ordinance shall be in force and take effect from and
after its passage, approval and publication as required by law.

SEOTION NO.2. said special water main district tax shall be
due and become delinquent in the manner and at the time provided by law
and shall be collected in the manner provided by law; provided, however,
that the City Treasurer shall not collect the amount of said taxes and
shall not certify the amount of said taxes to the CountJl" Treasurer of Hall
County, Nebraska, on any of the property herein described until ordered
to do so by a resolution of the City Council, or as prOvided in Section 5.
SECTION NO.3. permiSSion is hereby granted to the owners of
any of the property hereinbefore set forth to pay said taxes hereby levied
and assessed against any of the property herein described as shall be
determined by the water Commissioner of the City of Grand Island, Nebraska,
whenever such person shall desire to tap said water main for water pur-
poses without interest; prOVided, that said permiSSion shall have been
granted before the City Treasurer shall have been ordered to collect said
taxes or before the same shall have been certified to the City Treasurer
of Hall County, Nebraska.
SECTION NO.4. It is hereby made the duty of the Water Com-
missioner to collect the taxes hereinbefore levied and assessed as a tap-
ping charge against the property hereinbefore taxed, and to pay the same
to the City Treasurer until the taxes hereinbefore levied and assessed
shall have been ordered to be collected by the City Treasurer or shall
ha ve been certified to the Coo nty Treasurer.
SECTION NO.5. No person or persons, corporation or association

shall tap the water main in Water District No. 7'7 for the purpose of
serving any of the property hereinbe~ore described without first having
obtained a perrnt therefor as provided by the compiled Ddinances of the
City of Grand Island, Nebraska, and without first having paid to the
water Commissioner for said permit the tax hereinbefore levied and
assessed as a tapping charge, and in the event any person, o~rporation
or association shall tap said water rwain without first having obtained
said permit or without first having paid the tax so levied and assessed,
the said person, corporation, or association shall become liable under
the compiled ordinances of the City of Grand Island, Nebraska, and in
addition thereto, it is hereby made the duty of the City Treasurer of the
City of Grand Island to collect the amount of the taxes levied and as-
sessed aglinst the premises and to certify the same to the County
'rreasurer of Hall County, Nebr'aska, together wi th instl~uctions to collect
the same, as provided by law.
SECTION NO.6. This ordinance shall be in force and take
effect from and after its passage, approval and publication, as provided
by law.

An ordinance creating a graveling district in the City of
Grand Island, Nebraska, defining the boundaries thereof, providing for- the
graveling of said district, providing for the levying of special assess-
ments to pay for the cost thereof, providing for the collection of said
special taxes and repealing ordinance No. 1526.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL of the City of
Grand Island, Nebraska.
Section No.1. That there is hereby created a graveling
district in the City of Grand Island, Nebraska, to be known as graveling
district number Two (2) of the City of Grand Island, Nebraska.
Section No.2. Said graveling district shall consist of that
part of East Division Street from the East property line of Sycamore
Street to the East property line of Kimball Street; East Court Street
from the East property line of Pi.ne Street to the West property line of
Sycamore street; East Koenig Street from the East property line of Pine
Street to the East property line of Kimball Street; East Charles Street
from the East property line of Pine Street to the East property line of
Kimball street; South Sycamore Street from the South property line of
Division Street to the North property line of Ashton Avenue; South
Kimball Street from the South property line of Division Street to the

constructing, maintaining and operating a general telephone and telegraph
system within said City.

SECTION NO.1. That Northwestern Bell Telephone Company,
a corporation, its successors and assigns, are hereby granted the right
to use and occupy the streets, alleys, and other public places of the Cit~
of Grand Island, Nebraska, for a period of twenty-five (25) years, com-
mencing on the date this ordi nance takes effect, for the purpose of con-

its assigns the right to maintain and operate motor buses for

carl~ying passengers along and upon the streets of the City of
Grand Island; defining the conditions under which it may
operate; providing for compensation to said City of Grand Island;
making it a misdemeanor for any company, partnership or person
to opex'ate a five, ten and fifteen cent motor bus line in said
6ity without securing a franchise; making it a misdemeanor for
common carriers for hire to IlcoastU or solicit business along
said motor bus lines; and providing a penalty for the violation
of this ordinance.
WHEREAS, by Ordinance No. 792 of the Ordinances of the City
of Grand Island, Hall County, NebI'aska, a franchise was granted
to one James Camaras, and by him assigned to Grand Island Transit
I
Company, a corporation, which franchise under the terms of said
ordinance expires August 31, 1936; and
W1IEREAS, the said Grand Island Transit Company has operated
motor bus lines in the City of Grand Island under sa.id fl'anchise
during said length of time in a manner generally satisfactory to
the City of Grand Island, Nebraska:
NOW, THEREF'ORE, BE IT OHDAINED by the Mayor and City Council
of the City of Grand Island, Nebraska:
Section 1. That the City of Grand Island, Nebraska, hereby
grants to the Grand Island Transit Company, a corporation, its
successors and assigns, the right, power and privilege to operate
and maintain motor bus lines for conveying passengers as public

carriers upon and over the streets and alleys of the City of
Grand Island upon the terms and conditions hereinafter set forth.
Section 2. In consideration of the granting of this franchise,
the said Grand Island Transit Company, its successors and assigns,
hereby contract and pay to the City of Grand Island the following
sums, to-wit: For each regular bus operated under this franchise,
$25.00 per year, said sum to be paid yearly in advance on the
first day of October af each year. Any regular buses put in
operation after the first day of October of each year shall be paid
foraccordlng to the number of months remaining Inthat year
proportionately to the license charged for that year.
Section 3. The Grand Island Transit Company may, unless
otherwise ordered by resolution of the Mayor and City Council
.

as hereinafter provided, shorten or lengthen its present routes,
add such additional routes as to it may seem advisable, discontinue
routes and give . special service from time to time, change the fa.I'e
to be eha.rged and make such other regulations as to it may seem
desirable.
Section 4. The Grand Island Transit Company shall keep on
file in the office of the City Clerk of the City of Grand Island,
Nebraska, a corre'ctnrecord of the regular bus lines operated by
it,provided,thi-s provision shall not apply to special service
which. shall be operated for six days or less, and shall apply only
to regular routes.
Section 5. The City Council of the City of Grand Island
from time to time, as it deems advisable, may by resolution require

it shall place in operation additional cars, provided that the
traffic conditions shall warrant the City Council making this
requirement; 'said City CounciL shall he. ve the power from time
to time to fix by resolution the fare that may be charged, and
to require"of the' grantee such reasonable regulations as shall provide
for efficient service; said City Council agrees that it will not
unreasonably regulate the business of the grantee.
Section 6. The City Council resel~ves the right to grant
addi tion-a'l franchise to other personsi'or additional bus
routes, but agrees that during the life of this franchise it
will not grant any additional franchise along the route or

in competition with the route operated by the grantee herein,
unless grantee'herein, its successors and assigns, shall have
refusedtoa bide by any reasonable regulation of the City Council,
nor will it grant said franchise to any other bus line, unless
the same terms and conditions are tmposedand accepted as are
required of the grantee in this ordinance.
Section 7. It is hereby declaI'ed unlawful for' any corpOI'ntion,
partnership, firm, persons or person to operate upon the streets
of the City of Grand Island a motor bus line charging a five,

ten or fifteen cent fare, or less, for carryirlg passengers, unless
a franchise has been g:r'antec1 for that purpose and the same terms
and conditions are imposed and accepted as are required of the
grantee in this ordinance, provided, however, nothing herein shall
be construed as affecting the ordinary operation of taxi cabs.
SectionS. It is hereby declared unlawful for any corporation,
partnership, firm, persons or person operating motor vehicles for
hire to U-coastll along or solicit business along the regular routes
of the grantee herein.
Section 9. By the word Ilcoast" is meant the operation of
taxi cabs or other motor vehicles along the regular bus lines of
the grantee herein, at approximately the scheduled time of the
bus, or in advance thereof, for the purpose and intent of soliciting
prospective passengers waiting for the bus, or with the purpose

and intent of causing said waiting passengers to hail and solicit
transportation by said taxi cabs or other motor vehicles for hire.
Section 10. This franchise shall commence on the first day
of September, 1936 and shall expire on the 31st day of August,
1951, and a failure to operate a bus line for a period of ninety
day-sfor any'onetime shall work a forfeiture of this franchise
and all rights thereunder shall cease.
Section 11. Any corporation, partnership, firm, personsor
person who shall violate any of the provisions of Sections 7, 8, or
9 shall be deemed guilty of a misdemeanor and upon conviction

thereof shall be fined in any sum not exceeding One Hundred Dollars
and not less than F'ifty Dollars for each offense, and shall stand
committed to the City Jail until the fine and costs are paid.
Sect'ion 12. The grantee herein agrees to pay the cost of
publication of this ordinance on demand.
This ordinance shall be in force and take effect from and
after its passage, approval and publication, as by law provided.

SECTION 1. That there is hereby created a special water
main district in the City of Grand Island, Nebraska, to be known and
designated as water main district No. '78, of the City of Grand Islanl
Nebraska.
SECTION 2. Said water district shall consist of that
part of Oak Street, from Ashton Avenue to Bismark Road and the
north side of Bismark Road from Oak. Stre e t to Pine Street, in
the City of Grand Islal1d, Nebl.aska.
SECTION 3. Said 'NateI' main district is hereby ordered
laid as provided by law, and in accordance with tbe plans and
specifications governing water mains, as 11eretofore established

SEcrrION 4. That the entire assessable cost of constructiOi
of said water main district shall be assessed against the abutting
property in said district and a tax shall be levied to pay for the
assessable cost of construction of said water main district, as
soon as said cost can be ascertained, said special water main dis.
trict tax shall be due and become delinquent in the manner and at
the time provided by law and shall be collected in the manner pro-
vided by law; provided, however, the City Treasurer shall not collec
or certify the amount of said taxes to the County Treasurer of said
Hall County, Nebraska, on any of the property in said district

district to pay the taxes to be levied and assessed against any of
said property, as shall be determined by the water commissioner of

ordered by the Council to collect trIe same. It shall be made the
duty of the water commissioner to collect the special taxes to be

and no connection shall be made therewith foX' the purpose of
serving any of the property in said district without a permit

firm, association or corporation, tapping or connecting with
said water main without first having obtained a permit therefor
and without having paid the tax to be levied and assessed, shall

special tax shall iwnediately become a lien upon the property
served and shall draw inter'est at the rate of seven per cent per
annum and shall be collected and enforced by the City Treasul'er
of said City as in the case of other special taxes.

and ending the second Monday in August 1937, and providing for the
collection thereof.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL of the City of
Grand Island, Nebraska:
SECTION 1. That there is hereby levied, and shall be collected
in the manner provided by le~, upon all property, real, personal, and
mixed, of every kind and character, within the corporate limits of the
City of Grand Island, Nebraska, for the fiscal year commencing on the
second Monday of August 1936, and ending on the second Monday of
August 1937, on each dollar of the actual valuation of said property,
taxes are as follows; and for the following purposes.
The sum of Fourteen and one-half (14!) mills for all general and
all other municipal expenses.
The sum of Three dollars ($3.00) on each and every male resident
of the City of Grand Island, Nebraska, between the ages of Twenty-one
(21) and Fifty (50) yeflrs, except such a.s are by law exempt therefrom,
as a poll tax.
SECTION 2. The City Clerk of the City of Grand Island, Nebraska,
is hereby instructed and directed to certify to the County Clerk of
Hall County, Nebraska, the amount of said taxes, the same to be

ing for the payment of the cost of construction thereof.

Grand Island, Nebraska:
SECTION 1. That there is hereby created a sewer district in
t}le Ci ty of Grand Island, Nebraska, to be known and designated as
Sewel' District No. 171, of the City of Grand Island, Nebraska.

between Lafayette Avenue and Kruse Avenue, from Forrest Street, to
Canital Avenue, and shall include all lots, tracts and parcels of
land directly adjacent tilereto, bounded as aforesaid and within
said district.

provided by law, and in accordance with the plans and specifications

to pay for the cost of construction of said district, as soon as the

become delinquent in fifty days from date of the levy; one-fifth

street, slall proceed as above, and if permission is granted the

above this sum as the Council may decide.

These charges shall be computed as of' May 1st eElch year, and
shall covel' the period ending April 30th next. FJhen anplication

SECTION 3. 'I'hat no Dermi t be issued for curb gasoline pumps,
open stairways or areaways on any street, sidewalk or alley, or any
areaway, space, stail~way, manb.ole, or otber ob struction in any alley
or stl>eet not now occupied or used prior to the passage of this
ordinance, now established or placed, that conform with this or other
ordinances of the City, may remain, be replaced and repaired if
location and space occupied be not changed.
All. signs plf',-ced upon curb or sidevralk must be supported by a
metal post wf~ll anchored, without guy wires, and not less than eight
feet to the lowest part of sign. All signs must be Dl.aced next to
curb and no part thereof extend into any street or alley.
The City reserves the l'ight to cancel any permit at its pleasure,
at any time, by gi ving thirty days notice, and the return of the pl'O-
rata portion of the rental paid.
The ovmer or leasee of any stairway, areaway, manhole space or
other> obstl'uction upon public ground, shall in consideration of tbe

SEC'l:10N 5. Penalty. It shall be unl8wful for f'-)ny person,
firm or corporation to occupy or use any portion of any sidewalk,
street, alley, parking space, or publiC place in the City of Grand
Island, Nebraska, for any such purposes .without having made
application fOIl a permit therefor or without baving paid the
occupation tax as herein provided. Any person, persons, firm
or corporation violating any of the provisions of this ordinance
shall be deemed guilty of 8.V1isdemeanor and upon convlction thereof,
shall be fined in any sum of not less than one dollar and not more
than one hundred dol:! aI'S for each offense, and shall stand committed
until said fine ~d costs 8.re paid, and each day that any portion of
s8id streed: s, alleys, sidewalks, parking spaces, or publiC ~"rays are
so occupied shall constitute a separate offense.
SEcrrION 6. The taxes and penalties he1'ein provided for may be
recovered by divil actions, in the namG of the City of Grand Island,
Nebraska, and by cj.vil prooess.
SECTION 7. Ordinances No. 1418 and No. 1461 of the Ordinances
of the City of Grand Island, are hereby repealed.

and assessed as a tapping charge, and in the event any person, coroora-
tion or association shall tap said water main 'without fjrst having
obtained said permit or wi thout first having paid the tax so levied
and assessed, the said person, corporation, or association shall be-
come li8h1e under the conmiled ordinances of the City of Grand leland,
Nebraska, and in addition thereto, it is her'ehy made the duty of the
City Treasurer of the City of Granel Island to collect the amount of' the
taxes levied and assessed against the premises and to certify the same

for the laying of a sewer in said district" describing the manner
in which the same Shall be laid" and providing for the payment of the
cost of the construction thereof.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL of the City of
Grand Island, Nebraska:
SECTION 1. That there is hereby created a special sewer district
in the Cit:yof Grand Island, Nebraska, to be known and designated as
Sewer District No. 172 of the City of Grand Island, Nebraska.
SECTION 2. That said sewer shall be laid in and thTOUgh William

f'rank's Addi tion" between Locust Street and California Avenue, from
Alter Avenue 'to Nebraska Avenue, and shall include all lots, tracts,
and parcels of land directly adjacent thereto, bounded as aforesaid,
and within said district.
SECTION 3. Said sewer in said sewer district is hereby ordered
laid as provtdedby law, and in accordance with the plans and specifi -
cations governing the construction of sewers as heretofore established
by the City of Grand Island, Nebraska.
SECTION 4. That the entire assessable cost of construction of
said sewer in said district shall be assessed against the abutting
property in said district, and a tax shall be levied to pay for the
assessable cost of construction of said sewer in said district, as soon
as the cost can be ascertained, said special sewer district ~ax shall
be due and become delinquent in the manner and at the time provided by
law, and shall be collected in the manner)provided by law; provided,
however, the City Treasurer shall not collect or certify the amount of
saidtaxe-s'tot-he County Treasurer of said Hall County, Nebraska, on
any of the property in said district until ordered to do so by a resolu-
t10nof the City Council. Permission shall be granted, however, to the

SECTION 2. The taxes so levied shall become payable, delinquent,
and draw interest as by law provided, as follows: one-tenth shall be-
come delinquent fifty days from the date of this levy; one-tenth become
delinquent in one year; one-tenth in two years; one-tenth in three years;
one-tenth in four years; one-tenth in five years; one-tenth in six years;
one-tenth in seven years; one-tenth in e~ght years and one-tenth in nine
years from'thedate of this levy; each of said installments, except the
first, shall bear interest at the rate of seven per cent per annum uptil

Island, Nebraska, regulating and restricting, for a period not
exceeding one year from the passage of this ordinance, the build-

purposes, providing penalties for the violation of this ordinance
and repealing Ordinance No. 1354 of the Ordinances of the City of
Grand Island, Nebraska.
Whereas, the City of Grand Island, Nebraska, is a pros-
perous and growing city with attractive residential districts
and having at the present time more or less cleax'ly defined
business and industrial districts.
~fuereas, a suitable and comprehensive zoning law is neces-
sary for the protection of public health, safety, morals and
general welfare of tbe people of said city and for the protection
of present and future property rights and values therein, and
Whereas, the city has not enacted a zoning ordinance pur-
suant to Sections 19-901 to 19-912 inclusi ve, of the Compiled

Statutes of Nebraska for 1929, but intends forthwith to take
all preliminary steps and proceedings provided for in said
statute and to enact and enforce a comprehensive zoning ordinance
for said city, and the Mayor and City Council therefore have
passed a resolution for the appointment of a zoning commissioner,
and
Whereas, the proper study, compilation of zone maps, hold-
ing of public hearings, and other proceedings contemplated by
the zoning statute cannot be completed for approximately one
year from this date, and
Viliereas, it is necessary for the city to exert proner
measure of control over the construction and repair of buildings

to the end that the avowed purpose of the city shall not be de-
feated during the preparation of said ordinance for adoption
and prior to the final adoption of such zoning ordinance.
Therefore, be it ordained by the Mayor and City Council
of the city of Grand Island, Nebraska:
SECTION 1. That until this ordinance has been superseded
by a comprehensive zoning ordinance enacted as provided by law,
and for a period of not to exceed one year from and. after the
passage of this ordinance, it shall be unlawful for any person,
firm, association or corporation to construct any building or
structure or to alter any existing bUilding or structure within
the city of Grand Island, Nebraska, for use for business purposes,
unless such building or structure so eretted or altered shall be

situated in a block within said city wherein at least one-third
of the lots are now occupied by business buildings or structures.
SECTION 2. Any person, firm, assocJ.8tion or corporation
violat::lng the provisions of this ordinance shall, upon conviction,
.be deemed gui 1 ty of a misdemeanor and shall be fined in any sum
not exceeding $100.00, and shall stand conrnitted until said fine
and costs are paid.
SECTION 3. Ordinance No. 1354 of the Ordinances of the
City of Grand Island, Nebraska, is hereby repealed.
SECTION 4. An emergency is hereby declared to exist and
this ordinance shall become eFfective immediately.

BE IT ORDAINED BY THE MAYOR l'd\JD (arry COUNCIL of the City of
Grand Island, Nebraska.
SECTION 1. That Ordinance No. 1523 of the Ordinances of the
City of Grand Island, Nebraska, be amended to read as follows:
SECTION 2. From and after the taking effect of this Ordinance,
it shall be unlawful for any person or' persons to operate or use a
bicycle propelled by muscular power 'Upon any of trle streets, alleys
or publiC highways of the City of Grand Island, Nebraska, without
first having said bicycle registered with the Police Department of
the City of Grand Island, Nebraska, and paying the registration fee
therefor.
SECTION 3. The Department of Police is hereby authorized and
directed to register all bicycles and to collect the registrationf ee
therefor~ which registration shall begin with the date of said regis-
tration and shall extend to and be good so long as the person in whose
name said bicycle is registered remains the owner thereof, which
registration when issuedshall entitle the owner thereof to operate
the bicycle which is registered upon all the streets (exclusive of
sidewalks), alleys and public highvvays of the Gi ty of' Grand Island,
Nebrasl{a. The department of Poli ce shall provide a metalli c plate
and seal for each bicycle registered whj_ch shall be attached to the
frame of the bi cycle registered and shall bear a registl.ation nUl;J1J.ber
stamped thereon in numerical order, beginning with the No.1, and shall
also have th(~ word "Grand IsIDnd" and the word "Hegistrationlt; and it
shall be the duty of saic1 Police DepfJrtment to 2c ttach said metallic
plate and seal unon each bicycle registereci, and said metallic regis-
tration plate shaLL remain as attached during the existence of such
registration. r1'he saiel Depar'tment of Police shall also keep records
of the date of each registration, in whose name registered, and the

SECTION 4. All bicycles registrations now on record with
the Department of Police of the City of Grand Island, Nebraska,
shall be valid, and all persons in whose named bicycles are now
registered shall not be required to have bicycles re-registered

SEc'rION 5. The bicycle registratj_on fee to be paid shall be
the sum of fifty cents (501), and shall be paid at the time the
bicycle is registered by the Department of Police, and shall be
paid to the Department of Police. Such registrations shall not
be transferred from one person to another, but may be transferred
from one bicycle to another l.lpon application of the owner of said
bicycle to the Department of Police who shall make stich transfer.
A fee of twenty-five cents (25ji') shall be charged for each transfer.
All fees collected under this ordinance shall be paid by the said
Police Department to the Treasurer of the Clty of Grand Island,
Nebraska, and, the saidPol:i. ce Dep~j.rtment shall make an accounting
to the said City Treasurer the first day of ea ch month.
SECTION 6. '1'he Departmen t of Poli ce of the City of Grand

Island, Nebraska, is hereby authorized and empowered to ac1minister
the provisions of thi s ordinance, ancl all patrolmen Bre hereby
charged with the duty of seeing that all bicycles operated or used
in the City of Grand Island, Nebraska, are registered as required by
this ordinance. Any registration issued by said Police Department
nay be suspended or revoked by the Police Judge of the City of Gre-nd
Island, Nebraska, upon conviction of the violation of' any of the
provisions of this ordinance.
SECTION 7. All persons, firms or corporations engaged in the
business of buying and selling bicycles in the City of Grand Island,
Nebraska, are hereby directed and required to make a report to tlle

shall make a report of the name and address of the person fpom whom
bicycles are purchased, and describe the bicycle so purChased, and
shall also make a report to the said Department of Police of all

chaser of any bicycles as provided in this section shall be reper'ted
to the Department of Police within forty-eight (48) hours after such
purchase or sale is made.
SECTION 8. Any person, firm or corporation violating any
of the provisions of this ordinance shall upon conviction be
deemed guilty of a misdemeanor, and be fined in any sum not exceed-
ing $10.00.
SECTION 9. Ordinance No. 1523 of the Ordinances of the City
