05/20/2003 Resolutions 2003-145 I I I RESOLUTION 2003-145 WHEREAS, in June, 1994, Governor Ben Nelson, the Governors of Colorado and Wyoming, and Secretary of Interior Bruce Babbitt signed a Memorandum of Agreement (MOA) to commit the Department of Interior and the states of Nebraska, Colorado and Wyoming to attempt to develop a Basinwide Recovery Program for endangered species in the Central Platte area of Nebraska; and WHEREAS, the overall objective oftpeBasinwideRecoveryProgram is for the three states and the federal government to work together to make both water and land available for endangered species in the Central Platte area; and WHEREAS, on November 24, 1997, by Resolution 97 -329, the City of Grand Island was approved to participate in the Platte River Cooperative Agreement to develop accurate hydrology data for the Platte River Basin in Nebraska; and WHEREAS, since 1997, negotiations on the comprehensive plan have been underway with the development of processes, regulations, hydrologic models, species needs determinations, and other issues which have the potential to substantially change water use practices and future development in the Platte Valley area; and WHEREAS, with the City's wellfield located on a river island, it will be affected by any water use regulations or processes that may result from the Cooperative Agreement; and WHEREAS, availability of water is critical to support the present and future economic vitality of the City of Grand Island; and WHEREAS, it has been proposed that a number of Nebraska agencies enter into an Interlocal Cooperative Agreement to provide direction and funding for an economic impact analysis in connection with the proposed Platte River Recovery Implementation Program; and WHEREAS, the proposed Interlocal Cooperation Act Agreement; Platte River Coalition for Program Evaluations has been reviewed and approved by the City Attorney. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that the Interlocal Cooperation Agreement for Platte River Coalition for Program Evaluations is hereby approved, and the Mayor is hereby authorized and directed to execute such agreement on behalf of the City of Grand Island. BE IT FURTHER RESOLVED, that funds in the amount of $5,000 shall be authorized for the City's participation in such study.
