02/27/2001 Resolutions 2001-60 I I I RES 0 L UTI 0 N 2001-60 WHEREAS, the City of Grand Island, in accordance with Section 16-117, R.R.S., is considering the annexation of the land and a plan for extending city services to the following described adjacent and contiguous land: Beginning at a point where the east line of North Road intersects with the south line of Husker Highway, said point also being Thirty Three (33.0) feet east of and Forty (40.0) feet south of the southwest comer of Section 25-11-10; thence north on the east line of North Road to the south line of Marylane Subdivision; thence east on the south line of Marylane Subdivision to the southeast comer of Maryland Subdivision; thence south on the east line of the Southwest Quarter of the Southwest Quarter (SWl/4, SWl/4) of Section 25-11-10 to a point Forty (40.0) feet south of the southeast comer ofthe Southwest Quarter ofthe Southwest Quarter (SWl/4, SWl/4) of Section 25-11-10, said point also being on the south line of Husker Highway; thence west on the south line of Husker Highway to the point of beginning, as shown on the plat dated December 20, 2000, marked Exhibit "A" attached hereto and incorporated herein by this reference. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that a plan outlining the city services available to the above-described land and showing or including: (a) the cost impact of providing the services to such land, (b) the method by which the city is financing the extension of services to the land and how such services will be maintained, (c) a map drawn to scale clearly delineating the land proposed for annexation, the current boundaries of the city, the proposed boundaries of the City after the annexation, and the general land-use pattern in the land proposed for annexation is hereby adopted and approved and shall be available for inspection during regular business hours in the office of the City Clerk. BE IT FURTHER RESOLVED, that a public hearing on the proposed annexation shall be held at 7:00 p.m. on March 13,2001, or as soon thereafter as the matter may be heard, in the Council Chambers at City Hall, 100 East First Street, Grand Island, Nebraska, to receive testimony from interested persons. BE IT FURTHER RESOLVED, that the City Clerk be, and hereby is, authorized and directed to publish in the Grand Island Independent at least once, not less than ten days preceding the date of the public hearing, a copy of this Resolution and a map drawn to scale delineating the land proposed for annexation. City Attorney I I I CITY OF GRAND ISLAND PLAN FOR EXTENSION OF CITY SERVICES In accordance with Neb. Rev. Stat., S16-117, this plan establishes the intentions of the City of Grand Island for extending city services to an area proposed for annexation. This area is generally known as the site of the new Heartland Lutheran High School, a tract of land approximately 24 acres in size and bounded on the south by Husker Highway and on the west by North Road. A more accurate description is shown on the attached map. Extension of Services: 1. STREET MAINTENANCE: The City of Grand Island currently provides routine street maintenance, including snow removal, crack sealing and pavement repairs on that portion of North Road lying west of the tract proposed for annexation. Following annexation routine street maintenance would be provided for that portion of Husker Highway lying south of the annexed tract. Minimal cost increases are anticipated for providing these servIces. 2. WATER: City water services are currently provided to the Heartland Lutheran High School tract. The school has paid the fees necessary to connect to city water and is receiving this service. 3. SANITARY SEWER: Sanitary sewer services are currently provided to the Heartland Lutheran High School tract. The school has paid the fees necessary to connect to city sanitary sewer and is receiving this service. 4. ELECTRIC: The Grand Island electric utility currently serves the Heartland Lutheran High School tract. Extension of the street lighting system may be made as development proceeds. 5. POLICE: Immediately upon annexation of the subject properties, the City Police Department will begin providing all police services. There are only minimal costs associated with expanding the police jurisdiction to include the annexation. 6. FIRE AND EMERGENCY MEDICAL SERVICES: The Fire Department and Emergency Medical Services division will begin providing response to the annexed area immediately upon the effective date of the annexation. The close proximity of the Fire and Ambulance Service to the site will result in reduced response time. It is realistic to expect that in the event of a fire or other emergency, the amount of property damage and potential for loss of life will be reduced significantly by this annexation. There is no identifiable increase in the cost of providing these services.
