WHEREAS, cities and counties are authorized by Chapter 71, Article 16, Nebraska
Revised Statutes, as amended, to establish joint city-county health departments; and
WHEREAS, on June 21, 1972, the City of Grand Island and the County of Hall
entered into an agreement establishing a joint city-county health department, doing business as The
Grand Island - Hall County Health Department; and
WHEREAS, the City and the County, pursuant to said agreement, established a joint
city-county board of health; and
WHEREAS, a subsequent agreement between the parties was entered into on May
28, 1997; and
WHEREAS, conditions have changed since the existing agreement was entered into;
and
WHEREAS, the City and the County find the best interests of the residents of the City
and County to be served by re-evaluating the missions, functions, operations, and duties of the
department and by assessing the feasibility of achieving greater efficiency and effectiveness in the
delivery of services through joint and cooperative undertakings, restructuring and privatization; and
WHEREAS, the City and County desire to enter into a new agreement to authorize
the Board of Health to act as the fiscal authority on behalf ofthe Health Department; and
WHEREAS, the City Attorney's office has reviewed and approved the proposed
Interlocal Cooperation Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE CITY OF GRAND ISLAND, NEBRASKA, that the Interlocal Cooperation Agreement By and
Between the City of Grand Island and the County of Hall returning the fiscal authority of the health
department back to the Board of Health is hereby approved; and the Mayor is hereby authorized and
directed to execute such agreement on behalf of the City of Grand Island.
