05/08/2000 Resolutions 2000-146 I I I RES 0 L UTI 0 N 2000-146 WHEREAS, on June 27, 1994, the City of Grand Island enacted Ordinance No. 8021 creating the Community Redevelopment Authority ofthe City of Grand Island, Nebraska, to address the need for economic development opportunities through the vehicles provided in the Nebraska Community Development law at Neb. Rev. Stat. S 18-21 01, et seq., as amended; and WHEREAS, the Community Redevelopment Authority authorized Hanna:Keelan of Lincoln, Nebraska to prepare a Blight/Substandard Study in the South Locust Street area to determine areas which fulfill the blight/substandard criteria of the Nebraska Community Development law; and WHEREAS, on March 8, 1999, by Ordinance 8452, the City of Grand Island created Business Improvement District No.3, for the purpose of developing, maintaining, and operating landscaping and pedestrian sidewalks and lighting along South Locust Street, between U.S. Highway 34 and Stolley Park Road; and WHEREAS, on April 12, 1999, by Resolution 99-128, the City of Grand Island adopted the Blight and Substandard Study which declared portions of South Locust Street to be blighted and substandard and in need of redevelopment; and WHEREAS, on September 13, 1999, the City of Grand Island approved the Blight/Substandard Study No.2 prepared by Hanna:Keelan which declares specific areas in the South Locust Street area as substandard or blighted areas in need of redevelopment; and WHEREAS, on October 25, 1999, by Resolution 99-331, the City of Grand Island approved the Redevelopment Plan for the South Locust Street corridor which allowed the Community Redevelopment Authority to move forward in considering redevelopment projects within the area as identified in said redevelopment plan; and WHEREAS, the Community Redevelopment Authority has agreed to provide funding to the City in the amount of $150,000 to the City for the purchase and installation of pedestrian lighting units along the east and west sides of South Locust Street between U.S. Highway 34 and Stolley Park Road; and WHEREAS, the City will be responsible for designing, bidding, contract administration, repairing, maintaining and operating said pedestrian lighting units; and WHEREAS, a proposed Interlocal Cooperation Agreement for such project has been drafted by the City Attorney's office. Ity Attorney I I I NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that the Interlocal Cooperation Agreement by and between the City of Grand Island, a municipal corporation in the state of Nebraska, and the Community Redevelopment Authority of Grand Island, Nebraska for the purchase and installation of pedestrian lighting units along South Locust Street between U.S. Highway 34 and Stolley Park Road is hereby approved; and the Mayor is hereby authorized and directed to execute such Interlocal Agreement on behalf of the City of Grand Island.
