03/27/2000 Resolutions 2000-104 I I I RES 0 L UTI 0 N 2000-104 WHEREAS, during inspection ofthe combustion turbine at Burdick Station, internal damage was found to the turbine blades; and WHEREAS, it is imperative that adequate generation capacity be available when needed in the upcoming peak load season; and WHEREAS, using the City's standard procurement procedures will not allow the required generation capacity at Burdick Station to be returned to service in an acceptable time frame; and WHEREAS, it is in the public interest to act quickly to proceed with purchasing the necessary items to ensure timely repair and adequate generation capacity at Burdick Station; and WHEREAS, it is appropriate and necessary to deal with this emergency by proceeding under Section 27-13 ofthe Grand Island City Code (1988 ed.) and declare and authorize an emergency procurement procedure; and WHEREAS, bids were obtained for gas turbine blades in accordance with Section 27-13 of the Grand Island City Code; and WHEREAS, Preco Turbine & Compressor of Houston, Texas, submitted a bid for such project in the amount of $40,000 plus tax and freight. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that the use ofthe City's emergency procurement procedures in this situation is hereby ratified. BE IT FURTHER RESOLVED, that the bid from Preco Turbine & Compressor of Houston, Texas in the amount of $40,000 plus tax and freight for such gas turbine motor blades is hereby approved as the lowest responsive bid received. BE IT FURTHER RESOLVED, that a contract between the City and such contractor be entered into for such project, and the Mayor is hereby authorized and directed to execute such contract on behalf of the City of Grand Island.
