01/10/2000 Resolutions 2000-13 I I I RES 0 L UTI 0 N 2000-13 WHEREAS, on June 27, 1994, the City of Grand Island enacted Ordinance No.8021 creating the Community Redevelopment Authority of the City of Grand Island, Nebraska, to address the need for economic development opportunities through the vehicles provided in the Nebraska Community Development Law at Neb. Rev. Stat. 18-2101, et seq., as amended; and WHEREAS, the Community Redevelopment Authority authorized Hanna:Keelan of Lincoln, Nebraska to prepare a Blight/Substandard Study to determine areas which fulfill the blight/substandard criteria of the Nebraska Community Development Law; and WHEREAS, on November 13, 1995, Blight and Substandard Study #1 was considered and approved by Council; and WHEREAS, due to changes in the Community Development Law at Neb. Rev. Stat. 18-2101, et seq., as amended, it is required that there must be public notification and public hearing prior to approval of a Blight and Substandard Designation; and WHEREAS, Hanna:Keelan of Lincoln, Nebraska, the community planning agency that undertook Blight/Substandard Study #1 has evaluated and reaffirmed that the specific site of Old Walnut Junior High School does meet the statutorial specifications for blighted and substandard conditions; and WHEREAS, the Regional Planning Commission, at its January 5, 2000 meeting, heard and approved the Blight/Substandard Declaration for Old Walnut Junior High School; and WHEREAS, the City has notified affected taxing entities, neighborhood associations, and advertised and held a public hearing relative to the blight and substandard declaration; and WHEREAS, the Community Redevelopment Authority recommends that the City approve said study. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND, NEBRASKA, that the Blight/Substandard Study for the specific site of the property commonly known as the Old Walnut Junior High School prepared by Hanna:Keelan of Lincoln, Nebraska is hereby approved, and is declared to be blighted and substandard and in need of redevelopment as contemplated in the Community Development Law.
