MINUTES OF CITY COUNCIL SPECIAL MEETING
January 7,2003
Pursuant to due call and notice thereof, a Special Meeting of the City Council of the City of
Grand Island, Nebraska was conducted in the Council Chambers of City Hall, 100 East First
Street, on January 7, 2003. Notice of the meeting was given in the Grand Island Independent on
January 1, 2003.
Mayor Jay Vavricek called the meeting to order at 7:00 p.m. The following members were
present: Councilmembers Meyer, Whitesides, Pielstick, Larson, Nickerson, Seifert, Pauly,
Hornady, Walker and Haase. The following City Officials were present: City Administrator
Marian Ferguson, City Clerk RaNae Edwards, Finance Director David Springer, Public Works
Director Steve Riehle and City Attorney Doug Walker.
PLEDGE OF ALLEGIANCE was said.
RESERVE TIME TO SPEAK ON AGENDA ITEMS: No individuals reserved time to speak on
agenda items.
#2003-1 - Approving City Council Meeting Schedule for January 2003. City Administrator
Marian Ferguson stated that at the December 17, 2002 City Council Regular Meeting, Council
tabled the decision to set the meeting dates for 2003 until the January 14, 2003 Regular Meeting
to discuss returning to Monday night meetings. Due to publication deadlines and items already
approved for the January 28, 2003 meeting, it had been recommended that Council approve the
Tuesday meeting dates of January 21, 2003 for a Study Session and January 28, 2003 for a
Regular Meeting.
Motion was made by Councilmember Hornady, second by Larson, unanimously approved.
Motion adopted.
Councilmember Pielstick requested that this issue be brought to a Study Session, as was the
motion at the last meeting. It was agreed by council to discuss this issue at this meeting.
Councilmember Pielstick mentioned reasons to take into consideration for changing the meeting
dates such as work schedules, other meetings, etc. Mr. Ferguson discussed the process of the
council packets if the dates were changed. Councilmember Whitesides stated that the reason
some councilmembers liked Tuesday nights was that packets were not received until late on
Friday's, which gave council time to study the packet and contact staff on Monday's.
Councilmember Hornady stated that having the meetings stretch out into the workweek made it
difficult for her work schedule. Councilmember Nickerson asked why the meeting dates where
changed to Tuesday nights to begin with. Mr. Ferguson explained it was to give council an extra
day to contact staff. Councilmember Haase mentioned that she has had to rearrange her work
schedule.
