08/06/2001 Minutes I I I OFFICIAL PROCEEDINGS CITY OF GRAND ISLAND, NEBRASKA MINUTES OF CITY COUNCIL STUDY SESSION August 6, 2001 Pursuant to due call and notice thereof, a Study Session of the City Council of the City of Grand Island, Nebraska was conducted in the Council Chambers of City Hall, 100 East First Street, on August 6, 2001. Notice of the meeting was given in the Grand Island Independent on August 1,2001. Mayor Ken Gnadt called the meeting to order at 7:00 p.m. The following members were present: Councilmembers Pielstick, Ward, Larson, Hornady, Whitesides, Haase, Murray, Walker and Sorensen. Councilmember Seifert was absent. The following City Officials were present: City Administrator Marian Ferguson, City Clerk RaNae Edwards, Public Works Director Steve Riehle, and Finance Director David Springer. Mayor Ken Gnadt stated that flags were flying at half mast due to the death of State Senator Rick McDonald. Mayor Gnadt gave condolences to Mr. McDonald's family and stated that he would be missed by many. Discussion Concerning User Fee Schedule Relative to Solid Waste Division. Steve Riehle, Public Works Director, reported that this would be the third time that we had talked about solid waste fees. Market conditions, tipping fees, weight comparisons relative to Municipal Solid Waste (MSW) and Construction and Demolition (C&D) Waste were reviewed. It was state that by using tonnage fee schedule it would benefit C&D users. The Public Works Department proposes that individuals with yard waste not be weighed. The proposed disposal fees of $24.85 at the Landfill and $30.50 at the Transfer Station were recommended. Councilmember Sorensen asked if this change would raise the residential rates. Mr. Riehle stated that it probably would, along with increased fuel costs this would be passed along to the consumer. The transfer station was discussed as a viable option for small vehicles. Councilmember Pielstick questioned whether we would be hurting ourselves with this reduction in revenue. Mr. Riehle stated that the offset from MSW to C&D would equal out.
