06/11/2001 Minutes I I I OFFICIAL PROCEEDINGS CITY OF GRAND ISLAND, NEBRASKA MINUTES OF CITY COUNCILIHALL COUNTY BOARD/HEALTH BOARD JOINT MEETING June 11, 2001 Pursuant to due call and notice thereof, a Joint Meeting of the City Council, Hall County Board and Health Department Board was conducted at the City Hall Community Meeting Room, 100 East First Street, on June 11, 2001. Notice of the meeting was given in the Grand Island Independent on June 6, 2001. The joint meeting was convened at 7:00 p.m. Present for the meeting was Mayor Ken Gnadt, Administrator Marlan Ferguson, City Clerk RaNae Edwards, and the following City Council members: Jackie Pielstick, Larry Seifert, Gale Larson, Fred Whitesides, Joyce Haase, and Glen Murray. Councilmember Margaret Homady, Bob Sorensen and Jackie Pielstick were absent. Hall County Supervisors present were Pam Lancaster, Scott Arnold, Jim Ericksen, and County Clerk Marla Conely. Health Department Director Sonja Simpson and the following Health Department Board Members were present: Don Brittin, Dr. Janice Kutilek, Dr. Mark Jorgensen, and Deana Franforter. Presentation of Health Department's 2001-2002 Budget by Paul Mueller, City Accounting Manager. Don Brittin introduced Sonja Simpson, Health Department Director and Paul Mueller, City Accounting Manager. Paul Mueller presented the Health Department's 2001-2002 budget. Sonja Simpson and Paul Mueller mentioned LB692 that was passed by the Legislature allowing tobacco money to be received during the next fiscal year and that $125,000.00 to $250,000.00 should be included in the budget for capital improvement needs. These monies will have to be requested from Health and Human Services. Discussion of the Grand Island-Hall County Health Department's FY 2001-2002 Budget. Personnel costs were discussed. Supervisor Lancaster stated that she does not oppose the increase in salaries or the budget. Discussion was held on a new facility for the Health Department. Don Brittin updated the Boards with regards to the background of a new Health Department building and what has been done to date. Resources have been the main obstacle. Councilmember Seifert stated that he wants to see the Boards work together to find a new home for the Health Department soon. Councilmember Whitesides stated that there is a committee working on County/City needs with regards to facilities. The Health Department will meet on Thursday, June 14, 2001, to discuss the final figures for the 2001- 2002 budget.
