04/24/2001 Minutes I I I OFFICIAL PROCEEDINGS CITY OF GRAND ISLAND, NEBRASKA MINUTES OF CITY COUNCIL REGULAR MEETING April 24, 2001 Pursuant to due call and notice thereof, a Regular Meeting of the City Council of the City of Grand Island, Nebraska was conducted in the Council Chambers of City Hall, 100 East First Street, on April 24, 2001. Notice of the meeting was given in the Grand Island Independent on April 18, 2001. Mayor Ken Gnadt called the meeting to order at 7:00 p.m. The following members were present: Councilmembers Pielstick, Ward, Seifert, Larson, Whitesides, Haase, Murray, Walker and Sorensen. Councilmember Hornady was absent. The following City Officials were present: City Administrator Marlan Ferguson, City Clerk RaNae Edwards, Finance Director David Springer, Public Works Director Steve Riehle and City Attorney Charlie Cuypers. PLEDGE OF ALLEGIANCE was said followed by INVOCATION given by Pastor Russell Wolf, Calvary Tabernacle. It's About Kids! Assets were presented by Anna Speed. Christine Haney, Family Preservation Grant Coordinator made a presentation to Becky Schneider and Edgar Vaszuez, winners of the "It's About Kids!" for the month of April 2001. RESERVE TIME TO SPEAK ON AGENDA ITEMS: No individuals reserved time to speak on agenda items. PRESENTATIONS AND PROCLAMATIONS: Proclamation "Arbor Day" April 27, 2001. Mayor Gnadt proclaimed April 27, 2001 as Arbor Day, also mentioned was that Grand Island has been designated a "Tree City USA" for the past fifteen years consecutive by the National Arbor Day Foundation. Proclamation "National Volunteer Week" April 22 - 28, 2001. Mayor Gnadt proclaimed the week of April 22 - 28, 2001 as "National Volunteer Week". Carol Sandsted from Edith Abbot Memorial Library was present to receive the proclamation. Proclamation "El Dia de los Ninos" April 30, 2001. Mayor Gnadt proclaimed April 30, 2001 as "El Dia de los Ninos". Yolanda Nuncio and students from Walnut Middle School presented the proclamation. Proclamation "Municipal Clerks Week" April 29 - May 5, 2001. Mayor Gnadt proclaimed the week of April 29 through May 5, 2001 as "Municipal Clerks Week". PUBLIC HEARINGS: Public Hearing on Proposed Grant Application to Department of Economic Development _ Nebraska Affordable Housing Trust Fund. Cindy Johnson, Community Projects Director, I I I Page 2, City Council Regular Meeting, April 24, 2001 reported that grant funding is provided through the Nebraska Department of Economic Development Affordable Housing Program (NAHTF) to fund eligible recipients for acquisition, rehabilitation, construction and production of affordable housing for low to moderate income families. The Community Projects Department has prepared a grant application for the construction of 116 single family houses on a 23 acre parcel of undeveloped land in the northeast area of Grand Island. The NAHTF, along with other resources such as Community Development Block Grant Funds and NIF A, would be used to bring the cost of construction of the houses down to affordable market prices. No public testimony was heard. CONSENT AGENDA: Councilmember Larson requested that item G-6 be removed from the Consent Agenda. Councilmember Pielstick requested that item G-9 be removed from the Consent Agenda. Motion by Pielstick, second by Ward, carried unanimously to approve the Consent Agenda minus items G-6 and G-9. Approving Minutes of April 19, 2001 Joint City Council/Hall County BoardlHealth Department Board Informational Meeting. Councilmember Ward abstained. Approving Marv Webb, Richard Willis, Holger Honore and Joe Carter to the Building code Advisory Board. Approving Request of the following Street Vendor Permits: a. Paleteria Zacatecas - Councilmember Pielstick voted nay. b. Island Ice Cream c. Chata Burritos d. Pop's Pops' Approving Request of Niki Stecklein, 1032 5th Road, Chapman, Nebraska, for Liquor Manager Designation for Bosselman, Inc. dba Pump & Pantry #15, 2028 East of Highway 30. Councilmember Pielstick voted nay. Approving Request of David Springer, 200 South Cedar Avenue, Hastings, Nebraska, for Liquor Manager Designation for Orand Island Pizza Hut, Inc. dba Pizza Hut, 1816 North Webb Road. #2001-97 - Awarding Bid for 72-Horsepower Utility Tractor for Solid Waste Division to Green Line Equipment, Inc., Grand Island, Nebraska in the Amount of $33,482.00. I I I Page 3, City Council Regular Meeting, April 24, 2001 #2001-98 - Awarding Contract for Street Improvement District #1237 to The Diamond Engineering Company, Grand Island, Nebraska, in the Amount of$348,863.23. #2001-99 - Awarding Contract for Sanitary Sewer Districts #492 and #493 to The Diamond Engineering Com?any, Grand Island, Nebraska, in the Amount of$1,072,622.83. #2001-100 - Awarding Contract for Installation of Irrigation System at Cedar Hills Park to Cloudburst Lawn and Sprinkler Company, Grand Island, Nebraska, in the Amount of $45,975.00. #2001-101 - Approving Annual Renewal of Farm Leases for Parks & recreation, Public Works and Utilities Properties to: Robert Nunnekamp, Matt Turek, William J. Cure, Larry Knuth, Roger Krolisowski. Kenneth Clausen, Jack Webb, Mike Peters and Gerald Bremer. #2001-103 - Approving Agreement with State of Nebraska Children and Families Foundation for Family Preservation and Support Grant in the amount of $50,000.00. #2001-104 - Approving Change Order #2 to Architect Contract with Webb & Company Architects for One-Stop Center for an Increase in the Amount of $5,110.50. #2001-105 - Approving Change Order #1 to Contract with Westland Building for Construction of One-Stop Center for a Decrease in the Contract of$4,665.00. #2001-106 - Approving Agreement with State of Nebraska Department of Roads to Roadway Construction on South Locust Street North of 1-80. #2001-107 - Approving Agreement with Nebraska Department of Roads for Resurfacing US Highway 30, Between 1 st Street and 2nd street from Greenwich Street to Plum Street. #2001-108 - Approving Agreement with Olsson Associates for Construction Engineering Services for Street Improvement District #1237 - Wortman Drive in the Amount of $24,641.00. #2001-109 - Approving Agreement with Ken W oitaszewski for Sludge Application in the Amount of $6,000.00. #2001-110 - Approving Amendment #1 to the Agreement with HDR Engineering, Inc., Omaha, Nebraska for Professional services for the Landfill in the Amount of$3,265.00. Approving Appointment of Sonia Simpson as Health Department Director. Motion by Larson, second by Sorensen, carried unanimously to approve. #2001-102 - Approving Proposed Grant Application to Department of Economic Development - Nebraska Affordable Housing Trust Fund. Councilmembers Pielstick and Sorensen mentioned numerous phone calls received concerning issues of over crowding at Lincoln Elementary School. Councilmember Haase stated that she had visited with Superintendent Steve Joel relating to the same issues and was assured that accommodations for new students would be met. I I I Page 4, City Council Regular Meeting, April 24, 2001 Councilmember Whitesides stated that part of the City Council goals at their retreat was for affordable housing and was in support of this grant. Developer Fred Hoppe spoke in favor. Motion by Whitesides, second by Seifert. Upon roll call vote, Councilmembers Ward, Seifert, Larson, Whitesides, Haase, Murray, Walker and Sorensen voted aye. Councilmember Pielstick voted nay. Motion adopted. REQUEST AND REFERRALS: Request of Grand Island Senior High School for Fireworks Display. City Clerk RaNae Edwards reported that the City Clerk's Office had received a request from Grand Island Senior High School for a fireworks display to be presented at the conclusion of the Graduation Commencement exercises on Saturday, May 12,2001. Principal Kent Mann, and Seniors Chrissi Krolikowski, 1309 North Howard and Tiana Nabity, 2607 O'Flannigan Street spoke in support. Motion by Seifert, second by Walker, carried unanimously. Motion adopted. RESOLUTIONS: #2001-111 - Consideration of United Way Providing Input Regarding Funding for Outside Agencies that are also United Way Agencies. City Administrator Marian Ferguson, reported that each year, City Council discusses funding outside agencies. The United Way is interested in providing input regarding the funding needs of outside agencies that are also United Way agencies. Since the United Way knows each and every aspect of these operations and all the funding sources, it was recommended that Council utilize the United Way for streamlining the requests made by those United Way agencies for City funding. Motion by Sorensen, second by Larson, carried unanimously to approve. PAYMENT OF CLAIMS: Motion by Whitesides, second by Haase, carried unanimously to approve the Claims for the period of April 11, 2001 through April 24, 2001, claims #104121, #105403 and #104857 through #105442 for a total claims amount of$1,968,471.50.
