03/20/2001 Minutes I I I OFFICIAL PROCEEDINGS CITY OF GRAND ISLAND, NEBRASKA MINUTES OF CITY COUNCIL STUDY SESSION March 20,2001 Pursuant to due call and notice thereof, a Study Session of the City Council of the City of Grand Island, Nebraska was conducted in the Council Chambers of City Hall, 100 East First Street, on March 20,2001. Notice of the meeting was given in the Grand Island Independent on March 14, 2001. Mayor Ken Gnadt called the meeting to order at 7:00 p.m. The following members were present: Councilmembers Pielstick, Ward, Seifert, Larson, Homady, Whitesides, Haase, Murray, Walker and Sorensen. The following City Officials were present: City Administrator MarIan Ferguson, City Clerk RaNae Edwards and Steve Riehle Public Works Director. Presentation by Third City Sertoma Regarding Donation of a Thermal Imaging System to the Grand Island Fire Department. Mike Swanson representing Third City Sertoma presented the Grand Island Fire Department with a state of the art Thermal Imaging System. This system allows firefighters the ability to see through smoke and darkness and pin point where the fire is. This equipment totals $26,000.00. Martina Doetsch, President of Board of Realtors and Greg Roberts, Chairman of the Board presented Mr. Swanson with a donation of $500.00 to the Third City Sertoma. Report to Council Regarding Water System Engineering Evaluation by CH2Mhil1. Gary Mader, Utilities Director, reported on the Grand Island water system and the study that had been done by CH2Mhil1. It was mentioned that currently our water is untreated and has not changed over the last 20 years. Over the last 15 years 7 high pressure wells have been abandoned, but have been replaced by other wells. Mr. Mader introduced Tom Heinemann and Doug Simon, consultants from CH2Mhill Company, Denver, Colorado. Mr. Heinemann presented the Project Overview, Water Quality Regulatory Review, Background, Current and Future Regulations, Chlorine Residual Requirement, Groundwater Rule (GWR) , Surface Water Treatment Rule (SWTR), Radionuclides and Organics. The following recommendations were made: 1. Resample for Di-2 (ethylhexyl) phtahalate 2. Sample 5 days per week for chlorine residuals 3. Potentially increase chlorination as per NHHS requirement 4. Use SeaQuest ortho-polyphosphate blend prior to chlorination to control both copper and manganese 5. Continue monitoring Doug Simon presented the Water Distribution System and water quality. It was noted that the City has an excellent water distribution system. Future growth areas were covered, including I I I Page 2, City Council Study Session, March 20, 2001 new residential and commercial development along with AIda and East Basin. It was stated that the existing system is inadequate to supply future growth without significant improvements. The following improvements were suggested for 2005: 1. Connect Nebraska Veteran's Home to 18 inch main line on Capital Avenue 2. Install new 6" pipe at Nebraska Law Enforcement Center near Airport 3. Additional storage at Platte River wellfield 4. Increase pumping capacity at Roger's reservoir 5. Construct new 3 million gallon tank near Roger's reservoir 6. Increase pumping capacity at Platte River wellfield to Roger's reservoir and new tank 7. Extend water service to the East Basin The following improvements were suggested for 2020: 1. Increase pumping capacity at Pine Street pumping station 2. Extend water service to AIda Mr. Simon concluded that significant improvements will be needed when high pressure wells are abandoned, vast majority of improvements are likely to occur in the next 5 to 10 years and all recommended improvements will support 20+ years of growth.
