07/18/2000 Minutes I I I OFFICIAL PROCEEDINGS CITY OF GRAND ISLAND, NEBRASKA MINUTES OF CITY COUNCIL SPECIAL MEETING July 18, 2000 Pursuant to due call and notice thereof, a Special Meeting of the City Council of the City of Grand Island, Nebraska, was conducted in the Council Chambers of City Hall, 100 East First Street, Grand Island, Nebraska. Notice of the meeting was given in the Grand Island Independent on July 12,2000. Mayor Gnadt called the meeting to order at 7:00 p.m. The following members were present: Mayor Gnadt, Councilmembers Larson, Pielstick, Seifert, Preisendorf, Whitesides, Ward, Samuelson, Murray and Sorensen. Councilmember Hosier was absent. The following City Officials were present: City Administrator Marian Ferguson, City Clerk RaNae Edwards, Finance Director David Springer, City Attorney Charlie Cuypers and Public Works Director Steve Riehle. MarIan Ferguson presented Salary Ordinance No. 8606. Marian reported that consultants Paul Essman and John Cripe of Capitol City Concepts had performed a comparability wage study for the non-union classifications. Nebraska statutes require that public employers pay wages and benefits comparable to similar work and skills. The study conforms to existing case law and rules established by the Commission of Industrial Relations. John Cripe, Capitol City Concepts spoke briefly about the survey. Several questions were asked by Councilmembers as to the total cost to the City. The total increase for the entire salary package as presented will be about 3%. When asked what the dollar amount would be, David Springer, Finance Director, said it would be around $1,000,000. Councilmember Sorensen moved that the statutory rules requiring ordinances to be read by title on three different days be suspended and that ordinance numbered: #8606 - Consideration of Implementation of Salary Survey be considered for passage on the same day upon reading by number only and that the City Clerk be permitted to call out the number of the ordinances on its first reading and then upon final passage and call for a roll call vote on each reading and then upon final passage. Second by Murray. Upon roll call vote, Larson, Seifert, Preisendorf, Ward, Samuleson, Murray and Sorensen voted, aye. Pielstick and Whitesides voted nay. Motion failed. Motion by Samuelson, second by Whitesides to pass Ordinance No. 8606 on first reading. Discussion was had regarding changes to the Ordinance at the last minute and giving the public an opportunity to review this document before final vote. Upon roll call vote, Larson, I I I Page 2, City Council Special Meeting, July 18, 2000 Preisendorf, Whitesides, Ward, Samuleson, Murray and Sorensen voted aye. Pielstick and Seifert voted nay. Motion adopted. Presentations were given by eight of the Wittenberg University Interns explaining the projects they have been working on during their nine-week stay here in Grand Island. Presented to the Mayor and City Council was a booklet of information on all the projects the interns have been working on.
