ORDINANCE NO. 8569
An ordinance to amend Chapter 22 of the Grand Island City Code; to amend
Sections 22-135 and 22-136 to delete reference to a permit fee for handicap parking permits; to
repeal any ordinance or parts of ordinances in conflict herewith; and to provide for publication
and the effective date ofthis ordinance.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
GRAND ISLAND, NEBRASKA:
SECTION 1. Section 22-135 of the Grand Island City Code is hereby amended to
read as follows:
~22-135. Permit Fee; Renewal
(1) All pennits authorized under 922-132 or 922-133 for handicapped or disabled parking prior to
September 10, 1993, shall be issued for a period ending January 1 of the fourth year following the date of issuance.
All permits authorized under such sections for handicapped or disabled parking after September 9, 1993 and before
September 10, 1995, shall be issued for a period of three years Upon the expiration of a permanent permit, it may be
renewed pursuant to the provisions of this section and 922-132 or 922-133. After September 9, 1995, all
permanently issued permits authorized by this Article, shall be issued for a period ending on September 30 of the
third year following the date of issuance and shall expire on that date, except that an application for the renewal of a
pennit filed with the issuing city or village clerk or designated county official within thirty days of the date after its
expiration shall be deemed to have been filed prior to the date of its expiration.
(2) All pennits authorized under this Article prior to September 10, 1995, for temporarily handicapped or
disabled parking shall be issued for a period ending ninety days after the date of issuance but may be renewed for up
to three additional ninety-day periods. All permits authorized under this Article after September 9, 1995, for
temporarily handicapped or disabled parking shall be issued for a period ending not more than six months after the
date of issuance but may be renewed for a one-time period not to exceed six months. For the renewal period, there
shall be submitted an additional application with proof of a handicap or disability.
SECTION 2. Section 22-136 of the Grand Island City Code is hereby amended to
read as follows:
~22-136. Non Transferability of Permits
Pennits issued under this Article shall not be transferable and shall be used only by the party to whom
issued or for the motor vehicle for which issued and only for the purpose for which it is issued. No person shall alter
or reproduce in any manner a permit issued pursuant to this Article. Any violation of this section shall be cause for
suspension of such permit for a period of six months and such other punishment as may be provided by local
ordinance. In addition, the trial court shall impose a fine of not more than two hundred fifty dollars which may be
waived by the court if, at the time of sentencing, all handicapped parking pennits issued to or in the possession of
the offender are returned to the court. At the expiration of such six-month period, a suspended permit may be
renewed.

SECTION 3. Any ordinances or parts of ordinances in conflict herewith be, and
hereby are, repealed.
SECTION 4. This ordinance shall be in force and take effect from and after its
passage and publication, within fifteen days in one issue of the Grand Island Independent as
provided by law.
