WHEREAS,on July 25, 2023 Council was presented with the Lead Service Line
replacement and the Lead ail Copper Revised Rules that took effect on October 16, 2024; and
WHEREAS, the State Revolving Fund (SRF) has been set up by the Nebraska
Department of Environmentand Energy to allow for up to 60%forgivable and a 30 year payback at
0% interest; and
WHEREAS„ the Utility Department would request $21,500,000.00 of which
$7,740,000.00 would need to be repaid for the remaining 1,750 service lines estimated to be
replaced; and
WHEREAS,the exact loan amount offered will be dependent on SRF fund available.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE CITY OF GRAND ISLAND, NEBRASKA, that requesting a loan for an amount up to
$21,500,000.00 from the State Revolving Fund for the Lead Service Line replacement program be
approved.
BE IT FURTHER RESOLVED,that the Mayor is hereby authorized and directed to
execute such contract on behalf of the City of Grand Island and to take all other actions necessary to
effect the purpose of this resolution.
