05/12/2026 Resolutions 2026-117 RESOLUTION 2026-117 WHEREAS,the City of Grand Island has identified a critical need to acquire a new bookmobile from Farber Specialty Vehicles to expand community outreach,literacy initiatives,and library services; and WHEREAS, the City's municipal code, specifically Chapter 27-63, explicitly authorizes the acquisition of supplies, equipment, and services through cooperative purchasing programs with other public agencies; and WHEREAS,Farber Specialty Vehicles holds a valid,competitively solicited national contract under the OMNIA Partners Cooperative Program as Master Agreement No. 177718; and WHEREAS, acquiring the vehicle through this cooperative contract satisfies all local, state, and competitive bidding requirements mandated by the City Code, while securing best-value pricing and reducing administrative delays; and WHEREAS,to control expenses the Farber Sprinter bookmobile will be funded by up to $200,000 from the Grand Island Public Library Foundation, $70,000 from the City of Grand Island Capital Expenditures, and $10,000 from a Carnegie Grant for a total of$279,818.28. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND,NEBRASKA, that the Grand Island Public Library purchase a Farber Sprinter bookmobile.
