WHEREAS, on January 27, 2026, via Resolution No. 2026-16, City Council
approved a Program Agreement with the Nebraska Department of Transportation NDOT) for a
study of the current conditions at 17 public rail crossings along 11 miles of the Burlington
Northern Santa Fe (BNSF) Ravenna Subdivision in Grand Island,Nebraska; and
WHEREAS, such agreement was a product of the City being awarded the
Railroad Crossing Elimination (RCE) Program grant from the US Department of Transportation.
Federal funds have been obligated in the amount of $600,000.00, with $75,000.00 being City
responsibility and another $75,000.00 being the responsibility of Burlington Northern Santa Fe
Railroad; and
WHEREAS, an agreement with the City of Grand Island, BNSF, and NDOT has
been drawn up for the funding being provided by BNSF in the amount of$75,000.00; and
WHEREAS, such funds will be paid to NDOT on behalf of the City, as the
applicant of the grant, and will be applied to the preliminary design of the improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL
OF THE CITY OF GRAND ISLAND,NEBRASKA, that the funding agreement with the City of
Grand Island, BNSF, and NDOT for Grand Island Rail Crossing Planning is hereby approved.
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed
to execute such agreement on behalf of the City of Grand Island and that the City Clerk shall
store, retain, and make available for access all related and herein referenced documents in the
same manner as contracts and agreements are retained
