WHEREAS, the Platte Generating Station (PGS) installed a Powdered Activated
Carbon (PAC) injection system in the fall of 2014 to comply with the new Mercury emissions
regulations and this system injects a PAC material with specific design specifications into the flue
gas to capture and remove the mercury; and
WHEREAS, PGS staff developed a request for proposals for the purchase of PAC
material for a period of May 1, 2023 through April 30, 2026 and the specification included an
option for annual contract extensions; and
WHEREAS, on May 9, 2023, Council awarded the multi-term contract through
April 30, 2026 to Norit Activated Carbon with Resolution 2023-119, and
WHEREAS, Norit Activated Carbon has offered to amend the original contract
pricing for a multi-year contract extension through April 30, 2028.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL
OF THE CITY OF GRAND ISLAND, NEBRASKA, that the amended contract with Norit
Activated Carbon for the supply and delivery of Powder Activated Carbon to Platte Generating
Station through April 30, 2028 be approved.
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed
to execute such contract on behalf of the City of Grand Island and to take all other actions necessary
to effect the purpose of this resolution.
