02/10/2026 Resolutions 2026-37 RESOLUTION 2026-37 RESOLUTION REGARDING APPROVAL OF A CONDITIONAL USE PERMIT LOCATED IN PART OF THE NW 1/4,NW 1/4 6-11-9. WHEREAS know all men by these presents, that Amye Webster, the owner of Parcel # 400207753 located in the NW '/4,NW 1/4 6-11-9, is requesting a conditional use permit to operate a Recreational Vehicle Park in the City of Grand Island Zoning Jurisdiction; and WHEREAS, Recreational Vehicle Parks are allowed by Conditional Use Permit in the TA: Transitional Agricultural Zone; and WHEREAS,the property is located in the NW 1/4,NW 1/4 6-11-9,east of Stuhr Road and south of Stolley Park Road; and WHEREAS,the requested use is allowed as a conditional use as set forth in City Code Chapter 36 Section 60 (B); and, WHEREAS, the proposed conditional use is located in an undeveloped area of the City's Jurisdiction; and, WHEREAS, the proposed conditional use is consistent with the City's Comprehensive Plan and Zoning Regulations,is located in an area which minimizes disruption to the health,welfare,and safety of the citizens of Grand Island; and, WHEREAS, all notice requirements of Grand Island City Code Chapter 36 Section 90 have been complied with; and, WHEREAS, the following terms and conditions have been proposed by the City: 1).USE: The proposed uses are limited the operation of a Recreational Vehicle Park with no more than 8 recreational vehicle pads located to the west of the existing driveway onto the property from Stolley Park Road 2). PRIMARY CONDITIONS: The permit may continue as long as the following conditions are met: (a)The number of Recreational Vehicles(RV)parked on site shall be no more than eight(8) at any one time. (b). RV parking stalls shall be designed to the following meet or exceed the minimum standards: A space for parking a recreational vehicle within a campground or other allowed place consisting of no less than 800 square feet with a minimum width of 12 feet. Improvements included within the pad space include 1 hard surfaced improved parking space of not less than 180 square feet(20 x 9 or 18 x 10)and 2 hard surfaced improved parallel tire pads of not less than 2.5 feet by 24 feet. (c).No RV's shall be stored on site except on approved RV parking stalls as defined above. (d).No RV shall be parked in a parking stall for a period exceeding one hundred and eighty (180) consecutive calendar days. (e). Landscape screening consisting of no less than two (2) shade trees,two (2) ornamental or evergreen trees and six (6) shrubs shall be installed for every one hundred (100) feet or fraction thereof of street frontage beginning fifty (50) feet east of the driveway on Stolley Park and extending to Stuhr Road and along Stuhr Road to the south property line of the parcel. Trees and shrubs shall be maintained,trimmed and replaced if damaged,diseased or dead. (I)Access to the property shall only be allowed from the existing driveway on Stolley Park Road.The owner shall be responsible for all permits and improvements required by the Hall County Road Department. (g) The owner shall install necessary wastewater facilities according to the rules and regulations of the state of Nebraska and acquire all necessary permits prior to beginning operation. (h).All dead trees,rubbish,and debris,if any,must be cleared from the real estate as soon as practical and such real estate must, at all times, be kept in a clean and neat condition. (i).No trash,rubbish,debris,dead trees,lumber,bricks,refuse or junk material of any nature whatsoever shall be dumped, placed or located upon such real estate. (j).Owner shall not use the real estate in any way so as to create or result in an unreasonable hazard or nuisance to adjacent land owners or to the general public. (k). Owner shall maintain any and all drainage ditches that may be located upon the real property. (1). Owner shall begin the operation within a period of 18 months from the issuance of this permit or if the applicant fail to begin operations within the 18 months the permit shall be considered null and void and subject to reapplication and rehearing. Additionally if at anytime during the life of the permit issued the operation shall cease for a period of a continuous 6 months the permit shall become void and a new permit shall be obtained before becoming once again operational. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND,NEBRASKA,grants the applicants request for a conditional use permit authorizing Amye Webster to operate a Recreational Vehicle Park on property NW 1/4,NW 1/4 6-11-9, east of Stuhr Road and south of Stolley Park Road, approximately 5 acres that this use is granted upon passage of this resolution subject to subject to the terms and conditions set forth above.
