WHEREAS, pursuant to the authority granted by and through Nebraska Revised Statute
§16-308, and Grand Island City Code §2-30 & §2-35, the City of Grand Island has established the
appointed position of City Administrator; and,
WHEREAS, the City Administrator is charged with the duties and responsibilities
established by state law and the Grand Island City Code; and,
WHEREAS, pursuant to §2-36 the City Administrator shall be chosen on the basis of
executive and administrative qualifications with special reference to actual experience, or
knowledge of accepted practice in respect to the duties of the office; and,
WHEREAS, Patrick Brown currently serves the City of Grand Island as the Assistant City
Administrator, Chief Financial Officer, and Acting Finance Director/City Treasurer; and,
WHEREAS,by virtue of his years of dedicated service to the City of Grand Island he holds
the executive and administrative qualifications required for this position, and has a demonstrated
history of actual experience and knowledge required to faithfully and skillfully fulfill the duties of
the City Administrator; and,
WHEREAS, the Mayor, with the approval of the City Council, may appoint the position
of City Administrator for service until the end of the Mayor's term of office, unless removed
pursuant to law; and,
WHEREAS, a City Administrator may be employed pursuant to a negotiated contract as
authorized by §2-35; and,
WHEREAS, the Mayor has recommended Patrick Brown's appointment as City
Administrator effective September 23, 2025; and,
WHEREAS, Patrick Brown has accepted said offer and is prepared to start work
immediately at Step 9 of the City Administrator salary table, and,
WHEREAS, an authorized employment contract will be negotiated which includes no
additional benefits except for adjustments to leave balances and accrual rates, and an assurance
that should a subsequent Mayor opt not to reappoint Patrick Brown to serve as City Administrator,
unless removed from service by Council for cause, he shall be entitled to resume his current
position as Assistant City Administrator which shall be held open for up to the first two years of
the next Mayoral term to facilitate this option for continued service; and,
WHEREAS, Neb. Rev. Stat. §16-308 and Grand Island City Code §2-30 require that any
appointment that may be made by the Mayor shall be subject to the approval of City Council.
NOW, THREREFORE, BE IT RESOLVED BY THE COUNCIL AND MAYOR OF THE
CITY OF CITY OF GRAND ISLAND as follows:
1. That Patrick Brown is hereby duly appointed the City Administrator for the City of
Grand Island, Nebraska, until the end of the Mayor's term of office.
2. That the Mayor and City Attorney may negotiate and execute a final employment
contract as authorized by law subject to the authorizations contained within this
Resolution.
