WHEREAS, the urbanized area of Grand Island has reached the threshold as
classified by the United States 2010 census of being an Urbanized Area (UZA), with 50,000
residents or more; and
WHEREAS, Grand Island Area Metropolitan Planning Organization(GIAMPO)is
the designated Metropolitan Planning Organization (MPO), as set forth in the United States
Department of Transportation (US DOT) issued regulation 23 CEF 450.310, covering the UZA
which includes portions of Hall County and Merrick County, the Village of Alda and the City of
Grand Island; and
WHEREAS, the City is recognized as a direct recipient in the Urbanized Area for
FTA awards and funding under Section 5307 of the Federal Transit Act, as amended, and operates
the public transportation system for the urbanized area of Grand Island; and
WHEREAS,On May 22,2018,via Resolution No.2018-143,City Council approved
the original Memorandum of Agreement for Transportation Planning and Programming between the
GIAMPO,the City of Grand Island,and the Nebraska Department of Transportation(NDOT); and
WHEREAS, such agreement allowed GIAMPO and the City to carry out public
transit planning in compliance with regulations and guidelines of the Federal Highway
Administration(FHWA) and Federal Transit Administration(FTA); and
WHEREAS,Amendment No. 1 to the original Memorandum of Agreement with the
Grand Island Area Metropolitan Planning Organization Relating to Public Transit Planning is
necessary to update Section 1.3 to read as follows:
Duration—The duration of this Agreement will be from the effective date until a new Memorandum
of Understanding is signed by the Parties that supersedes this Agreement or until otherwise
amended or terminated. If this Agreement has not been superseded, amended or otherwise
terminated within 10 years, this Agreement will automatically terminate on May 30, 2028, 10 years
after the identifying date of this Agreement.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE CITY OF GRAND ISLAND,NEBRASKA, that the City of Grand Island be, and hereby is,
authorized to enter into the Memorandum of Agreement Amendment No. 1 with the Grand Island
Area Metropolitan Planning Organization.
BE IT FURTHER RESOLVED,that the Mayor is hereby authorized and directed to
execute such amendment on behalf of the City of Grand Island and that the City Clerk shall store,
retain,and make available for access all related and herein referenced documents in the same manner
as contract and agreements are retained.
