Mayor Roger Steele called the meeting to order at 7:00 p.m.

7.h) Comments by Newly Elected Officials.
Newly Elected Officials thanked the citizens of Grand Island and expressed their excitement to
serve the City.
7.i) Election of City Council President.
Councilmember Lanfear nominated Mark Stelk. Councilmember Haase nominated Jack Sheard.
Councilmember Nickerson moved that nominations cease. The City Clerk prepared and distributed
ballots.
City Clerk Jill Granere called for the ballot. It was reported that Councilmember Jack Sheard had
received 6 votes and Councilmember Mark Stelk received 4 votes. Mayor Steele declared
Councilmember Sheard the new Council President for 2025.

Motion by Mitchell Nickerson, second by Mike Paulick to approve CONSENT AGENDA. Roll

9.a) #2024-285 -Approving the City of Grand Island's Conflict of Interest Policy

City Attorney Kari Fisk reported pursuant to changes in Federal grant receipts and Federal funding
policies, the City of Grand Island must adopt a formal written Conflict of Interest Policy. New
changes in the Federal system require that a copy of the City's Conflict of Interest Policy be
provided when Federal funding was obtained for any project. The proposed policy was also in
compliance with requirements of the State of Nebraska Accountability and Disclosure
Commission. The policy governs all elected officials for the City and all City employees.
Councilmember Chuck Haase made a Motion to Amend #2024-285 to remove elected officials
from the policy. Councilmember Doug Lanfear seconded the motion.
Councilmember Chuck Haase discussed his concern on the policy. City Attorney Kari Fisk

explained the requirements were mandatory for Federal Funding and the legislative required both
appointed and elected officials be in the language of the policy.
Councilmember Mitchell Nickerson mentioned his concerns on the amendment and not being
able to get federal funding if the amendment was approved.
Roll Call on Amendment: Ayes: Chuck Haase, Mike Paulick and Doug Lanfear. Noes: Jack
Sheard,Mark Stelk,Jason Conley,Mitchell Nickerson,Doug Brown,Maggie Mendoza and Ryan
O'Neill. Motion failed.
Councilmember Jack Sheard mentioned conflict of interest and how to know when it becomes a
conflict and when the Conflict of Interest Forms need to be filled out. City Attorney Kari Fisk
answered questions for clarification.
Motion by Jack Sheard, second by Jason Conley to approve #2024-285 - Approving the City of
Grand Island's Conflict of Interest Policy. Roll Call: Ayes: Jack Sheard, Mark Stelk, Jason
Conley, Mitchell Nickerson, Doug Brown, Maggie Mendoza, Ryan O'Neill, Mike Paulick and
Doug Lanfear. Noes. Chuck Haase. Motion adopted.
9.b) #2024-328 -Approving_Labor Agreement between the City of Grand Island and the
International Brotherhood of Electrical Workers, Local 1597 Service/Clerical/Finance

Human Resource Director Aaron Schmid reported the City of Grand Island currently employs
approximately twenty-nine job classifications under the terms of the labor agreement with the
International Brotherhood of Electrical Workers (IBEW), Local 1597 Service/Clerical/Finance.
The labor agreement expired on September 30, 2024. After negotiations between the City and
IBEW, a tentative agreement had been reached for a new collective bargaining agreement.
Motion by Mark Stelk, second by Doug Lanfear to approve #2024-328 - Approving Labor
Agreement between the City of Grand Island and the International Brotherhood of Electrical
Workers, Local 1597 Service/Clerical/Finance. Roll Call: Ayes: Jack Sheard, Mark Stelk, Jason
Conley, Mitchell Nickerson, Doug Brown, Chuck Haase, Maggie Mendoza, Ryan O'Neill, Mike

9.c)#2024-329 -Approving Revised Personnel Rules and Regulations

Human Resource Director Aaron Schmid reported the City of Grand Island maintained a
Personnel Rules and Regulations manual for City employees. The document contained
information on personnel management, general policies, operations, leave policies and benefits.
Portions of the Personnel Rules and Regulations are also referenced in the Union labor contracts.

Changes to the Personnel Rules and Regulations require Council approval. The last revision to
the Personnel Rules and Regulations was on October 1, 2022. The primary updates aligned with
recent changes to the International Brotherhood of Electrical Workers (IBEW)
Service/Clerical/Finance collective bargaining agreement. Additional revisions clarify existing
procedures, ensuring greater clarity and alignment with current standards.

Public Works Director Keith Kurz reported State of Nebraska Statutes requirements must be met
in order for a municipality to qualify for an annual Street Superintendent Incentive Payment. The
office of Street Superintendent for the City of Grand Island, Nebraska must be appointed each
calendar year to allow the municipality to receive such payment.

Human Resource Director Aaron Schmid reported the City of Grand Island periodically revised
its salary ordinance to reflect updates necessary for accurate and fair employee compensation.
This revision aligns with recent changes to the collective bargaining agreement between the City
of Grand Island and the International Brotherhood of Electrical Workers Service/Clerical/Finance
Local No. 1597 (IBEW SCF), effective retroactively to October 1, 2024.
