WHEREAS, the City of Grand Island, Nebraska, operates an emergency 911 call
center (the Emergency Management/Communications Center) through an ongoing interlocal
agreement with Hall County as governed by the Interlocal Cooperation Act and as authorized by
the Nebraska Public Safety Communication Systems Act; and
WHEREAS, these functions are governed in whole or in part by a joint
management committee created pursuant to Neb. Rev. Stat. §13-801 et. seq. as amended from
time to time and authorizes the use of any power, privileges, or authority exercised by a public
agency to be exercised and enjoyed jointly with any other public agency, including those
necessary to carry out and effectuate its powers and purposes; and
WHEREAS, the joint committee is responsible for recommending and providing
policy direction, serves as an advisory committee governing the operations of the Emergency
Management/Communications Center, and in making budget recommendations for submission to
all involved entities governing bodies; and,
WHEREAS, all property acquired by the Emergency Management/
Communications Center is jointly owned by the City of Grand Island and Hall County pursuant
to this interlocal agreement; and,
WHEREAS, the interlocal agreement authorizes the director of the Emergency
Management/Communications Center to direct and manage all day-to-day operations, and to
account for all funds received and disbursed by the Center; and,
WHEREAS, the interlocal agreement directs that all expenditures be disbursed
through the City of Grand Island, subject to a 50%reimbursement by Hall County; and,
WHEREAS, the Department has coordinated with local agencies, including the
Grand Island Police Department, Grand Island Fire Department, and Hall County Sherrif s
Office to migrate public safety communications to the Statewide Radio System, managed by the
Nebraska OCIO and provided by Motorola Solutions,.
WHEREAS, in order to communicate via radio with surrounding departments the
City of Grand Island must upgrade their current equipment to be P25 complaint; and
WHEREAS, Motorola Solutions has provided a Proposal for a P25 Radio System
and 911 Dispatch Equipment, including the purchase and installation of the two ASR tower sites
and nine consoles for $3,247,961 using the Sourcewell Bidding Mechanism, and also provided a
one-time customer loyalty discount of$248,000, reducing the cost of tower sites and consoles to
$2,999,961; and
WHEREAS, Motorola Solutions has included in their Proposal ongoing
maintenance of hardware, software and radio management services over a period of 6 years
following installation for a total of$1,181,556, divided into annual installments.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL
OF THE CITY OF GRAND ISLAND, NEBRASKA, that Motorola Solutions Proposal for a P25
Radio System and Dispatch consoles for a total of$4,181,517 is hereby approved.
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed
to execute such grant applications on behalf of the City of Grand Island.
