10/22/2024 Resolutions 2024-269 RESOLUTION 2024-269 WHEREAS, the City of Grand Island, Nebraska, operates an emergency 911 call center (the Emergency Management/Communications Center) through an ongoing interlocal agreement with Hall County as governed by the Interlocal Cooperation Act and as authorized by the Nebraska Public Safety Communication Systems Act; and WHEREAS, these functions are governed in whole or in part by a joint management committee created pursuant to Neb. Rev. Stat. §13-801 et. seq. as amended from time to time and authorizes the use of any power, privileges, or authority exercised by a public agency to be exercised and enjoyed jointly with any other public agency, including those necessary to carry out and effectuate its powers and purposes; and WHEREAS, the joint committee is responsible for recommending and providing policy direction, serves as an advisory committee governing the operations of the Emergency Management/Communications Center, and in making budget recommendations for submission to all involved entities governing bodies; and, WHEREAS, all property acquired by the Emergency Management/ Communications Center is jointly owned by the City of Grand Island and Hall County pursuant to this interlocal agreement; and, WHEREAS, the interlocal agreement authorizes the director of the Emergency Management/Communications Center to direct and manage all day-to-day operations, and to account for all funds received and disbursed by the Center; and, WHEREAS, the interlocal agreement directs that all expenditures be disbursed through the City of Grand Island, subject to a 50%reimbursement by Hall County; and, WHERAS, pursuant to the 911 Service System Act, the Nebraska Public Safety Communication Systems Act, the interlocal agreement, and other applicable laws, resources including property, services, contracts, or equipment can, and must, be maintained that assist the 911 call center in its ability to determine the location at which 911 calls are made within the jurisdictions served by this interlocal agreement; and WHEREAS, in performance of the duties prescribed by and through the Interlocal Agreement, and other applicable state and federal laws, the Emergency Management/ Communications Center currently utilizes mapping software provided and maintained by GeoComm to indicate the location of 911 calls within Hall County; and WHEREAS, the current 5 year contract for 911 mapping software license and maintenance with GeoComm will expire in this year; and WHEREAS, the Grand Island Emergency Center operates 5 consoles at the main 911 facility and 4 consoles at the alternate in 911, all requiring adequate mapping software and maintenance; and, WHEREAS,the joint committee has made budgetary consideration for the ongoing maintenance of this jointly owned property and the Director has determined that the preservation of uniformity,coordination of machinery and equipment with equipment already installed,and the relative quality of the service provided, requires consideration of renewal of this ongoing contractual relationship; and, WHEREAS, a renewal contract proposal has been provided by GeoComm which will provide 5 years of software license and maintenance for all 9 consoles among the new and alternate 911 centers, totaling $80,501.67, with the first annual payment of $14,568.77 and subsequently increasing payments for year 2 through year 5 each year, paid through the landline and wireless E911 funds. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND,NEBRASKA,that pursuant to the authority granted by and through the interlocal agreement, 911 Service System Act, the Nebraska Public Safety Communication Systems Act, and other applicable laws. 1. The Mayor or Director of the Emergency Management/Communications Center is hereby authorized and directed to approve this contract with GeoComm for the amount of$80,501.67on behalf of the Emergency Management/Communications Center Adopted by the City Council of the City of Grand Island,Nebraska, October 22, 2024. 111 ' ;i ger G.
