10/22/2024 Resolutions 2024-262 RESOLUTION 2024-262 WHEREAS, the City's Utility Department utilizes a Computer Maintenance Management System ("CMMS") to facilitate asset management, work flow management, purchasing, project cost tracking,time allocation and, WHEREAS, Requests for Proposals were solicited and received on August 8,2024 seeking proposals from qualified software companies capable of customizing software and providing ongoing maintenance of a Computer Maintenance Management System; and, WHEREAS, the Request for Proposals required respondents to provide all-in pricing offering a turn-key solution for providing and implementing any proposed CMMS solutions; and, WHEREAS, a review of all qualifying responses was conducted and each solution exceeded the estimated cost of the project and available budgetary authority; and, WHEREAS, as a result all qualifying responses have been rejected in the best interest of the City as authorized by Grand Island City Code 27-14; and, WHEREAS, when all responses received contain a price which exceeds the estimated cost, Neb. Rev. Stat. §16-321(7) authorizes the mayor and city council to negotiate a contract in an attempt to complete the proposed improvement at a cost commensurate with the estimate given; and, WHEREAS, Grand Island City Code 27-7 authorizes, with the approval of City Council and the Mayor,the Purchasing Agent(City Attorney or designee)to delegate the authority to purchase certain items to other City officials, if such delegation is deemed necessary for the effective procurement of these items. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF GRAND ISLAND,NEBRASKA, that the City Attorney and Utilities Director are hereby authorized to engage in all necessary negotiations needed to complete the proposed development and implementation of a CMMS as needed to complete the proposed improvements at a cost commensurate with the estimate given and within budgetary authority; and, BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and directed to execute such contract on behalf of the City of Grand Island should negotiations conducted by the City Attorney and Utilities Director be successful, and to take all other actions necessary to effect the purpose of this resolution.
