The following City Council Members were present: Maggie Mendoza,Bethany Guzinski, Chuck
Haase, Jack Sheard, Mike Paulick, Michelle Fitzke, Mark Stelk, Mitchell Nickerson, and Doug
Lanfear.Jason Conley was absent.

City Clerk Jill Granere reported an application for a Class "D"Liquor License had been received
from Caguama Station, LLC, dba Caguama Station, 406 W. 4th Street. Ms. Granere presented the
following exhibits for record; application submitted to the Liquor Control Commission and
received by the City on June 17, 2024; notice to the general public of date, time, and place of
hearing was published on June 29, 2024; notice to the applicant of date,time and place of hearing
was mailed on June 17, 2024. Also submitted was liquor manager designation for Amanda
Sanchez.No public testimony was heard.
Motion by Jack Sheard, second by Doug Lanfear to approve #2024-157 - Approving
Request from Caguama Station, LLC, dba Caguama Station, 406 W 4th Street, for a Class
"D" Liquor License and Liquor Manager Designation for Amanda Sanchez. Roll Call:
Ayes: Maggie Mendoza, Bethany Guzinski, Chuck Haase, Jack Sheard Mike Paulick,
Michelle Fitzke, Mark Stelk, Mitchell Nickerson, and Doug Lanfear. Jason Conley was
absent. Motion adopted.
8. ORDINANCES
8.a) #9981 - Consideration of Amendment to Chapter 15 Electricity of the Grand Island
City Code to Adopt the 2023 National Electrical Code and clarify Utility Department standards.
Chief Building Official Ed Klimek reported that the proposed amendment to chapter 15 of the
Grand Island City code would adopt the current edition of the National Electric Code. The City's
electrical board had reviewed the 2023 NEC and recommended approval with the local
amendments as outlined in the proposed ordinance. The State of Nebraska Electrical Division had
granted the City of Grand Island delegated authority to conduct electrical inspection in the Grand
Island jurisdiction. The State had passed legislation adopting the 2023 National Electrical Code as
the state code. This would become effective on August 1, 2024. In order for Grand Island to
maintain an electrical inspection program, the jurisdiction must adopt the current state electrical
code. In addition, the Utilities Department had included changes to clarify the department's
standards for interconnected devices for Distributed Energy Resource devices generating or storing
electricity for domestic purposes.
Motion by Bethany Guzinski, second by Mike Paulick to suspend the rules - #9981 -
Consideration of Amendment to Chapter 15 Electricity of the Grand Island City Code to
Adopt the 2023 National Electrical Code and clarify Utility Department standards. Roll
