RESOLUTION 2024-111
WHEREAS, Thomas Lynn and Carlotta Hartman, are the owners of the following

WHEREAS,The Platte River Whooping Crane Trust,Inc is desirous of obtaining a
conservation easement from Thomas Lynn and Carlotta Hartman on real estate legally described
hereinabove and Thomas Lynn and Carlotta Hartman, as owners are desirous of selling a
conservation easement to The Platte River Whooping Crane Trust, Inc on real estate legally
described hereinabove; and
WHEREAS, The Platte River Whooping Crane Trust, Inc and Thomas Lynn and
Carlotta Hartman have submitted a request to the City of Grand Island for the approval of a
conservation easement on the real estate legally described hereinabove; and
WHEREAS,pursuant to NEB. REV. STAT. §76-2,112(2003),on March 27,2024,
the Grand Island City Council forwarded the easement request to the Hall County Joint Planning
Commission for their review and recommendations regarding the conformity of the proposed
acquisition to comprehensive planning for the area; and
WHEREAS,also pursuant to NEB.REV. STAT. §76-2,112(2003),on April 3,2024
the Hall County Joint Planning Commission recommended approval of the easement subject to a
condition that the easement begin at least 400 feet from the Locust Street right of way and that
Council approve the recommended changes to the Grand Island Future Land Use Map, at their
regularly scheduled meeting; and
WHEREAS, a modified easement request has been submitted allowing 400 feet
between the Locust right of way and the western edge of the easement; and
WHEREAS,prior to the adoption of this Resolution the Grand Island City Council
approved amendments to the Future Land Use Map for the City of Grand Island.
NOW,THEREFORE,BE IT RESOLVED by the Grand Island City Council that the
designated conservation easement on the real estate legally described hereinabove and as more
substantially set forth in the Conservation Easement Agreement attached hereto as Exhibit"A"and
incorporated herein by this reference, should be, and hereby is, approved.
