Notice appeared in the Grand Island Independent on September 19, 2022. A quorum present, President Jaime Parr called the meeting to order at 5:15 p.m. The following members were present: Sara White, Kari Hooker-Leep, Barbara Beck, Anna Stehlik and Beth Stecker. Celine Swan and Vaughn Minton were also present. Open Meetings Law Notice: Provided by President Jaime Parr. Public Participation: None Approval of Minutes: Motion by Anna Stehlik, seconded by Beth Stecker, carried unanimously to accept for filing the Minutes of the August 22, 2022 library board meeting. REPORTS: Approval of Financial Report: No reports available at this time. Approval of Bills Submitted: Motion by Barb Beck, seconded by Sara White, carried unanimously to accept for filing the August 23, 2022 and September 13, 2022 Bills Submitted. . Approval of Director’s Report: Motion by Kari Hooker-Leep, seconded by Anna Stehlik, carried unanimously to accept for filing the Director’s Report. Board Communications and Committee Reports: Jaime shared who will be responsible for certain sections of the Strategic Plan. She will send everyone an email with all this information. Call To Action For Each Month’s Meeting: Celine shared the Fall Newsletter and reminded the board of the NLA Conference. Police Substation: Celine informed the board that the library received the 3 bids and she and Police Chief Duering made a choice. The construction will hopefully begin in October has made a choice. Library – Fine Free: Motion by Anna Stehlik, seconded by Barb Beck, carried unanimously to accept for filing that the Library will be going fine free pending City Attorney approval. Beginning October 1, 2022 there will not be any fines for late items. We proposed a blanket waiver of fees to the Board and to also waive old library lost and damaged material charges on items prior to October 1, 2012. Board Approval for Reinstatement: Patron requesting reinstatement did not show up. Board Approval Needed for Policy Changes: *Public Relations Policy: Motion by Beth Stecker, seconded by Anna Stehlik, carried unanimously to accept for filing the updated Public Relations Policy. *Fines and Fees for Library Materials: Motion by Kari Hooker-Leep, seconded by Anna Stehlik, carried unanimously to accept for filing the updated Fines and Fees Policy. *Personnel Policy: Motion by Beth Stecker, seconded by Barb Beck, carried unanimously to accept for filing to withdraw this policy. Grand Island Regular Meeting - 10/17/2022 Page 5 / 30 2 *Edith Abbott Memorial Library Projects Fund (Donations): Motion by Anna Stehlik, seconded by Sara White, carried unanimously to accept for filing to withdraw this policy as it has all been spent down. Board Approval Needed for New Library Hours: New Proposed Library Hours are: Sunday 1 pm-5 pm Monday and Tuesday 9 am – 8 pm Wednesday and Thursday 9 am – 6 pm Friday 9 am – 5 pm Saturday 11 am – 3 pm Motion by Kari Hooker-Leep, seconded by Beth Stecker, carried unanimously to accept for filing the new proposed library hours. These hours will take effect per the Director’s discretion as new staff need to be hired in order for all shifts to be covered appropriately. 10/17/2022 Page 27 / 30 1 Quarterly Report of Household Library Cards Issued to Hall County Residents Outside of Grand Island JULY-SEPTEMBER 2022 To Hall County Board of Supervisors: As of October 1, 2022 there are a total of 1,232 Head of Household Hall County patron accounts. We added 28 new Head of Household accounts this past quarter between July 1 and September 30, 2022 and 2 cardholders were modified from other borrower types due to moving/change of address. This results in a net gain of 33 accounts from the previous report of 1,199 HCH accounts. Our automated reporting of household cards is based on one member of each household manually coded as “head of household” no matter how many in the household have cards. The Grand Island Public Library finished their Oceans of Possibilities Summer Reading Program for all ages on July 31. The Library continues to promote that Hall County residents can get their Library card for free. The Library went out to the O’Connor Learning Center in July to sign up families with Library cards, replace lost cards, and to promote the Library. In August, the Library visited JBS Swift for promotions. September was Library Card Sign-Up Month. We also had a Community Art Show with 22 local artists in September. The Library has offered Humanities Nebraska Prime Time Reading Program Series and is taking part in Grand Island 150 Events.
