MINUTES OF REGULAR LIBRARY BOARD MEETING
June 20, 2022
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted on Monday, June 20, 2022. Notice appeared in the Grand Island Independent on June 16,
2022. A quorum present, President Tanya Hansen called the meeting to order at 5:15 p.m. The following
members were present: Ed Meedel, Jaime Parr, Sara White, Kelli Arens, Ben Boeselager and Maria Lopez.
Celine Swan and Shaun Klee were also present.
Open Meetings Law Notice: Provided by President Tanya Hansen.
Public Participation: None
Approval of Minutes: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept for filing
the Minutes of the May 16, 2022 library board meeting.
REPORTS:
Approval of Financial Report: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept
for filing the April 2022 Financial Reports.
Approval of Bills Submitted: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept for
filing the May 24, 2022 and June 14, 2022 Bills Submitted.

Approval of Director’s Report: Motion by Kelli Arens, seconded by Ed Meedel, carried unanimously to accept for
filing the Director’s Report.
Board Communications and Committee Reports: Nothing to report at this time.
Call To Action For Each Month’s Meeting: Celine talked about certification hours and gave the board some
options and links to get their hours completed or to attend training. The board needs certification points per year.
We are currently certified through 2024.
Discussion for library possibly going fine free: Celine shared her research she did as far as contacting other
libraries that are fine free to get their input on how it is going. There was lots of positive feedback from those
libraries. She also mentioned possibly start charging for meeting room use as other libraries are doing that as
well. Motion by Ed Meedel, seconded by Sara White, carried unanimously to accept for filing the approval to go
fine free for all ages starting October 1, 2022 per approval by city council.
Police Substation: Celine gave an update and the foundation will pay up to $18,000 for this project and city hall
has required that we get bids. Celine will be working on getting the bids.
First Amendment Audit Discussion: Celine and staff have started the process for labeling areas in the library staff
only. We will need to have policy on videotaping in the library.
United for Libraries Virtual Conference: This will be held August 9-11 and registration is now open. The
Nebraska Library Commission has purchased a 2022 statewide registration for all library board members, library
directors, and staff, Friends and Foundations.

Motion by Ed Meedel, seconded by Kelli Arens, carried unanimously to accept for filing the Board Officers for
the next term.
Thank you to Outgoing Library Board Members: Ed Meedel, Kelli Arens, Maria Lopez, and Ben Boeselager
have finished their terms. To show our gratitude they were gifted an engraved charcuterie board that staff made
for them in our makerspace.
Next Meeting: Monday July 18, 2022 at 5:15 pm
There being no other business the meeting was adjourned at 6:27 p.m.

Approval of Director's Report
The Director's Report typically consists of:
1) a monthly report of programs and activities, public use of meeting spaces, library media, and
Librarians' Reports
2) a quarterly Report of Household Library Cards Issued to Hall County Residents Outside of Grand
Island provided in January, April, July and October of each year
3) a quarterly statistical usage report provided in February, May, August and November of each year
4) upon execution of agreement, regularly scheduled report of use of Grand Island Public Library
Foundation library support funds
5) upon publication, a Library newsletter
6) and additional administrative items of note, either in the agenda packet or discussed at the meeting.

• Media Report, Shaun and Laura Report
• Shaun/Celine/Laura working on updating library policies, Library Board approved Fine
Free and goes to the City Council, and First Amendment Audit Planning with Tanya working on the policy, staff have labeled all Staff Only areas
• Library page job opening and we have a new page starting in July and we have another opening
• Police Substation sponsorship, and other possibilities for JBS Swift to choose from working with Leigh, Libby from the city, Captain Jim Duering. Requested 2 more quotes
• 5 Summer temp workers are in place
• Shaun and Celine will attend ALA in Washington DC in June (grants)-update
• Library Board four members were chosen, approved by the Mayor, contacted and they accepted, letters went out to the ones not chosen
• Heartland Health weekly bilingual navigator with table to help patrons for free with Medicaid, Insurance, and other general assistance or can tell them who to contact
• Fall 150 Anniversary of the City
• Speakers are put in outside for crane sounds, outdoor announcements, music etc.
• Summer Reading Program, Makerspace, Beanstack going well
Upcoming-Library work
• Ordered ½ of the staff computers, and 2 teen computers, finished reports due for ARPA grants, and Greater Grand Island Laskowki Funding Grant, putting together the library security camera project, concrete replacement in drivethrough/garbage area received a
bid will do in the fall
• Clearing out the off-site storage on Front St. completely by the end of July as per finance’s request
• Outreach to St. Mary’s Saturday, July 30
• Grand Island 150 programming-update-See flyer in binder
• State Fair-will partner with the Spanish Day on Sunday, Sept 4
• Outreach to O’Conner Learning Center-ELC partnering. All school registration July 14/Literacy Summit in 2023
• GITV taping for the Tea Party Sept 12 9 am
• Update-Met with Comprise, and City IT/Shaun for plan for upgrading software, better wireless printing, reservations possible begin with teen computers, replacing Kiosk and Printer plan
• Foundation work with Leigh on sponsorships, grants, handouts, Booksale, 105 money
• Go before City Council on July 26 for budget planning including Fine Free
• Working on for library, signs, TLC adding Somali, and Arabic, Comprise has multi-languages, Signage.
• Alessandra/Laura are working on PSA’s for KRGI bilingual, and will work with Fiesta 94.5 Central Telemundo NE, a new station coming in on 4th St.

Household Library Cards

To Hall County Board of Supervisors:
As of July 1, 2022 there are a total of 1,199 Head of Household Hall County patron accounts.
We added 25 new Head of Household accounts this past quarter between April 1 and June 30,
2022 and 2 cardholders were modified from other borrower types due to moving/change of
address. This results in a net gain of 23 accounts from the previous report of 1,176 HCH
accounts.
Our automated reporting of household cards is based on one member of each household
manually coded as “head of household” no matter how many in the household have cards.
The Grand Island Public Library kicked off their Oceans of Possibilities Summer Reading
Program for all ages. The library continues to promote that Hall County residents can get their
library card for free. Check out the many resources available from www.gilibrary.org. We have
also added a new database called Alldata for car repair that may be used inside the library, new
makerspace equipment for digitizing old VHS to digital formats, digital media equipment, and
patrons may now check out video games.
