MINUTES OF REGULAR LIBRARY BOARD MEETING
May 16, 2022
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted on Monday, May 16, 2022. Notice appeared in the Grand Island Independent on March
12, 2022. A quorum present, President Tanya Hansen called the meeting to order at 5:15 p.m. The following
members were present: Ed Meedel, Jaime Parr, Sara White, Kelli Arens, Ben Boeselager and Maria Lopez.
Celine Swan and Vaughn Minton were also present.
Open Meetings Law Notice: Provided by President Tanya Hansen.
Public Participation: None
Approval of Minutes: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept for filing
the Minutes of the April 18, 2022 library board meeting.
REPORTS:
Approval of Financial Report: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept
for filing the March 2022 Financial Reports.
Approval of Bills Submitted: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept for
filing the April 26, 2022 and May 10, 2022 Bills Submitted.

Approval of Director’s Report: Motion by Kelli Arens, seconded by Ed Meedel, carried unanimously to accept for
filing the Director’s Report.
Board Communications and Committee Reports: Nothing to report at this time.
Planning for Strategic Plan: The Strategic Plan has been finalized and was passed out to the board.
Police Substation: Celine gave an update on the progress of the Police Substation and working on a corporate
sponsorship possible from JBS Swift with Leigh from the Foundation and Libby from the city, and Captain
Duering GIPD with this on the list.
Call To Action For Each Month’s Meeting: Go Big Give reminder for the Library Board to share. Keep the
discussion on FTE’s going to encourage people to contact the City Council.
Board Approval for Reinstatement: Curtis Wright did not show.
Discussion and approval needed on Library and Archives Opt-Out Form: The Copyright Alternative in Small-
Claims Enforcement Act of 2020 allows a library or archives that does not wish to participate in proceedings
before the Copyright Claims Board to preemptively opt out of such proceedings. Motion by Jaime Parr, seconded
by Ben Boeselager, carried unanimously to accept for filing the Library and Archives Opt-Out Form.
Discussion for library possibly going fine free: The board is discussing going fine free. They will discuss further
at the June meeting.

Approval of Director's Report
The Director's Report typically consists of:
1) a monthly report of programs and activities, public use of meeting spaces, library media, and
Librarians' Reports
2) a quarterly Report of Household Library Cards Issued to Hall County Residents Outside of Grand
Island provided in January, April, July and October of each year
3) a quarterly statistical usage report provided in February, May, August and November of each year
4) upon execution of agreement, regularly scheduled report of use of Grand Island Public Library
Foundation library support funds
5) upon publication, a Library newsletter
6) and additional administrative items of note, either in the agenda packet or discussed at the meeting.

• Shaun/Celine/Laura working on updating library policies, looking at Fine Free, and First
Amendment Audit Planning with Tanya
• Working with Library Foundation for Crane-Outdoor Sound, Sponsorships, Leigh and
Celine took out bookmarks to GI Convention and Visitor’s Bureau, Daily Dose, and Chamber of Commerce
• Seed Exchange, Pollination Display, Celine did outreach to two St. Mary’s Bilingual Masses, handed out 400 packets of seeds, talked about the library, card, SRP
• Laura received an additional $1,000 for her Youth Grant from the Nebraska Lib. Comm.
• City IT updated Kiosks Laura updated signs. We saved thousands of dollars, Digital Media Lab is available-Irasema working on promotions
• John Galbraith Art Show-May, Kim Dinsdale is sponsoring the Sheldon Art Photography
• Library page job was filled mid-May and we have another opening
• Makerspace worked with H3C to press t-shirts for around 100 Care providers from GI/Hall County May 1 and 2, CCC classes in Makerspace
• Go Big Give promos on May 1, plant exchange
• May 5 Go Big Give shredding event, BOGO Booksale, Sponsorship work, Video promos
• Strategic Plan and news release came out 5/9/2022, have printed copies now
• 13 Library Board Interviews
Upcoming-Library work
• Police Substation sponsorship, and other possibilities for JBS Swift to choose from. Working with Leigh, Libby from the city, Captain Jim Duering
• 5 Summer temp workers are in place
• Shaun and Celine will attend ALA in Washington DC in June (grants)
• Working on Fine Free research, First Amendment Audits, budget work with finance/3 city council members-FTE’s for 2022-2023
• Library Board four members were chosen, approved by the Mayor, contacted and they accepted, letters went out to the ones not chosen
• Heartland Health weekly bilingual navigator with table to help patrons for free with Medicaid, Insurance, and other general assistance or can tell them who to contact
• Fall 150 Anniversary of the City
• Working on getting ½ or all of the staff computers replaced, library security cameras, concrete replacement in drivethrough and garbage area
• Speakers are put in outside for crane sounds, outdoor announcements, music etc.
• Summer Reading Program, Makerspace, Beanstack going well
• Grand Island Children’s Museum had stakeholder meetings at the Library for the Community
