MINUTES OF REGULAR LIBRARY BOARD MEETING
December 20, 2021
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted on Monday, November 20, 2021. Notice appeared in the Grand Island Independent on
December 16, 2021. A quorum present, President Tanya Hansen called the meeting to order at 5:15 p.m. The
following members were present: Ed Meedel, Jaime Parr, Sara White, and Maria Lopez. Celine Swan, Shaun
Klee and Vaughn Minton were also present.
Open Meetings Law Notice: Provided by President Tanya Hansen.
Public Participation: None
Approval of Minutes: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept for filing
the Minutes of the November 15, 2021 library board meeting.
REPORTS:
Approval of Financial Report: None available at this time
Approval of Bills Submitted: Motion by Ed Meedel, seconded by Maria Lopez, carried unanimously to accept for
filing the November 23, 2021 and December 14, 2021 Bills Submitted.

Approval of Director’s Report: Motion by Ed Meedel, seconded by Jaime Parr, carried unanimously to accept for
filing the Director’s Report.
Board Communications and Committee Reports: Nothing to report at this time.
Planning for Strategic Plan: Tanya will have the minutes ready for approval at January’s Meeting.
Annual Report Planning: Celine is working on the annual report and will have it ready for the board at January’s
Meeting.
Self Checkout Approval: Motion by Ed Meedel, seconded by Jaime Parr, carried unanimously to accept for filing
the resolution go to council.
Next Meeting: Monday January 24, 2021 at 5:15 pm

Approval of Director's Report
The Director's Report typically consists of:
1) a monthly report of programs and activities, public use of meeting spaces, library media, and
Librarians' Reports
2) a quarterly Report of Household Library Cards Issued to Hall County Residents Outside of Grand
Island provided in January, April, July and October of each year
3) a quarterly statistical usage report provided in February, May, August and November of each year
4) upon execution of agreement, regularly scheduled report of use of Grand Island Public Library
Foundation library support funds
5) upon publication, a Library newsletter
6) and additional administrative items of note, either in the agenda packet or discussed at the meeting.

• Strategic Plan Retreat Saturday, Dec 4
• Met with City IT Dec 29 to address all of the needs of the Library
• Went to City Council Board Meeting for two resolutions to be approved: changing custodian position to maintenance 1 and passing the Bibliothecha SelfCheckout Project. Both were approved.
• Bygone Bookclub had 20 for the Coney Island Program
• Working with the Nebraska Department of Labor, partnership for job seekers
• DAR shelves-1 section came in that they purchased for the Heritage Room
• Winter Break, and Santa Program
• Pioneer Consortium Fiduciary Agent Change transferred to Nebraska Library Comm.
Upcoming-Library work
• Ray will install bollards, need to train with HVAC Honeywell Replacement
• Laura received the 2022 ARPA Youth Grant for Excellence $3,247 and we ordered 6 computers for teens using this grant and other ARPA grant money
• Leigh wrote a Youth Grant from the Greater Grand Island Foundation to supplement the additional teen materials-Wacon tablets, and Makerspace items needed-interview with
• Partnership Makerspace Programs with Central Community College February-May 2022. CCC Promotional Book went out to over 35,000 people
• Shaun/Celine working on updating library policies with Tanya and Ben waiting to work on after Strategic Plan
• Ray and temp-Robert have loaded up Better Books for pickup. 4 pallets.
• Advertised-Replacement of Custodian Position with Maintenance Worker I
• Library Annual Report to the Library Board to approve and get an affidavit and present to
the City Council at Feb 8 meeting.
• Planning for Bear Fair first week in April, Summer Reading Programs
• 10 to Try Winter Reading Challenge with Beanstack in January 2022 for adults

Wednesday, December 29 10:30am
Kids experienced real musical instruments and made a maraca craft. Isaac Sulzle from Yandas Music in
town brought in guitars, drums, a ukulele, and a keytar. I brought in an accordion, a harp, a bowed
psaltery, an autoharp, a djembe, a jig doll, an ocarina, a tin whistle, and a recorder. Shaun lent a
kalimba (thumb piano).

Present: Tanya Hansen, Celine Swan, Laura Fentress, Ed Meedel, Jaime Parr, Kelli Arens, Maria Lopez,
Ben Boeselager, Sara White, Joe Cook and Nancy Broich.
Tanya opened up by going around the room and asking everyone to share what their own 5 year plan for
the library looks like. Some ideas include:
-Outside area for teens, coffee and a work area
-Book drop on the northwest side of town
-Regular field trips
-Bookmobile as a 2nd location
-More community outreach
-Meeting spaces utilized more
-Workshops for Makerspace
-Recording Studio
-Have designated quiet area in Children’s
-More technology being utilized
-Fix problems with computers so reference area can be utilized easier
-More staff and more hours
-Picture of staff with their titles displayed somewhere in the library
-New security gates
-Teen computers are old need new ones

-Patrons want more hours and for us to be open 7 days per week

Introduction

Director’s Desk
Library Director Celine Swan
The Library Had an Innovative Year
The Grand Island Public Library has
continued to operate during the ongoing
COVID-19 Pandemic by being open and
providing much needed services to the
public.
We have continued to meet the public’s
needs by providing in-person, virtual, and
hybrid services and programming.
The future of the Library includes challenges
with reduced staffing and, as a result, reduced
operating hours. As patrons continue using
the Library, more programming, expanded
open hours including nights and weekends,
and additional services will become a
necessity.
The Library is not just a place for books. We
serve many, many patrons, and our Library
and staff have evolved to serve the times.
In spite of the challenges, we accomplished
many things:
• Replacement of an out-of-date HVAC system
• Appointment of Laura Fentress as the new Youth & Family Services Librarian
• Selection of a new and improved Integrated Library System and Public Catalog
• Completion of the children’s outdoor Learn-ing & Discovery Center
• Increased social media presence
• Expanded community partnerships with organizations across Grand Island and across Nebraska
• Grand Island Public Library Board began working on the newest Strategic Plan

Catalog Migration
In December 2020, a team of library staff members including Director
Celine Swan, Librarian Shaun Klee, Library Assistant IIs Lori Medlin
and Jeanne Simons, and Library Assistant Is Nicole Roundy and
Lindsay Wassinger began exploring options to replace the previous
Integrated Library System (ILS) and Public Catalog.
After demonstrations of many great products, the selection
committee recommended migration from PTFS Bibliovaiton to The
Library Corporation’s (TLC) Library•Solution. Migration to the new
system began in Spring 2021, was completed on August 9, 2021.
Patrons and staff began using the new system the very next day,
August 10.
Highlights of Library•Solution include:
• Text Message notifications
• Improved public catalog searching and experience
• Integration of Overdrive titles with the catalog
• Dedicated children’s catalog
• Enhanced content including cover images and reviews

Technology
Overhaul
GIPL began a massive overhaul of technology,
from catalog to computers .
The first major project was a long overdue
review and replacement of the Integrated
Library System software and Public Catalog
(see page 6).
A new document scanning station was
added in the fall replacing slow, outdated
flatbed scanners. The new Envisionware
Library Document Station scans to email,
an external storage device, or cloud storage
in just a few easy steps.
Thanks to numerous grants, the long
overdue process of replacing the public
computers began. The Adult Computer
Area was the first area in which new
computers were added.
Plans for the upcoming months include
replacement of the remaining public and
staff computers, and upgrading the RFID
security and self-checkout system with
new equipment. New technology for the
Library’s Makerspace area is also in the
works.

Programming this fiscal year was a combination of online, hybrid, and in-person. We had a full schedule of events for patrons of all ages.
KIDS’ & TEENS’Winter and spring programming for ages 0 to 18 was largely virtual including hybrid Winter Break 2020 and virtual Bear Fair. Summer and fall 2021 saw the gradual return of in-person programming and regular in-person events including storytimes and Teen Library Council. Our 2021 Victorian Tea Party remained virtual.
SUMMER READING 2021Virtual programsCheckers Library TV: Weekly educational videos for kids starring Checkers the Inventor and his robot sidekick Snoozer.
Preschool Storytime: Weekly videos with a story and related craft. Craft kits were offered for pick-up so kids could create along with the video.
Baby & Toddler Storytime: Weekly songs, rhymes, bounces, and stories for ages 0-2.
In-Person programsPartnerships: Parks & Rec Kinder Camp outreach and outdoor Storytimes and crafts.
Family Storytime: Outdoor storytime and
crafts in the new Early Literacy Outdoor Discovery Area.
Teen Crafts & STEM: Guest presentations and Makerspace events for teens and tweens to craft and create.
ADULTSAdults enjoyed a robust series of events, including:
Book ClubsAdult Book Club and To Read or Not To Read resumed in-person meetings. In partnership with local organizations a new Bygone Book Club, dedicated to discussing historical books of Grand Island and Central Nebraska began.
Author VisitsOne Book, One Nebraska 2021 author James Kimble, and USA Today bestselling author Alex Kava joined us for virtual author talks during Summer Reading. Local author Jeff Barnes presented a lecture about the Historical Markers of Nebraska.
Heritage HourGIPL, Hall County Historical Society, Prairie Pioneer Genealogical Society, and the Betsey Hagar DAR chapter began a popular monthly program dedicated to family and local history topics.
