Staff Contact: Grand Island Regular Meeting - 11/18/2019 Page 3 / 55 Library Board Monday, November 18, 2019 Regular Meeting Item B1 Approval of Minutes of October 21, 2019 Staff Contact: Grand Island Regular Meeting - 11/18/2019 Page 4 / 55 CITY OF GRAND ISLAND GRAND ISLAND PUBLIC LIBRARY BOARD OFFICIAL PROCEEDINGS MINUTES OF REGULAR LIBRARY BOARD MEETING October 21, 2019 Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public Library was conducted in Meeting Room A of the Library on Monday, October 21, 2019. Notice appeared in the Grand Island Independent on October 17, 2019; and was posted on October 17, 2019. A quorum present, President Ed Meedel called the meeting to order at 5:30 p.m. The following members were present: Kelli Arens, Tanya Hansen, and Maria Lopez. Also present were Steve Fosselman, Library Director and Vaughn Minton, City Council liaison. Open Meetings Law Notice: Provided by President Ed Meedel. Public Participation: None Approval of Minutes: Motion by Tanya Hansen, seconded by Kelli Arens, carried unanimously to accept for filing the Minutes of the September 16, 2019 library board meeting. REPORTS: Approval of Financial Report: No financials available from City Hall. Approval of Bills Submitted: Motion by Kelli Arens, seconded by Maria Lopez, carried unanimously to accept for filing the September 24, 2019 and October 8, 2019 Bills Submitted. Approval of Director’s Report: Motion by Tanya Hansen, seconded by Jaime Parr, carried unanimously to accept for filing the Director’s Report. The board discussed a reformatted report for the October 2019 meeting. Board Communications and Committee Reports: Discussion took place regarding a proposed three year contract with the County. The County Board instead approved a one year contract at $25,000 with no cap on household card use. Execution of Library Services Interlocal Agreement with Hall County: The one year contract with Hall County was approved in September and ready to be signed. Signatures were obtained from the Board President and Secretary and City Council consideration of the contract will take place at their October 22, 2019 meeting. Library Board Vacancy: At the time of the meeting there has been one application submitted to fill Sapna Purawat’s position on the board. Kelli Arens, Maria Lopez and Steve Fosselman will interview that and any new candidates before the November board meeting. Next Meeting: Monday, November 18, 2019 at 5:30 pm. In keeping with previous funds received from the Foundation, this grant of $4,905.00 has been placed in the City's 295 Special Projects fund that states "The City of Grand Island acts only as the paying agent through which donations and expenditures pass through. Library Projects are designated as per Library Board Policy". The Library Funds Policy states "Any other donations or funds acquired in the city’s Special Revenue Fund for the library’s benefit shall be designated and expended solely for their stated purposes." It is appropriate for the Library Board to approve the designation and expenditure of this grant for the purpose of promoting reading and literacy. Staff Contact: Tanya Hansen, Ben Boeselager Grand Island Regular Meeting - 11/18/2019 Page 42 / 55 1 Makerspace Use Policy Draft November 18, 2019 Grand Island Public Library’s Makerspace is a collaborative learning environment with a variety of equipment and resources where the focus is to create, invent, tinker, explore, and discover. The Makerspace is one of several learning centers within the Library that furthers the mission of lifetime learning and literacy. The Makerspace may be used for lawful purposes only. Patrons are prohibited from creating items that are: • Prohibited by federal, state, or local laws or regulations; • Unsafe, harmful, dangerous, or that otherwise pose a threat to the immediate safety of others including weapons or parts of weapons of any kind; • In violation of intellectual property rights including copyrighted, trademarked, or patented items or designs; • In violation of the Library’s Public Access Computers policy. The final determination will be made by Library staff as to the suitability of items to be created in the Makerspace. All Library policies, rules of conduct, and posted safety instructions apply to the Makerspace. Patrons may not modify any Makerspace hardware or equipment or download any unauthorized software on Makerspace computers. Patrons are responsible for having their own method of external storage (USB flash drive, cloud storage, etc.) for digital creations. Flash drives are available for purchase from the Reference Desk. Library staff members are available to provide basic assistance/troubleshooting of Makerspace equipment. Library staff cannot provide in-depth training on Makerspace technology or software. Depending on staff availability and the nature of the request, one-on-one appointments through the Library’s “Book-A-Librarian” service may be made for training on Makerspace equipment. There are also regularly scheduled classes on various pieces of equipment. Patrons shall follow all posted operation instructions, safety instructions, and verbal safety requests from Library staff at all times while in the Makerspace. Certain equipment may require use of personal protective equipment (e.g. closed-toed shoes, safety goggles, etc.). Patrons unable or unwilling to follow safety instructions will not be able to use the Makerspace. Fees are not charged for Library programs. Any non-program uses are subject to Board-approved fees. Grand Island Regular Meeting - 11/18/2019 Page 43 / 55 2 Hours of operation will be posted and subject to change depending on availability of qualified/trained staff, programming needs, etc. To reserve equipment, interested patrons can contact the Library to set up a mutually-agreeable time. Unless participating in a Library program, no one under Grade 6 in school may use the Makerspace. Non-program Makerspace users are required to have a Grand Island Public Library card in good standing, to take any required machine-specific training, and to sign a waiver to be kept on file at the Library. Signature by a parent or guardian is necessary for patrons in Grades 6 through 12. Patrons Grades 6 through 8 may use the Makerspace if supervised at all times by a trained adult over the age of 18. Attached to this policy is a current list of Makerspace equipment and resources, as well as time limits and other procedures for their use. This list is subject to change as the Makerspace develops. Steve has worked with the Library Board in the past to understand both Chapter 51 and Chapter 16 models, and it is recommended that the Library Board be proactive in any subsequent discussions. The intended process for this discussion includes three parts: 1) November 2019 (a) Discussion of key difference between Chapter 51 and Chapter 16 models, and how libraries in cities of the first class (including Grand Island) are formed under one or the other chapter. (b) Discussion of two Council meetings in 2012 regarding appointment of department directors. At that time the Library's Chapter 51 structure was clearly laid out to all members of Council. Some of the members have changed, some remain the same. It’s a good primer that appeared to be satisfactory to all Council members at the time.
