MINUTES OF REGULAR LIBRARY BOARD MEETING
September 16, 2019
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted in Meeting Room A of the Library on Monday, September 16, 2019. Notice appeared in
the Grand Island Independent on September 12, 2019; and was posted on September 12, 2019. A quorum
present, President Ed Meedel called the meeting to order at 5:30 p.m. The following members were present: Kelli
Arens, Tanya Hansen, Ben Boeselager, Maria Lopez, Jaime Parr and Sapna Purawat. Also present were Steve
Fosselman, Library Director and Vaughn Minton, City Council liaison.
Open Meetings Law Notice: Provided by President Ed Meedel.
Public Participation: None
Approval of Minutes: Motion by Tanya Hansen, seconded by Maria Lopez, carried unanimously to accept for
filing the Minutes of the August 19, 2019 library board meeting.
REPORTS:
Approval of Financial Report: Motion by Ben Boeselager, seconded by Sapna Purawat, carried unanimously to
accept for filing the July 2019 Financials.
Approval of Bills Submitted: Motion by Ben Boeselager, seconded by Sapna Purawat, carried unanimously to
accept for filing the August 27, 2019 and September 10, 2019 Bills Submitted.
Approval of Director’s Report: Motion by Tanya Hansen, seconded by Jaime Parr, carried unanimously to accept
for filing the Director’s Report. The board discussed a reformatted report for the October 2019 meeting.
Board Communications and Committee Reports: Discussion took place regarding a proposed three year contract
with the County. The County Board instead approved a one year contract at $25,000 with no cap on household
card use.
Consideration of Contract with Hall County: Motion by Tanya Hansen, seconded by Ed Meedel, carried
unanimously to accept the one year contract as approved by the County, with no cap on household card use, under
the revised terms and conditions.
Discussion of FY 2019-2020 Budget Proposal: The City Council approved the budget on September 10 after
eliminating the 7.75 FTE's previously added to the budget in August. This affected the library's increase of .80
FTE even though there had been no impact to the budget. This brings the library's FTE budget and organization
chart back to status quo 23.5 FTE.
Acceptance of Letter of Resignation for Sapna Purawat: Ed Meedel presented Sapna Purawat with a certificate of
appreciation for her service to the library and community, and board members expressed their gratitude and best
wishes to Sapna and her family.

Execution of Library Services Interlocal Agreement with Hall County
Having approved a one year contract with Hall County at the September Library Board meeting, the
contract is now ready for signing by the Board President and Secretary. City Council consideration of
this contract will take place at their October 22, 2019 meeting.

Library Board Vacancy
After the resignation of Sapna Purawat, Library Director Steve Fosselman provided the City Clerk with
details of the Library Board vacancy to post. In addition, this vacancy has been posted inside the library
and Library Board members are encouraged to seek applicants. It is normal for a vacancy to remain
open until filled, with a committee of the Library Board determining the process to recommend a
preferred candidate to the entire Library Board. Upon approval, the recommendation is forwarded to
the Mayor for his approval and City Council confirmation.
