MINUTES OF REGULAR LIBRARY BOARD MEETING
June 17, 2019
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted in Meeting Room A of the Library on Monday, June 17, 2019. Notice appeared in the
Grand Island Independent on June 13, 2019; and was posted on June 13, 2019. A quorum present, Vice President
Kelli Arens called the meeting to order at 5:39 p.m. The following members were present: Jaime Parr, Tanya
Hansen, and Sapna Purawat. Steve Fosselman, Library Director was also present.
Open Meetings Law Notice: Provided by Vice President Kelli Arens.
Public Participation: None
Approval of Minutes: Motion by Sapna Purawat, seconded by Jaime Parr, carried unanimously to accept for
filing the Minutes of the May 20, 2019 library board meeting.
REPORTS:
Approval of Financial Report: City Finance has not completed the April 2019 Financial Reports.
Approval of Bills Submitted: Motion by Sapna Purawat, seconded by Jaime Parr, carried unanimously to accept
for filing the May 28, 2019 and June 11, 2019 Bills Submitted.
Approval of Director’s Report: Motion by Jaime Parr, seconded by Tanya Hansen, carried unanimously to accept
for filing the Director’s Report.
Board Communications and Committee Reports: Tanya Hansen reported on a June 11, 2019 Interlocal Agreement
committee meeting with Hall County, and the County’s offer of $25,000 payment to the library annually for two
years with no cap on household cards. The library board committee comprised of Tanya Hansen, Ben Boeselager
and Jaime Parr will continue negotiations with a counter offer as discussed and report back.
Approval of Election of Officers: Motion by Sapna Purawat, seconded by Jaime Parr, carried unanimously to
approve the election of Ed Meedel, President; Kelli Arens, Vice President; and Tanya Hansen, Secretary to serve
a second term from July 1, 2019 through June 30, 2020.
Discussion of FY 2019-2020 Budget Proposal: The Library 100/400 Fund Budget Proposal May 2019 submitted
by Steve Fosselman to City Administration was discussed. Further changes will be reported to the library board.
Discussion of Makerspace Policy: Board reviewed a draft of a Makerspace policy to be referred to committee.
Next Meeting: Monday, July 15, 2019 at 5:30 pm.
There being no other business the meeting was adjourned at 6:42 p.m.

New information is attached. Previous discussion included the placement of library FTE needs on a City
Administration list with other personnel needs for short and long-range planning purposes. However, at
present the only method to be listed is to submit a formal FTE request, which has been done. Additional

ACCOUNT NUMBER: 10044301.85105 JUSTIFICATION (This information will be included in budget discussions with Council): Since 2010, library staffing has decreased from 27.348 FTE down to 23.5 FTE due to budget decreases. At one time, the library requested 1.5 more FTE and that request was approved. However, subsequent budget decreases brought the library back down to 23.5 FTE and has remained that way since. In this past decade, the library’s hours of service have decreased from 70 to the current 62 per week and the library’s outreach-vehicle based services inside Grand Island were eliminated. The requested restoration of 1.5 FTE will bring back at least 3 hours of service per week depending on model chosen, and will restore Grand Island neighborhood, care center and community activity library outreach activities that were curtailed in 2010. Recent work with Grow Grand Island and transportation studies has demonstrated this community’s need for neighborhood library services. With only one library facility, there are many parts of this community that are not adequately served with essential literacy and learning resources and programs offered by the library. Obtaining an outreach vehicle through donations and securing staffing for this service will rectify this decade-old problem and help the library and community realize its GILIBRARY 2020 goals. Discussion of Library Hours
The library now has a standard year-round schedule of 62 hours per week based on our personnel count
of 23.5 FTE. A decade ago, the FTE count was 27.348 and we were open 70 hours per week. It is
appropriate to discuss potential increases in hours if and when some or all of these FTE are restored.

Discussion of Makerspace Policy
Since the last meeting, further staff work has been done on the policy including a standard waiver, and
the City Attorney's office is reviewing. The policy will then be referred to committee and final action will
take place at the August 2019 meeting, but further discussion is encouraged at this meeting.
