MINUTES OF REGULAR LIBRARY BOARD MEETING
April 16, 2018
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted in the Meeting Room of the Library on Monday, April 16, 2018. Notice appeared in the
Grand Island Independent on April 12, 2018; and was posted on April 12, 2018. A quorum present, President
Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Tanya Hansen, Sapna
Purawat, Kelli Arens, Ed Meedel, Rebecca Rosenlund and Rob Czaplewski. Steve Fosselman, Library Director
was also present.
Open Meetings Law Notice: Provided by President Alan Lepler.
Public Participation: None
Approval of Minutes: Motion by Ed Meedel, seconded by Rob Czaplewski carried unanimously to accept for
filing the Minutes of the March 19, 2018 library board meeting.
REPORTS:
Approval of Financial Report: Motion by Tanya Hansen, seconded by Rob Czaplewski carried unanimously to
accept for filing the February 2018 Financial Reports.
Approval of Bills Submitted: Motion by Tanya Hansen, seconded by Rob Czaplewski carried unanimously to
accept for filing the March 27, 2018 and April 10, 2018 Bills Submitted.
Approval of Director’s Report: Motion by Tanya Hansen, seconded by Rob Czaplewski carried unanimously to
accept for filing the Director’s Report.
Board Communications and Committee Reports: Update on building renovation included bid advertisement on
April 17, bid opening on May 15 and anticipated bid award in June with groundbreaking at end of July. The board
has also met its 20 continuing education hours required for recertification.
NEW BUSINESS:
Approval of Revision to Meeting Room Policy: Motion by Ed Meedel, seconded by Rebecca Rosenlund carried
unanimously to approve the drafted revision to the Meeting Room Policy.
Approval of Specialized Adult Service Areas Policy: Motion by Ed Meedel, seconded by Sapna Purawat to
approve the drafted revision to the Specialized Adult Service Areas Policy as changed to strike the word
“however” at the end of the second sentence. Members Sapna Purawat, Kelli Arens, Ed Meedel, Rebecca
Rosenlund and Rob Czaplewski voted aye. Member Tanya Hansen voted no. Motion adopted.
Discussion of Revision to Policy on Smoking: Board members will continue discussion with a potential decision
in May. Steve will meet with a representative of Tobacco Free Hall County to gather more information.
Next Meeting: Monday, May 21, 2018 at 5:30 pm.
There being no other business the meeting was adjourned at 6:40 p.m.

Discussion of Revision to Policy on Smoking
Current policy indicates that during library programs conducted outside, our exterior smoking area will
be designated as non-smoking. This should be sufficient enforcement as Board discussion continues on
possible revisions to policy and as operational changes are made to the exterior seating. Referral to
committee is recommended after this month's discussion with a goal of policy revision in June for the
remainder of the Summer Reading Program or in July prior to commencement of the renovation project.

Approval of Recommendations for Library Board Four Year Terms
Commencing July 1, 2018
As per Library Board Bylaws: Board Members are eligible to serve two consecutive full four-year terms
(serving as a replacement for an unexpired term of a resigning board member does not constitute a full
term).
Alan Lepler and Becky Rosenlund will be finishing their second term on the board at the end of June
2018 and will be leaving the board. Ed Meedel and Kelli Arens are finishing their first full terms at this
time. Several applications were received and Alan Lepler and Tanya Hansen have conducted interviews
with recommendations to be made at the board meeting. The board’s approved candidates will then
be forwarded as recommendations to Mayor Jensen and presented to the City Council on June 12.

City administration has indicated its budget goal for each department limited to a 2% increase including
personnel costs. This agenda item provides the Board an opportunity to indicate its desired library
