MINUTES OF REGULAR LIBRARY BOARD MEETING
February 26, 2018
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted in the Meeting Room of the Library on Monday, February 26, 2018. Notice appeared in
the Grand Island Independent on February 22, 2018; and was posted on February 22, 2018. A quorum present,
President Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Rob
Czaplewski, Tanya Hansen, Sapna Purawat, Kelli Arens, Rebecca Rosenlund. Steve Fosselman, Library Director
and City Council Member Julie Hehnke were also present.
Open Meetings Law Notice: Provided by President Alan Lepler.
Public Participation: None
Approval of Minutes: Motion by Rob Czaplewski, seconded by Kelli Arens carried unanimously to accept for
filing the Minutes of the January 16, 2018 library board meeting.
REPORTS:
Approval of Financial Report: Motion by Rob Czaplewski, seconded by Kelli Arens carried unanimously to
accept for filing the December 2017 Financial Reports.
Approval of Bills Submitted: Motion by Rob Czaplewski, seconded by Kelli Arens carried unanimously to accept
for filing the January 23, 2018 and February 13, 2018 Bills Submitted.
Approval of Director’s Report: Motion by Rob Czaplewski, seconded by Tanya Hansen carried unanimously to
accept for filing the Director’s Report.
Board Communications and Committee Reports: Nothing to report at this time.
NEW BUSINESS:
Approval of Designated Spaces Policy: After some discussion it was decided a little more research would be
required before approving this agenda item. Motion by Rob Czaplewski, seconded by Tanya Hansen carried
unanimously to table this agenda item until the March 2018 Library Board Meeting.
Board Certification Training Session: Board certification is part of the Nebraska Library Commission public
library accreditation process. Short training sessions will take place at each board meeting for the next few
months. A 15 minute video on the roles of a board member was shown to the board at this meeting to begin this
process, and a listing of respective responsibilities for library board, director, foundation and friends was
distributed. Each board member has been given additional resources to complete before the next meeting.
Next Meeting: Monday, March 19, 2018 at 5:30 pm.
There being no other business the meeting was adjourned at 6:28 p.m.

Approval of Designated Spaces Policy
Tabled from the February meeting, library board approval is now sought for a Designated Spaces Policy
after review by our City Attorney. Research has been conducted on public library policies of this nature,
and most use language similar to the proposed draft.

Designated Spaces Policy
PROPOSED March 19, 2018
The Library reserves the right to limit access and use of designated spaces designed for specific
audiences and/or purposes.
The Library recognizes that certain areas have been designed to promote learning and may have
time, place, and manner of use limits to promote orderly access of such areas by their intended
audience for their intended purpose, and for the efficient use of Library resources by Library
patrons.
Existing policies cover limited use/access areas such as meeting rooms and children’s/teen areas.
In addition, the Library Director is authorized to develop and amend rules pertaining to the
utilization of any other designated spaces. The Director may delegate this authority to staff
members in their various areas of responsibility.
All such designated spaces rules are to be displayed within the designated spaces.

Board Certification Training Session on Open Meetings Act
Last month we began a series of basic trustee training as part of the library board accreditation
process. Our first session was on the roles of a library trustee with a 15-minute video and assigned
resources for all board members to complete and record.
This month our session pertains to the Nebraska Open Meetings Act. We'll begin with a short portion of
a February 16, 2018 webinar sponsored by the Nebraska State Bar Association. This and another

Discussion of Interlocal Agreement with Hall County and Referral to
Committee
Our two-year agreement with Hall County for county-wide library card access is nearing the three-
quarter point. At the end of December 2017 the number of household cards was 652, an increase of 63%
from the October 2016 baseline of 400. With the next report coming out on March 31, this is an
appropriate time for referral to committee in preparation for negotiations with Hall County as part of
their budget process.
