MINUTES OF REGULAR LIBRARY BOARD MEETING
January 16, 2018
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted in the Meeting Room of the Library on Tuesday, January 16, 2018. Notice appeared in the
Grand Island Independent on January 12, 2018; and was posted on January 12, 2018. A quorum present,
President Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Ed Meedel,
Rob Czaplewski, Kelli Arens, Rebecca Rosenlund. Steve Fosselman, Library Director was also present.
Open Meetings Law Notice: Provided by President Alan Lepler.
Public Participation: None
Approval of Minutes: Motion by Ed Meedel, seconded by Rob Czaplewski carried unanimously to accept for
filing the Minutes of the December 18, 2017 library board meeting.
REPORTS:
Approval of Financial Report: Motion by Ed Meedel, seconded by Rob Czaplewski carried unanimously to
accept for filing the November 2017 Financial Reports.
Approval of Bills Submitted: Motion by Ed Meedel, seconded by Rob Czaplewski carried unanimously to accept
for filing the December 19, 2017 and January 9, 2018 Bills Submitted.
Approval of Director’s Report: Motion by Kelli Arens, seconded by Becky Rosenlund carried unanimously to
accept for filing the Director’s Report.
NEW BUSINESS:
Board Communications and Committee Reports: Nothing to report at this time.
Approval of Nebraska Statutes 51-212 Annual Report for 2016-2017 and GILIBRARY 2020 Highlights for 2017:
Motion by Becky Rosenlund, seconded by Ed Meedel carried unanimously to accept for filing the Approval of
Nebraska Statutes 51-212 Annual Report for 2016-2017 and GILIBRARY 2020 Highlights for 2017.
Discussion of Library Board Member Terms: Both Alan Lepler and Rebecca Rosenlund finish their second and
final terms in June 2018. Ed Meedel and Kelli Arens will have completed their first terms at that time and are
eligible to be reappointed. Ed Meedel indicated he would like to be reappointed and Kelli Arens will let the board
know at our February meeting. Alan Lepler will form an ad-hoc committee to bring any recommendations for
appointment and/or replacement to the full board.
Discussion of Nebraska Library Commission Accreditation Process: The library’s three-year accreditation is up
for renewal on October 1, 2018. Steve will brief the board members on preparing for accreditation by the
September board meeting.
Next Meeting: Tuesday, February 19, 2018 at 5:30 pm.
There being no other business the meeting was adjourned at 6:05 p.m.

RENOVATION PRE-
CONSTRUCTION … THE SHAPE
OF THINGS TO COME
You might have heard that we decided to wait a bit longer on our
renovation construction project. Originally scheduled to start in
January, we are now expecting to break ground toward the end of July
so our summer reading programs kids and teens can take part. Then
the construction can begin full-swing in August.
There’s no reason to stop our progress, however. In January we
started revamping our Teen area. We’re definitely no longer calling the
shape of teen services “square” as in the present 40 foot square. We
have a new shape, at least our teen materials are now at an angle and
no longer behind pillars (that will be going away). This leaves more
room for collaboration
and makerspace
activities as we get
ready of our summer
reading program.
We’ve received a lot of
nice comments about
the new, more
accessible space for
our teen shelves. Now
they are at the edge of
the teen space so they are available for everyone even though the
seating, tables, computers and other spaces within the teen area are
still just for the tweens and teens. And we’d like to see a lot of you teens
use this space during Spring Break!

Designated Spaces Policy
PROPOSED February 26, 2018
The Library reserves the right to limit access and use of designated spaces designed for specific
audiences and/or purposes.
The Library recognizes that certain areas have been designed to promote learning and may have
time, place, and manner of use limits to promote orderly access of such areas by their intended
audience for their intended purpose, and for the efficient use of Library resources by Library
patrons.
Existing policies cover limited use/access areas such as meeting rooms and children’s/teen areas.
In addition, the Library Director is authorized to develop and amend rules pertaining to the
utilization of any other designated spaces. The Director may delegate this authority to staff
members in their various areas of responsibility.
All such designated spaces rules are to be displayed within the designated spaces.

Board certification is part of the Nebraska Library Commission public library accreditation process.
Short training sessions will take place at each board meeting for the next few months. Each session,
