Notice appeared in the Grand Island Independent on June 15, 2017; and was posted on June 15, 2017. A quorum present, President Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Ed Meedel, Rebecca Rosenlund, Tanya Hansen, and Kelli Arens. Steve Fosselman, Library Director was also present. Open Meetings Law Notice: Provided by President Alan Lepler. Public Participation: None Approval of Minutes: Motion by Ed Meedel, seconded by Kelli Arens carried unanimously to accept for filing the May 2017 Consideration of Minutes. REPORTS: Approval of Financial Report: Motion by Ed Meedel, seconded by Kelli Arens carried unanimously to accept for filing the May 2017 Financial Reports. Approval of Bills Submitted: Motion by Ed Meedel, seconded by Kelli Arens carried unanimously to accept for filing the May 23 and June 13, 2017 Bills Submitted. Approval of Director’s Report: Steve asked Celine Swan to join us and she was recognized for all of her contributions and leadership here at the library. Motion by Ed Meedel, seconded by Becky Rosenlund carried unanimously to accept for filing the May 2017 Directors Report. NEW BUSINESS: Board Communications and Committee Reports: Continued work by Building Committee on renovation project. Ed Meedel stated things are moving along smoothly with the next phase of the renovation getting ready to start. Approval of Revision to Library Funds Policy: Steve enclosed a copy showing the revisions in this packet for approval by the board. Motion by Tanya Hansen, seconded by Ed Meedel carried unanimously to accept for filing the revision to the Library Funds Policy. Approval of Reserving Balance of Myrtle Grimminger Estate in 295 Fund for Library Renovations: In preparation for the following year’s budget and in recognition of the library’s board’s renovation needs and concepts plan, library board approval was sought to reserve the balance of these estate funds for library renovations, as well as any future renovation related monies deposited into the fund. Motion by Ed Meedel, seconded by Tanya Hansen carried unanimously to accept for filing the approval of reserving the balance of the Myrtle Grimminger Estate in 295 fund for library renovations. Discussion of FY 2017-18 Budget Process: Continuing item. Next Meeting: Monday, July 17, 2017 at 5:30 pm. Soon after arriving, the Library Assistant II’s, Librarians and I (MST) had an organizational meeting and I have provided all staff with our new organization chart and other organizational structures in place. Following is our current organizational chart. 2.Renovation Project Moving Forward The Library Board building committee, Librarians and I met with representatives of The Clark Enersen Partners (TCEP) on July 13 to keep moving ahead on this project. We are meeting again on July 25. That morning we will be conducting a focus group meeting on the Makerspace as well as a staff input session. In the afternoon, we will continue schematic design. We believe we are still on target for substantial completion in February 2018. We will have more information to share with board and staff soon. 3.Summer Reading Program Close to End Teen After Hours is this Thursday evening and we are having our final Mega Monday program next week with the Summer Reading Program winding down with Movie Mania Week. These funds would be placed in the Special Projects (295) fund, and would be timed so that the donations would be on the Library Board agenda and be on record. The Foundation would provide a letter specifying what the donation is to be used for, i.e. programming expenses (all this is to be worked out). Staff Contact: Grand Island Regular Meeting - 7/17/2017 Page 26 / 30 1 Library Funds Policy Revised July 17, 2017 In carrying out its state statute and city code responsibilities, the Grand Island Public Library board of trustees shall have exclusive control of expenditures and of all money collected or donated to the credit of any of the library fund(s) established within the City of Grand Island, while conforming with standard operating procedures of the City of Grand Island in terms of budget formation and adoption, fund accounting, claims payment and other city departmental procedures. The Library Board authorizes the Library Director or his/her designee to prepare all claims for approval by the Library Board President and authentication by the Library Board Secretary. The Library Board shall exercise monthly review and approval for filing of those expenditures that have been paid out by the treasurer of the City of Grand Island, in order to ensure that taxes levied or collected, and funds donated or in any way acquired within the City of Grand Island for the erection, maintenance, or support of the Grand Island Public Library are not used or disbursed for any other purpose or in any other manner. Donations from the Myrtle Grimminger estate in the Edith Abbott Memorial Library project fund of the city’s Special Revenue Fund shall be designated solely for building, furnishing, equipment and grounds enhancements, or special library programming, outside the scope of the Library’s general fund budget. Prior to procurement of specific enhancements or programs, appropriate plans shall be developed and presented as needed for Library Board approval. Any other donations or funds acquired in the city’s Special Revenue Fund for the library’s benefit shall be designated and expended solely for their stated purposes. The Grand Island Public Library Foundation, Inc. primarily provides non-cash support for library services that are outside the scope of the City of Grand Island library general fund(s) budget. The designation of any cash support from the Grand Island Public Library Foundation, Inc. shall be approved for filing by the Library Board. A Library Trust Fund within the City of Grand Island administers a donation by the Charlotte Abbott Trust as an endowment for the library. Upon Library Board approval, proceeds are to be periodically used for the purchase of books while maintaining the principal of the fund. No other funds are administered, controlled or accounted for by the Library Board, including funds residing with of the Grand Island Public Library Foundation, Inc. The Foundation primarily provides non-cash support for library services that are outside the scope of the City of Grand Island library fund(s). Grand Island Regular Meeting - 7/17/2017 Page 27 / 30 Library Board Monday, July 17, 2017 Regular Meeting Item F3 Approval of Letter Acknowledging Donation of Mark Twain Bench Approval is recommended to authorize the board president to send a donation acknowledgement letter to Raymond and Jennifer O'Connor. They are donating a bronze Mark Twain bench to the library, which will be placed in late fall 2017 after exterior renovations have taken place. This donation is part of the Grow Grand Island initiative to encourage more public art in highly visible locations throughout our community. The first City Council budget work session will be held on Tuesday, July 18 at 6:00 pm at the Nebraska Building State Fair Board Room. Discussion will include general fund expenses including recommendations for staffing and operational changes and recommendations for increasing the general fund revenue to balance the budget.
