Notice appeared in the Grand Island Independent on May 18, 2017; and was posted on May 18, 2017. A quorum present, President Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Ed Meedel, Rebecca Rosenlund, Rob Czaplewski, and Kelli Arens. Steve Fosselman, Library Director and Julie Hehnke were also present. Open Meetings Law Notice: Provided by President Alan Lepler. Public Participation: None Approval of Minutes: Motion by Ed Meedel, seconded by Kelli Arens carried unanimously to accept for filing the April 2017 Consideration of Minutes. REPORTS: Approval of Financial Report: Motion by Rob Czaplewski, seconded by Kelli Arens carried unanimously to accept for filing the April 2017 Financial Reports. Approval of Bills Submitted: Motion by Rob Czaplewski, seconded by Kelli Arens carried unanimously to accept for filing the April 25 and May 9, 2017 Bills Submitted. Approval of Director’s Report: Motion by Rob Czaplewski, seconded by Becky Rosenlund carried unanimously to accept for filing the April 2017 Directors Report. NEW BUSINESS: Board Communications and Committee Reports: Continued work by Building Committee on renovation project. Approval of FY 2017-18 Fee Schedule: Steve enclosed a copy of the fee schedule for approval by the board. Librarian Position Our new Adult and Technical Services Librarian will be starting on July 5. Shaun Klee is currently the Technology and Information Services Librarian at Beatrice Public Library where he: • Supervises all aspects of the integrated library system (Koha), including cataloging materials of all formats, running statistical reports, and daily user upgrades • Supervises Heritage Room and Cultural Arts level of the library • Provides genealogy and local history reference, staffing and volunteer supervision, and digital content • Trains staff and the public on all aspects of technology and Makerspace area • Performs all aspects of reference services including reference, research, readers’ advisory, and collection development and maintenance • Coordinates with the Friends of the Library to organize book sales • Plans, publicizes, and presents adult programming • Compiles statistics in conjunction with Library Director for annual statistical report While working toward his Masters in Library Science in 2015, Shaun was a Library Associate at Pioneer Library System in Norman, OK. Before that, he was a Circulation Clerk at Grand Forks (ND) Public Library. During the recruitment process, I worked with City HR to enable us to hire at either the Librarian I or II classification. This provided us with a larger pool of highly qualified applicants who did not have sufficient supervisory experience. Shaun will start as a Librarian I, but since this is a “journey” position, I will be determining at a later time his qualifications for advancement to Librarian II. We are excited to have Shaun join our staff and expect that he will be hitting the ground running. 2. Library Assistant II Development, Recognition of Librarian Celine Swan, and a Few Words about Culture Our recent staff reorganization has included cultivation of the coordination role in our Library Assistant II job description. Our three LA II’s - Becky, Elle and Jeanne - are doing an excellent job! Our other LA II Kristy left us and we haven’t replaced her since we are facing budget cuts. We may advance an LA I to LA II in the future even though we probably won’t replace the FTE. In the meantime, I want to recognize Librarian Celine Swan for her excellent work not only as Youth and Family Services Librarian, but as a supervisor and an integral part of my management team. She has been serving as direct supervisor of all the LA I’s, II’s and Pages while the LA II’s provide less formal functional supervision of the tasks assigned to LA I’s and Pages. Celine and I team up in assigning and training the LA II’s. I believe our organization is simpler, clearer and better off today than in the past due to every staff member’s dedication, creativity, unique skills and teamwork, as well as steady reliance on our learning organization culture. This serves us well during the stress of budget constraints being positively, routinely and expertly handled by the Mayor, City Administrator and Department Directors who do not in any way espouse a culture of overspending as unnecessarily depicted lately. We instead maintain our library’s longstanding active culture to continually move our services and employees forward to meet the needs of our community. Renovation Project Moving Forward The contract with The Clark Enersen Partners (TCEP) was approved at the June 13 City Council meeting, details at https://agendamanagement.blob.core.windows.net/agenda-1000-public/meeting/132742/20170613-100_19.pdf. We have set the project milestones so that design work starts this month, construction commences in October and substantial completion is by February 2018. I will be working soon to set up a kick-off meeting for the design phase with TCEP, several staff members and the Library Building Committee. After that, we will be scheduling focus-group sessions on the teen/makerspace area as well as any area in which additional public feedback is desired. Additional staff/committee meetings with the design team will take place as design evolves into a construction bid package. I will serve as owner’s representative and will routinely involve the Library Building Committee, library staff, City Administration and Council liaison Julie Hehnke in communications about project progress and decisions. A monthly summary will also be provided prior to each library board meeting. The project will be a featured item on our website as well as social media, and we will develop in-library displays, GITV and media attention. 4. Progress with GIPS on Mobile Makerspace Celine and I were on hand when the school system’s mobile makerspace was delivered and we are part of the team to get it in service this summer. We’ve scheduled four library visits during Summer Reading Program events. More details will be available at the meeting. 5. Staff Contact: Grand Island Regular Meeting - 6/19/2017 Page 30 / 33 1 Library Funds Policy Approved Revised July 18, 2016 June 19, 2017 In carrying out its state statute and city code responsibilities, the Grand Island Public Library board of trustees shall have exclusive control of expenditures and of all money collected or donated to the credit of the library fund(s) established within the City of Grand Island, while conforming with standard operating procedures of the City of Grand Island in terms of budget formation and adoption, fund accounting, claims payment and other city departmental procedures. To expedite the process of claims payment, Tthe Library Board authorizes the Library Director or his/her designee to prepare and authenticate all claims for payment approval by the Library Board President and authentication by the Library Board Secretary. The Library Board shall exercise monthly review and approval for filing of those expenditures that have been paid out by the treasurer of the City of Grand Island, in order to ensure that taxes levied or collected, and funds donated or in any way acquired within the City of Grand Island for the erection, maintenance, or support of the Grand Island Public Library are not used or disbursed for any other purpose or in any other manner. Donations from the Myrtle Grimminger estate in the Edith Abbott Memorial Library project fund of the city’s Special Revenue Fund shall be designated solely for building, furnishing, equipment and grounds enhancements, or special library programming, outside the scope of the Library’s general fund budget. Prior to procurement of specific enhancements or programs, appropriate plans shall be developed and presented as needed for Library Board approval. Any other donations or funds acquired in the city’s Special Revenue Fund for the library’s benefit shall be designated and expended solely for their stated purposes. A Library Trust Fund within the City of Grand Island administers a donation by the Charlotte Abbott Trust as an endowment for the library. Upon Library Board approval, proceeds are to be periodically used for the purchase of books while maintaining the principal of the fund. No other funds are administered, controlled or accounted for by the Library Board, including funds of the Grand Island Public Library Foundation, Inc. The Foundation primarily provides non-cash support for library services that are outside the scope of the City of Grand Island library fund(s). The Grand Island Public Library greatly appreciates the support of the Grand Island Public Library Foundation, Inc. and its donors and Friends. Grand Island Regular Meeting - 6/19/2017 Page 31 / 33 Library Board Monday, June 19, 2017 Regular Meeting Item F2 Approval of Reserving Balance of Myrtle Grimminger Estate in 295 Fund for Library Renovations There are sufficient funds in this year’s 29555001.85042 budget from the Myrtle Grimminger estate to award the architectural services contract to The Clark Enersen Partners. In preparation for the following year's budget and in recognition of the library's board's renovation needs and concepts plan, library board approval is sought to reserve the balance of Myrtle Grimminger estate funds (estimated at $630,000 after payment of architectural fees) for library renovations, as well as any future renovation-related monies deposited to this fund. While reservation of these funds is sought at this time, exact amounts needed for this renovation project and their source of funding including Grand Island Public Library Foundation fundraising will be determined at a later time through the process of design and construction bidding to assure sufficient non-tax funding.
