MINUTES OF REGULAR LIBRARY BOARD MEETING
March 27, 2017
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted in the Meeting Room of the Library on Monday, March 27, 2017. Notice appeared in the
Grand Island Independent on March 23, 2017; and was posted on March 24, 2017. A quorum present, President
Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Ed Meedel, Rebecca
Rosenlund, Rob Czaplewski, Kelli Arens and Tanya Hansen. Steve Fosselman, Library Director and Julie
Hehnke were also present.
Open Meetings Law Notice: Provided by President Alan Lepler.
Public Participation: None
Approval of Minutes: Motion by Ed Meedel, seconded by Rebecca Rosenlund, to accept for filing the February
2017 Consideration of Minutes. Alan Lepler, Ed Meedel, Rob Czaplewski and Kelli Arens voted yes. Tanya
Hansen abstained. Motion adopted.
REPORTS:
Approval of Financial Report: Motion by Ed Meedel, seconded by Rebecca Rosenlund carried unanimously to
accept for filing the February 2017 Financial Reports.
Approval of Bills Submitted: Motion by Ed Meedel, seconded by Rebecca Rosenlund carried unanimously to
accept for filing the February 28 and March 14, 2017 Bills Submitted.
Approval of Director’s Report: Motion by Tanya Hansen, seconded by Ed Meedel carried unanimously to accept
for filing the February 2017 Directors Report.
NEW BUSINESS:
Board Communications and Committee Reports: Ed Meedel and Rob Czaplewski noted they are still in the
process of going through RFP’S. They will keep the board informed as things move along. Steve will also be
meeting soon with Becky Rosenlund and Rob Czaplewski who are on the finance committee about the upcoming
fiscal year budget.
Discussion of FY 2017-18 Budget Process: Steve informed the board that the city administration has indicated a
$150,000 cut in the library budget will be necessary in the coming fiscal year in order to balance the city’s budget.
Discussion regarding cuts will continue to take place over the next few months.
There being no other business meeting was adjourned at 6:30 p.m. Next regular meeting will be: April 17, 2017
at 5:30.

Our library is joining thousands of other libraries across America in
this year’s celebration, as we offer an increasing variety of
“containers” for lifelong learning and literacy – from traditional fare
such as books to digital eBooks, eZines and so much more.
We join libraries and librarians that open a world of possibilities to
all of you through innovative STEAM programing, maker spaces,
job-seeking resources and the power of reading.
We join all our nation’s libraries that work to serve all members of
our increasingly diverse cities, towns and counties, offering services
and educational resources that transform communities, open minds
and promote American values of inclusion and diversity.
And we join every library that stands for free access to information
as well as the pursuit of authentic, verifiable facts for an informed
citizenry capable of handling real news as it happens in our precious
democracy.
This year our honorary National Library Week chair is Julie Foudy,
retired professional soccer player, two-time World Cup champion,
and a medalist in the 1996, 2000, and 2004 Olympics.
This soccer hall of famer, reporter, motivational speaker, sports
leadership academy founder, and head of the Julie Foudy
Leadership Foundation, works to empower young women from all
socioeconomic backgrounds to become leaders who positively
impact their communities. And you can add author to her resume
this May when her first book “Choose to Matter” comes out.

Approval of Reduction in Hours of Operation
Our library has adopted a uniform year-round schedule of hours open to the public. Due to forecasted
budget reductions, the library has not filled the equivalent of 1.5 FTE in vacant staff positions. The
Library Director recommends a reduction in hours of operation, effective Monday, April 24, 2017 as
attached.

forecasted budget reduction of $150,000, the library has not filled the equivalent of 1.5 FTE in
vacant staff positions. One FTE is in the Library Assistant position, the other 1/2 FTE in the

Past experience has shown us that reductions in hours of operation are necessary when
reductions in staffing occur during budget shortfalls. Like other departments, personnel costs are
the highest portion of our budget, and our operating budget is already significantly lower than it
was in 2010.
Any change in hours of operation affects library services since access equals opportunity for our
community. In years past we have started at the fringes of our schedule, and I recommend the
same practice as we solve immediate needs of:
• adequate coverage of service stations
• staff time needed for background tasks, prepare for programming, etc.
• good quality services while we are open
• general welfare, coordination and communication to support staff team efforts
As budget preparation proceeds, I will be making recommendations as needed to ensure the most
sustainable path forward in terms of library hours and services.

Partners, Lincoln, NE for Architectural Services – Design of
Renovations
The Library's Building Committee will be reporting its findings at the meeting, and is recommending
that the Library and City work toward a successful contract negotiation with The Clark Enersen
Partners, Lincoln, NE and with the goal of City Council contract approval within the next month.
