Notice appeared in the Grand Island Independent on December 15, 2016; and was posted on December 16, 2016. A quorum present, President Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Ed Meedel, Kelli Arens, Sapna Purawat, Rob Czaplewski, Rebecca Rosenlund and Tanya Hansen. Steve Fosselman, Library Director was also present. Open Meetings Law Notice: Provided by President Alan Lepler. Public Participation: None Approval of Minutes: Motion by Ed Meedel, seconded by Tanya Hansen, carried unanimously to accept for filing the November 2016 Consideration of Minutes. REPORTS: Approval of Financial Report: Motion by Tanya Hansen, seconded by Ed Meedel carried unanimously to accept for filing the November 2016 Financial Reports. Approval of Bills Submitted: Motion by Tanya Hansen, seconded by Ed Meedel carried unanimously to accept for filing the November 22 and December 13, 2016 Bills Submitted. Approval of Director’s Report: Motion by Tanya Hansen, seconded by Becky Rosenlund carried unanimously to accept for filing the November 2016 Directors Report. NEW BUSINESS: Board Communications and Committee Reports: Approval of Renovation Plans and Authorization to Proceed as per City Procurement Requirements: CMBA did a presentation of a Master Plan for the renovations of the library. Motion by Ed Meedel, seconded by Rob Czaplewski carried unanimously to accept for filing the Approval of Renovation Plans and Authorization to Proceed as per City Procurement Requirements. Approval of Agreement in Principal to Accept Donation of Mark Twain Sculpture: Motion by Tanya Hansen, seconded by Kelli Arens carried unanimously to accept for filing the Approval of Agreement in Principal to Accept Donation of Mark Twain Sculpture. In the near future we will be interviewing for the Librarian II opening. 2.County Interlocal Agreement Update We had a 16% increase in household card registrations in the first three months of our Interlocal Agreement. Our first report to the Hall County Board of Supervisors is attached. 3.Library Programs and Activities [from previous month, current month and next month] - attached Grand Island Regular Meeting - 1/23/2017 Page 27 / 37 1 Quarterly Report of Household Library Cards Issued to Hall County Residents Outside of Grand Island October – December 2016 In this first quarterly report of our Interlocal Agreement, I will provide a little background information along with the number of household cards issued. To foster patron use and convenience, generate meaningful statistics, eliminate future nonresident fee charges, and ensure that Wood River grant cardholders are not included in our analysis, we performed several tasks to recode active borrowers’ records and to grant courtesy renewal of cards for any Hall County borrower with a 2016 expiration date prior to October 1. Public awareness of this new service included several news stories and social media posts. Library staff members have been very effective in educating existing patrons and encouraging new card applications. Household Cards issued: Each quarter I will provide the number of household cards issued during that quarter along with a cumulative total for the end of the reporting period. I have started with the baseline of 400 – a beginning balance - that was used during budget discussions. At the end of December 2016 our statistical report shows a total of 462 Hall County household cards, yielding 62 household cards issued during the quarter. While this is an approximate number, future reports of household cards issued during the reporting period will be more precise now that we have the firm end of December 2016 total. Our common goal was to forge a new agreement for free library cards for citizens of Hall County outside the city of Grand Island. Effective October 1, a major GILIBRARY 2020 goal was met to get funding restored for this vital service. More Big News Establishment of uniform year- round hours by opening on Sundays in the summer. Increased partnerships to provide innovative community programming—some examples: Moonshell Council Munch and Learn sessions, Nebraska 150 programming partnership with Stuhr Museum and Hall County Historical Society, and Nebraska Warrior Writers Project partnership with Humanities Nebraska. 4,000 participants in three Summer Reading Programs. Initial work with City Public Information Office on library web sub-site to dramatically improve our Internet Branch in 2017. Continued improvements to Children’s Area in partnership with Sixpence program. Progress on implementing advanced technologies for more efficient patron services. Participation in UNL Innovation Campus satellite makerspace grant application –if funded in 2017, the library will become one of four in Nebraska to serve as a satellite community makerspace for the Nebraska Innovation Campus at UNL! Work on design concepts for needed facility improvements— four major areas are: 1) meeting rooms/Internet Café 2) Admin Area flip 3) Teen/Makerspace/ Study Rooms and 4) ADA parking and patron walkway access. Staff reorganization due to retirement of librarians Gerianne Pickering and Kathleen Nonneman—together they have served our library for almost 45 years.
