MINUTES OF REGULAR LIBRARY BOARD MEETING
November 21, 2016
Pursuant to due call and notice thereof, a Regular Meeting of the Library Board of the Grand Island Public
Library was conducted in the Meeting Room of the Library on Monday, November 11, 2016. Notice appeared in
the Grand Island Independent on November 16, 2016; and was posted on November 15, 2016. A quorum
present, President Alan Lepler called the meeting to order at 5:30 p.m. The following members were present: Ed
Meedel, Kelli Arens, Sapna Purawat, and Tanya Hansen. Steve Fosselman, Library Director and Julie Hehnke
were also present.
Open Meetings Law Notice: Provided by President Alan Lepler.
Public Participation: None
Approval of Minutes: Motion by Ed Meedel, seconded by Kelli Arens, carried unanimously to accept for filing
the October 2016 Consideration of Minutes.
REPORTS:
Approval of Financial Report: Motion by Tanya Hansen, seconded by Sapna Purawat carried unanimously to
accept for filing the October 2016 Financial Reports.
Approval of Bills Submitted: Motion by Tanya Hansen, seconded by Sapna Purawat carried unanimously to
accept for filing the October 25 and November 8, 2016 Bills Submitted.
Approval of Director’s Report: Motion by Ed Meedel, seconded by Sapna Purawat carried unanimously to accept
for filing the October 2016 Directors Report.

C1 - Director’s Report – Additional Information
1.Staff Reorganization
Since our last meeting, we have successfully advanced two employees to the Library Assistant II position, bringing us
up to our goal of four full-time employees in this classification. Training is underway and these four employees have
been incorporated into our MST (Management Support Team).
Recruiting now begins for the Librarian II opening. As mentioned last month, supervision of Zones A and B will
temporarily be my responsibility and Celine will continue to be in charge of Zone C. Celine’s working title
will be Youth and Family Services Librarian.
2.County Interlocal Agreement Update
I will have preliminary statistics to share at our meeting. A complete report will be sent to the County Board at the end
of December as per our interlocal agreement. Our first payment will be coming in early January 2017 from the county.

Approval of Renovation Plans and Authorization to Proceed as per
City Procurement Requirements
Work with both CMBA and Olsson on interior and exterior renovations is far enough along that it is now
appropriate to present conceptual drawings and other information for library board approval with the
intent of development into a building program document for presentation to the Grand Island City
Council at their January 17, 2017 study session. While no tax funds will be used for this project, City
Procurement rules will be followed as this will be a budgeted 295 fund expense.

Approval of Agreement in Principal to Accept Donation of Mark
Twain Sculpture
We have been informed that the Kaneko sculpture (approved by library board at 9/12/2016 meeting)
will not be donated to the library and will be placed elsewhere in the community. However, we have an
opportunity to accept a donation of a bronze Mark Twain bench sculpture by Utah artist Gary Lee Price.
The dimensions are 52" high X 60" wide and 38" deep. I will have additional information at the
meeting. A picture of the sculpture is attached.
