1. Call to Order.
This is a public meeting subject to the open meetings laws of the State
of Nebraska. The requirements for an open meeting are posted on the
wall in this room and anyone who would like to find out what those are
is welcome to read through them.

4.Public Hearing – Rezone - A request to rezone properties on a track of land
comprising a part of the West Half of the Northeast Quarter (W1/2 NE1/4), of
Section Twenty Two (22), Township Eleven (11) North, Range Nine (9) West
of the 6th P.M. in the City of Grand Island, from R1-Suburban Density
Residential Zone to R2-Low Density Residential Zone. (C-09-2013GI)
5.Final Plat – Pleasant View 16th Subdivision - located north of Fonner Park
Road and east of Pleasant View Drive, in Grand Island, Hall County,
Nebraska. Consisting of 8.809 acres and (31 Lots).
6.Final Plat – Summerfield Estates 8th Subdivision – located west of US
Hwy 281 and south of State Street, in the City of Grand Island, in Hall County,
Nebraska. Consisting of (27 Lots) and 12.22 acres.
7.Final Plat – Gloe Acres Subdivision - located south of Wildwood Drive and

The meeting of the Regional Planning Commission was held Wednesday, February 6, 2013, in
the Community Meeting Room - City Hall – Grand Island, Nebraska. Notice of this meeting
appeared in the "Grand Island Independent" January 26, 2013.

1.Call to order.
Chairman O’Neill called the meeting to order at 6:00 p.m.
2.O’Neill stated that this was a public meeting subject to the open meetings laws
of the State of Nebraska. He noted that the requirements for an open meeting
were posted on the wall in the room and easily accessible to anyone who may be
interested in reading them.
3. Minutes of January 2, 2013 meeting.
A motion was made by Bredthauer to approve the meeting minutes and
seconded by Ruge to approve the Minutes of the January 2, 2013 meeting as
mailed.

The motion carried with 8 members present and 8 voting in favor (McCarty,
Amick, Hayes, Haskins, Ruge, Snodgrass, O’Neill and Bredthauer).
4.Request Time to Speak.
John Kenna, 3241 Meadowlark Circle; Jim Brisnehan, 3927 Partridge Circle;
Karen Rathke, 3836 Meadowlark Circle; Adam Brosz, 3824 Sparrow Circle.
5. Public Hearing – Concerning adoption of the Grand Island 1 & 6 Year Street
Improvement Plan.
O’Neill opened the Public Hearing.
Shannon Callahan, Streets Superintendent, discussed the Grand Island 1 & 6
Year Street Improvement Plan.
Callahan briefed members on: 2013 Projects, which includes US Hwy 30
Drainage Improvements; Realign Walnut entrance at Custer and 15th with traffic
signal; Misc. Federal Aid Resurfacing at various locations; Capital Avenue
Widening, Webb to Broadwell; Broadwell Avenue Shoulder Improvement @
BNSF, Husker Highway from US Hwy 281 to Locust St.; Hwy 30 Relocation;
Hwy 30 Resurfacing; Hwy 281 in Grand Island & North and Blaine Street
Paving.
A motion was made by Snodgrass and seconded by McCarty, to recommend
approval of the Grand Island 1 & 6 Year Street Improvement Plan as submitted.
The motion carried with 8 members present and all voting in favor (McCarty,
Amick, O’Neill, Ruge, Hayes, Snodgrass, Haskins and Bredthauer) and no
member present voting against.
6.Public Hearing – Concerning adoption of the 1 & 6 Year Hall County Road
Improvement Plan. Casey Sherlock will review the 1 & 6 year road improvement plan
for Hall County.
Casey Sherlock presented the 1 & 6 year road plan to the Commission.
Amick asked Sherlock if he could make a recommendation to amend the 6 year road
plan to include the paving of south Locust 3 miles to the Adams County line and to
pave 2 miles of Rosedale Road east to south Locust, as this is consistent with the Hall
County Road Plan that was approved in 2004.
A motion was made by Amick and seconded by Hayes, to recommend an amendment
to the 6 year road plan to include the paving of south Locust 3 miles to the Adams

consistent with the Hall County Road Plan that was approved in 2004.

A motion was made by Amick and seconded by McCarty that the Hall County Board of
Supervisors approve the 1 & 6 year Hall County road improvement plan with the
amendment included as presented.
The motion carried with 8 members voting in favor (McCarty, Amick, O’Neill Ruge,
Hayes, Haskins, Bredthauer and Snodgrass) and no member voting against.
7.Final Plat – Summerfield Estates 8th Subdivision – located west of US Hwy 281 and
south of State Street, in the City of Grand Island, in Hall County, Nebraska. Consisting
of (27 Lots) and 12.22 acres.
John Kenna, 3841 Meadowlark Circle, spoke of the impact of this new proposal.
Drainage is an issue, would like a second opinion versus what Olsson’s is proposing
with the pipe to help stop the ponding. Kenna would like the City, the Developer and
Olsson’s find a solution that helps everyone alleviate this situation.
Jim Brisnehan, 3927 Partridge Circle, noted his house was one of the first houses built,
and has had water ponding is his backyard and with less than 1” of rain, he noted there
is 20’ of water standing, how will this be when it rains for a full day, potentially there is
a threat of water reaching the house and possibly flooding the basement.
Karen Rathke, 3836 Meadowlark Circle, noted when it rains there is lots of water
standing when there is a rain. This “patching” is not going to work when whatever is
downstream needs fixed first.
Adam Brosz, 3824 Sparrow Circle, commented he had 3-4’ of water ponding in his
backyard after a small rain, with anything more substantial he too has the threat of
water in his basement. Brosz would like a second opinion before this plan is approved.
A motion was made by Ruge to table this plat for 30 days to allow for further
review of the drainage issue. It was seconded by McCarty.
The motion carried with 8 members present and voting in favor (Haskins, Ruge,
McCarty, Snodgrass, O’Neill, Amick, Hayes and Bredthauer) and no member
present voting against.
8. Preliminary Plat Amendment – Summerfield Estates 9th Subdivision – located west
of US Hwy 281 and south of State Street, in the City of Grand Island, in Hall County,
Nebraska. This changes the configuration of the lots along Warbler Road and Meadow
Way Trail and adds a new cul-de-sac at Chukkar Circle. The streets and utilities will
function appropriately within the subdivision as proposed and it will allow the
developer to sell lots consistent with the current market conditions.
Final Plat – Summerfield Estates 9th Subdivision –
located west of US Hwy 281 and south of State Street, in
the City of Grand Island, in Hall County, Nebraska.
Consisting of (5 Lots) and 2.75 acres.

A motion was made by Bredthauer to approve the Preliminary Plat Amendment
and Final plat of Summerfield Estates 9th Subdivision as presented. It was
seconded by Ruge.
The motion carried with 8 members present and voting in favor (Haskins, Ruge,
McCarty, Snodgrass, O’Neill, Amick, Hayes and Bredthauer) and no member
present voting against.
9. Final Plat – Saint Lawrence Subdivision – located east of 60th Road and north
of Rainforth Road, in Hall County, Nebraska. Consisting of (1 Lot) and 8.13
acres.
A motion was made by Haskins to approve the plat of Saint Lawrence as
presented. It was seconded by Hayes.
The motion carried with 8 members present and voting in favor (Haskins, Ruge,
McCarty, Snodgrass, O’Neill, Amick, Hayes and Bredthauer) and no member
present voting against.
10.Planning Director’s Report
NPZA Conference will be in Kearney, March 27-29, 2013.
