The meeting of the Regional Planning Commission was held Wednesday, September
7, 2011, in the Community Meeting Room - City Hall – Grand Island, Nebraska.
Notice of this meeting appeared in the "Grand Island Independent" October 22, 2011.

1. Call to order.
Chairman O’Neill called the meeting to order at 6:00 p.m. He stated that this
was a public meeting subject to the open meetings laws of the State of
Nebraska. He noted that the requirements for an open meeting were posted
on the wall in the room and easily accessible to anyone who may be interested
in reading them.
2. Minutes of October 5, 2011 meeting.
A motion was made by Ruge to approve the meeting minutes and seconded by
Bredthauer, to approve the Minutes of the October 5, 2011 meeting as mailed.
The motion carried with 10 members present and 8 voting in favor (O’Neill,
Ruge, Eriksen, Bredthauer, Hayes, Reynolds, Snodgrass and Haskins) and 2
members present abstaining (Amick and McCarty).
3. Request time to speak.
No one requested time to speak.
4. Community Beautification Award
Nabity reviewed the nominations for the Community Beautification Award.
Nominees from Grand Island were; Holiday Inn Express, Home Care &
Companions, Barista’s, A+ Real Estate Pros, Credit Management, The Grand
Island Independent and The Great Western Centre. Nominee for Doniphan
was Prairie Winds Assisted Living Community. The winner selected by the
Planning Commission Committee was The Great Western Centre.
ITEMS # 5 & # 6 were pulled from the Planning meeting 10/31/2011.
5. Public Hearing – Concerning an amendment to the Doniphan Comprehensive Plan
and Future Landuse Map for property described as: All of that triangular piece of land
located in the Southeast corner of Section Four (4), Township (9) north, Range 9 West
of the 6th P.M., lying south and east of the State Highway #281. This land is located
west of Blaine Street and north of Giltner Road in the Doniphan 1 mile zoning
jurisdiction. The proposed change would designate this property for manufacturing use.

6. Public Hearing – Rezone - A request to rezone properties located west of US Hwy
281 and east of South Locust Street, from TA - Transitional Ag to I1 – Light
Manufacturing, in the one mile jurisdiction of the Village of Doniphan, in Hall County,
Nebraska. (C-02-2012DON) (Hearing, Discussion, Action)
7. Final Plat – SPPD Wood River Subdivision – located south of Schultz Road and
west of Burwick Road, in Hall County, Nebraska. Consisting of 1.00 acre and (1Lot).
8. Final Plat – Watch Subdivision – located north of Schultz Road and west of 80th
Road, in Hall County, Nebraska. Consisting of 9.652 acres and (1Lot).
A motion was made by Bredthauer to approve the Final Plats of SPPD Wood
River Subdivision and Watch Subdivision as presented and seconded by Hayes.
The motion carried with 10 members present and 10 voting in favor (McCarty,
Eriksen, Bredthauer, O’Neill, Ruge, Reynolds, Hayes, Amick, Haskins and
Snodgrass) and no member present abstaining.
9. Election of Officers
A motion was made by Amick to keep the officers in place. The motion was
seconded by Haskins.The motion carried with 10 members present and 10
voting in favor (McCarty, Eriksen, Bredthauer, O’Neill, Ruge, Reynolds, Hayes,
Amick, Haskins and Snodgrass) and no member present abstaining. Pat O’Neill
– Chairman, Karen Bredthauer – Co-Chair and Les Ruge – Secretary.
10. Planning Director’s Report
Nabity introduced Dennis McCarty to the Planning commission. Leiser annexation
was not passed by City Council. This property was located near 13th Street and north
road. Nabity commented the annexation for Kuester Lakes area may be brought
forward.

PLANNING DIRECTOR RECOMMENDATION TO REGIONAL PLANNING
COMMISSION:
December 7, 2011
SUBJECT:
Concerning proposed amendments to Chapter 36 of the Grand Island City Code (Zoning)
in the following area: §36-69 (AC) Arterial Commercial Overlay Zone. (C-03-2012GI)
PROPOSAL:
Changes were made in February of 2009 to the AC Arterial Commercial Overlay Zone
regulations to allow the development of RV Parks and Campgrounds by conditional use
permit. These changes established the following minimum requirements for an RV Park
or Campground.
(2) Campgrounds including those serving recreational vehicles subject to following conditions:
a) Developer shall submit a diagram of the proposed camp ground including a plot plan of the
pads, landscaping plan, utility plan and interior street plan with the application for a conditional use permit
b) A minimum of one toilet and one lavatory for each sex shall be provided for the exclusive use
of the park occupants. An additional toilet and lavatory for each sex shall be provided for each fifteen (15)
sites or fraction thereof.
c) All RV pads shall be provided with a landscape buffer yard or street yard as identified in the
landscaping section of this code.
d) Pads shall not be accessible from any public way.
Subparagraph b) set the minimum improvements for sanitary facilities. These were based
on a review of similar regulations from jurisdictions across the country. Craig Lewis the
Grand Island Building Department Director, in reviewing supplements to the National
Fire Protection Association Building Code has found NFPA recommended standards that
would lessen the requirements and be consistent with a national standard. The proposal
is to change the zoning regulations so they are consistent with the requirements of the
NFPA Code as follows:
(2) Campgrounds including those serving recreational vehicles subject to following conditions:

pads, landscaping plan, utility plan and interior street plan with the application for a conditional use permit
b) A minimum of one toilet and one lavatory for each sex shall be provided for the exclusive use
of the park occupants. An additional toilet and lavatory for each sex shall be provided for each fifteen (15)
sites or fraction thereof. A minimum of one toilet shall be provided for each sex up to the first 25 sites. For
each additional 25 sites not provided with sewer connections, an additional toilet for each sex shall be
provided.
c) All RV pads shall be provided with a landscape buffer yard or street yard as identified in the
landscaping section of this code.
d) Pads shall not be accessible from any public way.
OVERVIEW:
The proposed changes would apply in the AC overlay zone and would also become the
standard for conditional use permits allowed in other zoning districts. This will impact
the development of the campground at Fonner Park that was constructed for the Nebraska
State Fair.
The Planning Commission will hold a public hearing at this meeting and can make
recommendations on the proposed changes.
RECOMMENDATION:
That the Planning Commission recommend approval of the proposed changes to the
Grand Island City Council.

Dear Members of the Board:
RE: Final Plat – Ponderosa Village Subdivision
For reasons of Section 19-923 Revised Statues of Nebraska, as amended, there is herewith
submitted a final plat of Ponderosa Village Subdivision, located in the City of Grand Island,
in Hall County Nebraska.
This final plat proposes to create 4 lots on a tract of land, consisting of Part of Outlot B and
Part of Outlet C4 of Ponderosa Lake Estates Subdivision, all of Block 4 and all of Block 5 of
Ponderosa Lake Estates Fourth Subdivision and Vacated James Road Right of Way as
described in Ordinance number 9093, all located in the Southeast Quarter (SE1/4) of
Section Thirty Six (36), Township Eleven (11) North, Range Ten (10) West of the 6th P.M., in
the City of Grand Island, Hall County Nebraska, and said tract containing 4.49 acres.
You are hereby notified that the Regional Planning Commission will consider this final plat at
the next meeting that will be held at 6:00 p.m. on December 2, 2011 in the Council
Chambers located in Grand Island's City Hall.
