5. Community Beautification Award
6. Public Hearing – Concerning an amendment to the Doniphan
Comprehensive Plan and Future Landuse Map for property described as: All of
that triangular piece of land located in the Southeast corner of Section Four (4),
Township (9) north, Range 9 West of the 6th P.M., lying south and east of the
State Highway #281. This land is located west of Blaine Street and north of
Giltner Road in the Doniphan 1 mile zoning jurisdiction. The proposed change
would designate this property for manufacturing use.
7. Public Hearing – Rezone - A request to rezone properties located west of
US Hwy 281 and east of South Locust Street, from TA - Transitional Ag to I1 –
Light Manufacturing, in the one mile jurisdiction of the Village of Doniphan, in Hall
County, Nebraska. (C-02-2012DON)
8. Final Plat – SPPD Wood River Subdivision – located south of Schultz Road
and west of Burwick Road, in Hall County, Nebraska. Consisting of 1.00 acre
and (1Lot).
9. Final Plat – Watch Subdivision – located north of Schultz Road and west of

The meeting of the Regional Planning Commission was held Wednesday, September
7, 2011, in the Community Meeting Room - City Hall – Grand Island, Nebraska.
Notice of this meeting appeared in the "Grand Island Independent" September 24,
2011.

1. Call to order.
Chairman O’Neill called the meeting to order at 6:00 p.m. He stated that this
was a public meeting subject to the open meetings laws of the State of
Nebraska. He noted that the requirements for an open meeting were posted
on the wall in the room and easily accessible to anyone who may be interested
in reading them.
2. Minutes of October 5, 2011 meeting.
A motion was made by Hayes to approve the meeting minutes and seconded
by Snodgrass, to approve the Minutes of the September 7, 2011 meeting as
mailed.
The motion carried with 9 members present and6 voting in favor (O’Neill, Ruge,
Hayes, Reynolds and Haskins) and 3 members present abstaining (Eriksen,
Bredthauer, and Eriksen).
3. Request time to speak.
No one requested time to speak.
4. Public Hearing – Rezone – A request to rezone properties located west of
Webb Road, north of west North Front Street and south of Faidley Ave. From
Large Lot Residential to B2 – General Business Zone, in the City of Grand
Island. (C-01-2012GI)
O’Neill opened the Public Hearing.
Nabity briefly explained this was a request to rezone properties located north of Front
Street and west of Webb Road from LLR Large Lot Residential to B2 General
Business Zone. This would allow for commercial development. Nabity stated the
comprehensive plan for Grand Island, the long-term land use plan for the City, calls for
that Webb Road area to be developed commercially in the future.
There was no further discussion.
O’Neill closed the Public Hearing.
A motion was made by Eriksen to approve the Rezone from LLR Large Lot Residential
to B2 General Business Zone and was seconded by Reynolds. The motion carried with
9 members present and 9 voting in favor (O’Neill, Ruge, Hayes, Reynolds, Eriksen,
Haskins, Connelly, Bredthauer and Snodgrass) and no member abstaining.
5. Final Plat – Lautenschlager Second Subdivision – located east of US Hwy 281 and
south of Pine Street in the Village of Doniphan, in Hall County, Nebraska. Consisting
of 3.869 acres and (4 Lots).
A motion was made by Haskins to approve the Final Plat of Lautenschlager
Second Subdivision as presented and seconded by Bredthauer. The motion
carried with 9 members present and 8 voting in favor (Connelly, Eriksen,
Bredthauer, O’Neill, Ruge, Reynolds, Haskins and Snodgrass) and one
member present abstaining (Hayes).
9. Planning Director’s Report
Nabity showed the Planning Commission the new “Mapsifter” that is now available.

PLANNING DIRECTOR RECOMMENDATION TO REGIONAL PLANNING
COMMISSION:
October 21, 2011
SUBJECT: Future Land Use Map Change and Zoning Change (C-02-2012Don)
PROPOSAL: This application includes approximately 3 acres on the east side of
Doniphan, at the intersection of Giltner Road and South Locust Street. The property is
located within the Doniphan zoning jurisdiction of the village.
The applicant is requesting that the future land use designation of this property be
changed from Agricultural to Light Industrial. In addition, the applicant is asking that the
zoning on this property be changed from TA-Transitional Agriculture and I1-Light
Industrial. The stated purpose of this rezoning is to allow the applicant to build use the
property for commercial storage and warehousing.
OVERVIEW:
Site Analysis
Current zoning designation: TA-Transitional Agriculture,
Permitted and conditional uses: TA - Agricultural uses, recreational uses and
residential uses at a density of 1 unit per 20 acres
Comprehensive Plan Designation: Designated for agricultural purposes
Existing land uses. Vacant property-grass
Adjacent Properties Analysis
Current zoning designations: North, South, West and East: TA-Transitional
Agriculture.
Permitted and conditional uses: TA- Agricultural uses, recreational uses and
residential uses at a density of 1 unit per 20 acres.
Comprehensive Plan Designation: Agricultural
Existing land uses: North: Agricultural, Road ROW
East: Agricultural, Road ROW
South: Agricultural, Road ROW
EVALUATION:
Positive Implications:
· Will provide for additional industrial space near Doniphan: Doniphan has been
struggling to find property that could be developed for industrial uses over the past
several years.
· Property is too small to farm and not ideal for most other uses.
· Monetary benefit to the applicant: The applicant will be able to develop the property
as proposed if the rezoning is permitted.
Negative Implications:
· Could negatively impact the entrance to Doniphan. These types of industrial uses at
the entrance to a community can detract from the community entrance. If it is well
maintained this will not be an issue. This same issue could present itself if a house
that would be allowed at this location was built on the site. There is a nice double
row of evergreen trees along the curve that will provide screening.
RECOMMENDATION:
That the Regional Planning Commission recommend that the Village of Doniphan
amend the future land use map for this site to show the property as intended for light
manufacturing and rezone this site from TA Transitional Agriculture to I1 Light
Industrial.
