The Nebraska Open Meetings Act was acknowledged. Don Robb was introduced as the new Hall County Public Works Director. Roll Call Roll call was taken. Approval of Minutes from the April 11, 2022 Technical Advisory Committee Meeting Motion by Wahlgren to approve the minutes of the April 11, 2022 meeting, seconded by Janulewicz. Upon voice vote, all voted aye. Motion adopted. Ratification of Action Items from the October 18, 2021 and April 11, 2022 Technical Advisory Committee Meetings Zafft informed the Committee that Article IV of the GIAMPO TAC bylaws specifies the Hall County Public Works Director as one of the 11 voting members of the TAC. Steve Riehle attended the October 18, 2021 and April 11, 2022 TAC meetings and voted as the Hall County Public Works Director even though he was no longer in this position prior to the October 18th meeting. A ratification is needed by the TAC on the approval of action items from these TAC meetings because Riehle was not a TAC voting member. It was noted that a quorum would have occurred without Riehle in attendance and all action items had all aye votes. Motion by Janulewicz to ratify action items from the October 18, 2021 and April 11, 2022 Technical Advisory Committee meetings, seconded by Wahlgren. Upon voice vote, all voted aye. Motion adopted. Election of Vice-Chair Zafft notified TAC that a new election of Vice-Chair is needed for calendar year 2022 due to Riehle not being a TAC voting member at the April 11, 2022 meeting, in which he was nominated and voted in. With no nominations from the floor Kurz nominated himself as Vice-Chair. Motion by Robb to approve Kurz as the Vice-Chair, seconded by Wahlgren. Upon voice vote, all voted aye. Motion adopted. Grand Island Regular Session - 8/8/2022 Page 4 / 38 3 | Page 2022/6/13 TAC Meeting Minutes Transit Development Plan Update Jason Carbee of HDR, presented an update on the Transit Development Plan (TDP) (also known as GO GI Transit). This update included the project background, baseline conditions, scenario analysis, and next steps. The TDP is a study to help plan for the future of public transit in Grand Island and Hall County. The TDP has wrapped up the current service analysis and developed future potential options based on current and anticipated use. The goal is to develop an implementable, fundable plan for the next 10 to 20 years. The current schedule is to complete the TDP in November 2022. Carbee discussed key findings of the baseline relating to the peer transit analysis, December focus group feedback, and survey. Carbee reviewed the annual ridership, annual operating costs and operating cost per trip of the baseline and three scenarios. The next steps are scenario feedback, implementation and financial plan, and TDP documentation. Next Meeting Date The next meeting of the TAC will be on August 8, 2022 at 10:00 am. The UPWP is a budget document prepared annually, and it may be amended as priorities and activities change. The proposed Amendment No. 1 to the FY 2023 UPWP makes the following major revisions: Page 7 – Add the below section between the Federal Requirements for Transportation Planning section and the Planning Emphasis Areas section Set-Aside for Increasing Safe and Accessible Transportation Options The IIJA requires each MPO to use at least 2.5% of its FHWA Metropolitan Planning Funds (estimated at $3,357.27 for GIAMPO) on specified planning activities to increase safe and accessible options for multiple travel modes for people of all ages and abilities. GIAMPO will meet this requirement through activities, which include, but are not limited to, the following: through supporting the Non-Motorized subcommittee, collecting and maintaining bicycle and pedestrian counts on multi-use trails and/or sidepaths, maintaining and evaluating bicycle and pedestrian crashes, maintaining the Bicycle and Pedestrian Master Plan, supporting the development of the Transit Development Plan, and coordinating with City of Grand Island Public Works staff on the review of transportation projects and subdivision plans (this review recognizes the City’s Complete Streets policy and guide).” Page 9, Element B – Transportation Improvement Program, Activities o Add the following activity – Program/administer Carbon Reductions Program (CRP) funds in coordination with NDOT o The above revision changes the task, “Other Activities (i.e. monitor FY 2023-2027)”, in the Budget on page 10 to the following – Other Activities (i.e. monitor FY 2023-2027 TIP, administer CRP Funds). Pages 18-19, Distribution of Costs by Work Element (Budget Table) o Increase the amount for the Fringe/Indirect - MPO Program Manager for each of the work categories/elements, which will increase the total amount for each of the work categories/elements. This revision changes the Grand Total FHWA PL UPWP from $151,644.45 (Federal - $121,315.56 and Grand Island - $30,328.89) to $159,712.63 (Federal - $127,770.11 and Grand Island - $31,942.53). Change the Fringe/Indirect FTA for FTA 2023 from $6,285.93 (Federal - $5,028.74 and Grand Island - $1,257.19) to $7,416.77 (Federal - $5,933.41 and $1,483.35). This revision changes the Grand Total FTA Section 5305 and 5307 from $89,233.73 (Federal - $71,386.98 and Grand Island - $17,846.75) to $90,364.57 (Federal - $72,291.65 and Grand Island - $18,072.91). Change the Total FY 2023 UPWP from $240,878.18 (Federal - $192,702.54 and Grand Island - $48,175.64) to $250,077.20 (Federal - $200,061.76 and Grand Island - $50,015.44). An email meeting invitation to the GIAMPO Technical Advisory Committee (TAC) will be sent out on August 1, 2022 with a link to the meeting agenda and supporting documents. The purpose of the Unified Planning Work Program (UPWP) is to provide the citizens of the Grand Island Area Metropolitan Planning Organization (GIAMPO) and all partnering governing bodies with an outline of the Metropolitan Planning Organization’s (MPO) planned work activities for fiscal year 2023 (July 1, 2022 to June 30, 2023). The UPWP is a budget document prepared annually, and it may be amended by the GIAMPO Policy Board as priorities and activities change. The UPWP provides guidance and serves as a management mechanism for scheduling, budgeting, and evaluating the planning activities of GIAMPO. The UPWP defines the major administrative and technical work elements for a specific planning year and identifies the major sources of funding for these projects. The primary purpose of the UPWP is to ensure adherence to/compliance with provisions of 23 CFR 450. The UPWP guides GIAMPO in completing the work elements that lead to the development and implementation of the Long Range Transportation Plan (LRTP) and Transportation Improvement Program (TIP). The work elements defined in the UPWP are reviewed and approved by GIAMPO, ONE DOT (Federal Highway Administration and Federal Transit Administration), and the Nebraska Department of Transportation (NDOT) who in turn have designated the City of Grand Island as the contracting agent responsible for administering and performing these elements approved within the program. What is GIAMPO? The Grand Island Area Metropolitan Planning Organization (GIAMPO) is the federally required Metropolitan Planning Organization (MPO) to carry out the Continuing, Cooperative, and Comprehensive (3-C) transportation planning process for the Grand Island metropolitan region. Responsibilities of GIAMPO include, but are not limited to:  Providing the forum for local decision-making on transportation issues of a regional nature.  Encouraging and seeking public involvement throughout the planning and development of the area’s transportation plans and programs.  Facilitating the development of all planning elements for the Metropolitan Planning Area  Submitting transportation planning documents to the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and Nebraska Department of Transportation (NDOT). GIAMPO is responsible for transportation planning activities within a geographic area identified as the Metropolitan Planning Area (MPA). GIAMPO’s MPA is comprised of the City of Grand Island, Village of Alda, portions of Hall County, and a portion of west Merrick County. The MPA is shown in Figure 1. Grand Island Regular Session - 8/8/2022 Page 16 / 38 FY 2023 Unified Planning Work Program FY 2023 Unified Planning Work Program | 5 Figure 1 – GIAMPO Metropolitan Planning Area (MPA) GIAMPO’s structure is formed by two designated committees – Policy Board and Technical Advisory Committee (TAC). GIAMPO staff provides support to these committees. Policy Board The Policy Board is the governing body of GIAMPO. It is comprised of mostly elected officials that establish the overall policy direction for GIAMPO’s planning activities. The Policy Board has the final responsibility of these activities, and it approves the MPO work products such as the UPWP, LRTP, and TIP. Technical Advisory Committee The Technical Advisory Committee (TAC) is a staff-level committee, which advises the Policy Board on technical matters related to MPO work products, transportation policies, and other technical studies and plans considered by GIAMPO. The TAC can establish subcommittees to provide technical and recommendations to them on transportation-related projects or issues. In 2016, a Non-Motorized subcommittee was created to act as the advisory body to the TAC on the development of the GIAMPO Bicycle and Pedestrian Master Plan. Staff The GIAMPO staff will be available to aid local officials and concerned citizens in implementing transportation and various community improvement programs in an overall effort to enhance the Grand Island Regular Session - 8/8/2022 Page 17 / 38 FY 2023 Unified Planning Work Program FY 2023 Unified Planning Work Program | 6 area. Staff members encourage and assist local leaders in several programs, with strong emphasis on the benefits of regional cooperation and coordination. Currently, the GIAMPO staff involved with transportation planning consists of a MPO Program Manager supported by the Director of Public Works/City Engineer and the Public Works staff in conjunction with the Director of the Hall County Regional Planning Department, and administrative staff. Hours Professional Staff (MPO Program Manager) - Direct 11.08 1,920 Administrative Staff (Administrative Coordinator) - Direct 0.14 25 Federal Requirements for Transportation Planning The Fixing America's Surface Transportation Act or "FAST Act", became law on December 4, 2015, and continues the Metropolitan Planning program. This program continues the federal requirement of the metropolitan transportation planning process to be continuous, cooperative, and comprehensive. The FAST Act includes ten (10) factors required for consideration in the planning process. The UPWP includes work activities to be accomplished over fiscal year 2023 which will address these factors. The ten (10) factors are the following: 1. Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; 2. Increase the safety of the transportation system for motorized and non-motorized users; 3. Increase the security of the transportation system for motorized and non-motorized users; 4. Increase the accessibility and mobility options available to people and for freight; 5. Protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; 6. Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; 7. Promote efficient system management and operation; 8. Emphasize the preservation of the existing transportation system; 9. Improve the resiliency and reliability of the transportation system and reduce or mitigate stormwater impacts of surface transportation; and 10. Enhance travel and tourism. In November 2021, the Infrastructure Investment and Jobs Act (IIJA) (also known as the “Bipartisan Infrastructure Law”) was signed into law. This legislation carries forward the policies, programs, and initiatives established by preceding legislation (FAST Act and MAP-21) to maintain and improve the nation’s surface transportation system. The IIJA carries forward and expands on these policies and introduces new policies and programs that address new and emerging issues that face the nation’s transportation system. These issues include mitigating impacts to existing infrastructure due to climate change, developing and maintaining system resiliency, ensuring equity, researching and deploying new technologies, and improving safety for all users. Grand Island Regular Session - 8/8/2022 Page 18 / 38 FY 2023 Unified Planning Work Program FY 2023 Unified Planning Work Program | 7 Set-Aside for Increasing Safe and Accessible Transportation Options The IIJA requires each MPO to use at least 2.5% of its FHWA Metropolitan Planning Funds (estimated at $3,357.27 for GIAMPO) on specified planning activities to increase safe and accessible options for multiple travel modes for people of all ages and abilities. GIAMPO will meet this requirement through activities, which include, but are not limited to, the following: through supporting the Non-Motorized subcommittee, collecting and maintaining bicycle and pedestrian counts on multi-use trails and/or sidepaths, maintaining and evaluating bicycle and pedestrian crashes, maintaining the Bicycle and Pedestrian Master Plan, supporting the development of the Transit Development Plan, and coordinating with City of Grand Island Public Works staff on the review of transportation projects and subdivision plans (this review recognizes the City’s Complete Streets policy and guide). Planning Emphasis Areas The FHWA and FTA jointly issued new Planning Emphasis Areas in December 2021. The Planning Emphasis Areas are areas that FHWA divisions and FTA regional offices should emphasize when working with State Departments of Transportation (DOT) and MPOs as they develop their planning work programs. This committee was created to act as the advisory body to the TAC on the development of the GIAMPO Bicycle and Pedestrian Master Plan. The Non-Motorized Sub-Committee convened eight times for this plan. After the Policy Board’s adoption of the Bicycle and Pedestrian Master Plan, the TAC approved the below changes to the Non-Motorized Subcommittee in February 2019. Include members of the Walking and Biking Committee to the Non-Motorized Subcommittee. The Walking and Biking Committee was established by the Central District Health Department in 2016 through a federal grant. This committee held it last meeting in September 2018, due to the exhausting of the grant. Reestablish quarterly meetings of the Non-Motorized Subcommittee to discuss status of the system and to recommend projects for funding. The Non-Motorized Subcommittee has not convened since May 2019. The GIAMPO FY 2023 Unified Planning Work Program includes a work activity for MPO staff to provide support for the Non-Motorized Subcommittee. Therefore, this committee will begin to convene in FY 2023. MPO staff proposes the below changes to the Non-Motorized Subcommittee for future meetings. The membership will consist of approximately 10-12 members, which includes representation from Nebraska of Department of Transportation, City of Grand Island, and community organizations. The subcommittee will convene approximately two to four times a year to discuss bicycle and pedestrian related activities, which include the status of the system and recommendation of projects for funding. POLICY CONSIDERATIONS/DISCUSSION The Infrastructure Investment and Jobs Act (IIJA) (also known as the “Bipartisan Infrastructure Law”) requires each MPO to use at least 2.5% of its FHWA Metropolitan Planning Funds on specified planning activities to increase safe and accessible options for multiple travel modes for people of all ages and abilities. It provides states with $7.5 billion to expand the electric vehicle (EV) charging network. Over the next five years, Nebraska will have access to $30.2 million (~$6 million/year) in formula funds for EV charging infrastructure while also still being able to compete for a portion of an additional $2.5 billion in discretionary grant funding. This funding supports the Administration’s goal of expanding EV charging stations along designated Alternative Fuel Corridors (AFCs) and other corridors that could be identified in the state. NEVI formula funds will not be made available to a state for obligation until a state has submitted its State Electric Vehicle Infrastructure Deployment Plan to the U.S. Department of Transportation and U.S. Department of Energy Joint Office for review and posting by August 1, 2022, describing how the state intends to distribute NEVI funds. The Federal Highway Administration will approve a state’s plan on a rolling basis, no later than September 30, 2022. The Nebraska NEVI webpage is located at http://www.ndot.info/NEVI. Hall County Regional Planning Commission staff has secured funding from the City of Grand Island and Hall County to update the plans and regulations for these entities during the 2022, 2023 and 2024 fiscal years. It is expected that the process will take between 18 and 24 months from the time it begins. In January 2022, the Hall County Regional Planning Commission released a Request for Qualifications (RFQ) to retain a consultant firm to provide professional services for Comprehensive Plan and Regulation Update for the City of Grand Island and Hall County. A Notice to Proceed was issued to Marvin Planning Consultants in April 2022. The Comprehensive Plan is a blue print for growth in the community and is required if a community wishes to use zoning and subdivision regulations to impact how and where that development occurs. The 2004 plans were looking at a 20-year time frame, and this time horizon is nearing the end.
